RECOMMENDATION
Staff recommends City Council approve a purchase order in the amount of $250,000 to Meridian Rapid Defense Group, LLC for the purchase of specified rapid defense barriers and associated equipment and waive formal bidding requirements as it is in the best interest of City.

INTRODUCTION
The Public Works Department supports the Police and Community Services Departments with street and event-related public/pedestrian right-of-way closures. In recent years, there has been an increased need to temporarily close streets and other public rights-of-way for a variety of reasons, including special events and the heightened risk of civil disturbance.

To address these concerns and better ensure the safety of the community, staff is proposing the purchase of a portable traffic barrier system that will provide more flexibility and efficiency than the concrete K-rail barriers (K-rail) that are typically used.

DISCUSSION
The City typically utilizes K-rail when streets are closed for special events or emergencies.

K-rail is rented because there is not sufficient storage space within the Public Works maintenance yards to support such a large footprint. The deployment of K-rail also requires overnight installation due to the impacts to the business community and traffic.

MRDBs are a type of portable, temporary barrier designed for quick and efficient deployment to restrict vehicular traffic, crowd control and other security applications. They offer significant advantages over traditional concrete K-rail, which are commonly used for permanent traffic barriers and security walls.

One advantage of MRDBs is their mobility and ease of deployment. They can be quickly set up and taken down as needed, making them ideal for temporary street closures and crowd control at events or for use in emergency response scenarios. MRDBs are lightweight, making them easy to transport and store; this makes them a more practical solution over concrete K-rail, which are heavy and difficult to move. Staff intends to allocate space and store the barriers at the Public Works Yard located at 342 Foothill Rd.

Another advantage of MRDBs is their cost-effectiveness. Over time, they are significantly less expensive than renting concrete K-rail. MRDBs are made of a durable steel material that is resistant to weather, corrosion, and impact, meaning they will last for many years with minimal maintenance. It should be noted that in the past five years, the City has spent over $672,000 (exclusive of Community Services) to rent K-rail for use during special events and contingency planning when there’s been a heightened risk of civil disturbances.

MRDBs are versatile and can be used in a variety of applications, from crowd control and traffic management to perimeter security. In contrast, concrete K-rails are typically limited in their uses, making them a less versatile option for security and crowd control applications.

Staff seeks to purchase MRDBs and associated equipment to allow the City to quickly close streets in the event of an emergency and in a fraction of the time that it takes using traditional methods as outlined above. In general, it would take staff 3 to 5 minutes to deploy each barrier and approximately 15 to 25 minutes (dependent on the width of the street and lift gate placement, if any) to close an intersection once the barriers arrive at the location. Additionally, the deployment of the barriers would not need to happen overnight as with K-rail.

Many California municipal agencies utilize the MRDB, including the cities of Pasadena, Sacramento, Ventura, Manhattan Beach and Santa Monica.

Public Works managing barrier deployment for City events and emergencies will provide a faster, smoother, more efficient deployment and provide the City with greater control, lessening the need to rent K-rail. This purchase will allow Public Works to provide barrier control for the Art Show and Farmer’s Market community events for the Community Services Department, as well as assist the Police Department in emergency situations, partly forgoing the need to rent barriers and traditional K-rail. It will also allow the City to seal off portions of the Civic Center Complex.

Consistent with Beverly Hills Municipal Code section 3–3–112-C which states that bidding requirements shall not apply “When the needed equipment, supplies or services are proprietary items of original equipment manufacturers and/or their authorized exclusive distributors”; staff has conducted a good faith review of available sources and finds that there is only one source, Meridian Rapid Defense Group, LLC, for the required equipment.

As the holder of national and international patents on its products, Meridian technology is unique. The Archer 1200 Barrier is the only portable barrier solution certified in the United States with the U.S. Department of Defense for deployment on hard surfaces. As such, Meridian is the only provider of the requested equipment.

FISCAL IMPACT
Funding for the proposed purchase order in the amount of $250,000 would come from various Street Maintenance budgets. No additional funding is requested. A breakdown of the costs and the vendor’s price quotes are included in Attachment 1 of this report.

While not fully eliminating the need for K-rail, the purchase of MRDBs and associated equipment would reduce the City’s dependence on K-rail for special events and other street closures. Staff will analyze where contractual services reductions for K-rail rentals can be made and reflect this in the proposed budget for Fiscal Year 2023/24.

Chassis: The chassis has no cross members, which allows the loading deck to be lowered completely to the ground. The "A" frame tongue design features a 10" built-in lockable storage compartment on one side and the battery, hydraulic
tank/pump and controls on the other side. A 7,000 lb. "quick adjust" jack is mounted on the tongue.

Loading Operation: The deck is designed so that it can be raised or lowered hydraulically and remains level throughout its travel.

Barriers are moved onto the deck at ground level, then raised to full travel position in less than 30 seconds. In the travel position, the deck automatically locks for additional safety while towing.

Loading Deck: The deck features an extra heavy-duty 3/16" thick diamond steel floor plate with a permanent 18" ramp at the rear and a 24" side-swinging removable tailgate.

Attached to the two side rails are E-track rails with three snapin shoring bars for locking barriers into place.

Hydraulic System: All hydraulic components are located inside the A-frame compartment. The hydraulic motor only runs during the raising of the deck, which is lowered through a gravity return.

The hydraulic motor is a DC–12V powered by a 12 volt DC batter mounted inside the compartment.

ARCHER 1200 ACCESSORIES
ARRESTOR CABLES – 4-FOOT, 10-FOOT
Arrestor cables are used to strengthen the stopping power of the Archer 1200 Barriers. They can be attached to the barrier on both the vertical and horizontal plates by connecting them to the bolt holes. While attaching to the horizontal plate, the cable will be on the ground and should be covered by an ADA Cable Cover to eliminate tripping on the cable. The 10-foot cable is used on the top bolt hole of the vertical plate and ensures a gap is wide enough to allow for emergency vehicle access. The 10-foot cable also is used in a span deployment to support a wider perimeter protection. All deployments of arrestor cables on the vertical plate must be loose with a 5-inch drop in the center from each barrier connection point. The arrestor cables are made of high strength American steel wire.

FIELD TOW BAR
In an emergency, the Field Tow Bar can be used to move barriers if the Archer Hauler is not available. The Field Tow Bar can also be used when moving the barriers over rough terrain and most applications where there are no sealed surfaces. The Field Tow Bar is located under the back kick plate of the barrier and the shaft is located along the back of the vertical plate. Place the pieces on the ground and connect the shaft and the neck of the tow bar so they become one piece. Move the front of the barrier and place the rod end into the cradle on the front of the vertical plate; secure with the stay pin. Finally, loop the chain through the receptor piece on the front of the ramp and join back to the handle. Ensure the chain is threaded through the receptor tube on the front of the ramp and that it is connected to the bar. Always ensure the wheels are down and locked for transporting the barrier. Before lifting, bend your knees and have the wheels in the down and locked position. Bending your knees, you will be able to move the barrier into a new location.

HAULER
The Archer Hauler is a manual device engineered to move the Archer barriers.

The Hauler has a lifting rod to be inserted into the receptor of the barrier and locked in place with a pin. Before lifting the barrier, ensure the wheels are down and in the locked position. Bending your knees, pick up the barrier using the hook and leveraging back with your weight so the barrier lifts off the ground. The reverse happens when lowering the barrier. Lower the barrier slowly using the break to ensure your body does not go over the top of the barrier. To install the Archer Hauler on the barrier, slide the rod in the holder under the back of the back kick plate. To lock in place, a padlock can be inserted through the hole.
