AUTHORIZE THE CITY MANAGER OR CHIEF OF POLICE TO
APPROVE PURCHASES, AGREEMENTS AND ACTIVITIES
RELATED TO OFFICER WELLNESS AND MENTAL HEALTH
PROGRAMS AND ACTIVITIES

RECOMMENDATION
Staff recommends the City Council authorize the acceptance of grant funding from the Board of State and Community Corrections (BSCC) and authorize the City Manager or Chief of Police to execute and submit all documents needed for the administration of the Officer Wellness and Mental Health Grant Program, including applications, agreements, programs, purchases and other Officer Wellness and Mental Health activities and reporting related to the use of these funds. Staff recommends that the City Council appropriate funds received from the grant to the Police Department Grant Fund in the amount of $94,781.16.
INTRODUCTION
The Officer Wellness and Mental Health Grant Program, established in the 2022 Budget Act (Assembly Bill 178, Chapter 45, Statutes of 2022 provides funding for city and E-9

county law enforcement agencies for the purpose of improving officer wellness and expanding mental health sources. Funding provided by this grant can be used for any of the following purposes:
• Establishing or expanding officer wellness units and/or peer support units • Services provided by a licensed mental health professional, counselor or other professional that works with law enforcement
• Expanding multiagency mutual aid programs focused on officer wellness and mental health
• Other programs and services that are evidence-base or have a successful track record of enhancing officer wellness
DISCUSSION
The appropriation of funds to be used yearly will be further communicated in a brief annual expenditure report. Additionally, by December 1, 2025, a final impact report will be submitted describing how funding was used and demonstrate the impact of the resources. As mentioned, there are four (4) funding purposes provided by this grant and it is the intention of the Beverly Hills Police Department to allocate these funds towards evidence-based programs, activities, and resources for officer wellness and mental health to include but not limited to the following ideas:
• Adding/Expanding to the current membership of the BHPD Peer Support Team • Providing both required and essential training to all members of the BHPD Peer Support Team
• Attending State and National Peer Support Conferences/ Conventions • Gym Equipment
• 100% Natural preserved plants combining aesthetics with acoustic absorbance o 7 Benefits Of Having Office Plants In The Workplace | Hoppier • Membership opportunity to local private gym offering:
o Defensive tactics training
• Mobile Massage
• Meal Prep Program
FISCAL IMPACT
An appropriation of $94,781.16 received from the Board of State and Community Corrections (BSCC) into the Police Department Grant Fund (Fund 190) is requested to fund Officer Wellness and Mental Health Grant programs and activities. These restricted funds have been received as a result of the 2022 Budget Act (Assembly Bill 178, Chapter 45, Statutes of 2022.

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY
HILLS ACCEPTING A GRANT AWARDED BY THE BOARD OF
STATE AND COMMUNITY CORRECTIONS FOR OFFICER
WELLNESS AND MENTAL HEALTH
WHEREAS, the Board of State and Community Corrections (“BSCC”) administers funding for the Officer Wellness and Mental Health Grant Program (“Grant”), established in the 2022 Budget Act (Assembly Bill 178, Chapter 45, Statutes of 2022; and WHEREAS, the Grant provides funding for city and county law enforcement agencies for the purpose of improving officer wellness and expanding mental health sources.
NOW, THEREFOR, the Council of the City of Beverly Hills does hereby resolve as follows:
Section 1. The City of Beverly Hills hereby appoints the City Manager or Chief of Police as agents of the City of Beverly Hills to execute and submit all documents needed for the administration of the Officer Wellness and Mental Health Grant Program, including but not limited to, applications, agreements, amendments, programs, purchases, reports and other officer wellness and mental health activities.
Section 2. Appropriation of funds received from the Grant to the Police Department Grant Fund in the amount of $94,781.16 is authorized as follows:
