AGENDA REPORT
Meeting Date: June 27, 2023
Item No.:

To: Honorable Mayor & City Council
From: Daren Grilley, Assistant Director of Public Works/City Engineer Genevieve Row, Parking Services Manager
Subject: AMENDMENT NO. 7 TO THE AGREEMENT BETWEEN THE
CITY OF BEVERLY HILLS AND PARKING CONCEPTS, INC.

FOR THE OPERATION OF CERTAIN PARKING FACILITIES;
AND

APPROVAL OF A CHANGE PURCHASE ORDER IN THE
AMOUNT OF $135,966 FOR FISCAL YEAR 2023/24 FOR A
NOT-TO-EXCEED AMOUNT OF $271,932
Attachments: 1. Amendment No. 7

RECOMMENDATION
Staff recommends City Council move to approve Amendment No. 7 to Agreement No. 238-13 between the City of Beverly Hills and Parking Concepts, Inc. for the operation of certain parking facilities, and approval of a Fiscal Year 2023/24 change purchase order in the amount of $135,966.00 for work through August 31, 2023, for a total not to exceed $271,932.

INTRODUCTION
The City owns nineteen parking structures providing approximately 6,400 parking spaces for businesses, residents, employees, and visitors throughout the City. Parking Concepts, Inc. (PCI), is the parking operator that manages operations in the City’s parking garages (241/242 N. Cañon/N. Beverly Drive, 450 N. Crescent Drive, and 9333 W. 3rd Street) and performs invoicing, collection, and accounting for monthly contract parking at all nineteen City-owned parking garages.

DISCUSSION
Following a competitive selection process, the City entered into an agreement with PCI for parking operations in July 2013. The agreement has been amended several times to

extend the duration of the agreement. Given the length of time since the original contract was awarded, a competitive selection process was initiated in late 2022 and final negotiations are underway. Staff is planning to return to City Council on July 18, 2023, with a recommendation to award a new multi-year agreement for parking operations that would take effect on August 1, 2023.

With the current agreement with PCI set to expire on July 31, 2023, the proposed Amendment No. 7 is requested to ensure uninterrupted parking operations through August 31, 2023, in the case that the new parking agreement is not in place by the end of July.

FISCAL IMPACT
Funding for the proposed change purchase order and approval of proposed purchase orders are available in the approved budget for Parking Operations.
