INTRODUCTION
In 2016, the Cultural Heritage Commission (CHC) identified a need for a mechanism by which to honor and identify important contributors throughout the City’s cultural history that would not otherwise be captured under the existing local historic landmark criteria. Over the course of 2017 and through 2018, the Cultural Heritage Commission, the City Council Liaison/Cultural Heritage Commission Committee, and Historic Preservation program staff worked to formulate the parameters of such a cultural heritage program. On April 2, 2019, the City Council approved a new cultural heritage recognition program entitled the “Golden Shield” by which the Commission and Council could recognize important contributors to the City’s cultural history with a custom bronze plaque highlighting the location’s historical and/or cultural significance. The bronze plaque prototype designed by the Cultural Heritage Commission and approved by the City Council at its April 2, 2019 meeting is pictured below (as an example only). Generally, plaques would be placed in the public sidewalk at a location selected by the Commission based on historical significance, though the Commission has the discretion to suggest an alternate location such as on the face of a building, as appropriate, and with the property owner’s permission.

This non-regulatory recognition program supplements the existing local historic landmark designation program and recognizes sites, structures and public establishments that “contribute to an understanding and appreciation of the city's unique cultural history”, but which do not rise to the level of formal local historic designation. The program honors people, places, businesses, or locations which may or may not be currently extant at their site of significance. Notably, the program does not preserve, protect or secure the future for places of cultural or historic merit and does not in any way impact the future disposition of sites awarded a Golden Shield. The anticipated frequency of new Golden Shield awards is, typically, expected to be no more than three nominees per quarterly regular meeting of the Cultural Heritage Commission, which would then be forwarded to the City Council for formal approval.

The first three Golden Shield Awards were approved by the Council in November 2019, upon the Cultural Heritage Commission’s recommendations to: 1) The Doña Maria Rita Valdez de Villa Homestead (El Rancho Rodeo de las Aguas – 1838-1854), originally located at the northwest corner of Alpine Drive and Sunset Boulevard (demolished); 2) The original location for Lawry’s Restaurant at 150 North La Cienega Boulevard (demolished and expanded); and 3) the original Giorgio of Beverly Hills Boutique at the southwest corner of Rodeo Drive and Dayton Way (no longer extant). To date, there have been thirty Golden Shield nominations by the Cultural Heritage Commission, with the most recent twelve (No. 19-30) pending City Council approval. In addition, six Golden Shield plaques (No. 1-6) have been placed into the ground, with the next twelve plaques (No. 7-18) pending installation.

DISCUSSION
At its Regular and Special Meetings in January, March, and April 2023, the Cultural Heritage Commission (CHC) reviewed possible nominees for Golden Shield awards, conducted public hearings, and voted on twelve selections for various sites of cultural significance as Golden Shield nominees. The CHC adopted Resolutions No. CHC 101 through 106, and 108 through 113. The following nominees are recommended to the City Council for approval, as Golden Shield No. 19 - 30:

Golden Shield No. 19, Don Loper Salon
Don Loper was born in 1907 in Toledo, Ohio where his father owned a clothing store. The young Loper began designing dresses and also designed the store windows at his father’s shop. In the 1930s and early 40s Loper worked as a dancer and costume and set designer across the United States, predominantly in New York. He then moved to Los Angeles to dance in motion pictures and made his dancing debut with Ginger Rogers in the movie Lady in the Dark in 1942. Loper continued to work in Hollywood as an actor, dancer and set designer until 1946, when he opened his own couture salon on Sunset Boulevard in West Hollywood with his partner Charles Northrup.

Loper was also an interior designer and designed projects for the Beverly Hills Brown Derby and the ballroom at the Beverly Hills Hotel in 1947. He had also created fashion designs for the I Love Lucy show and played himself in an episode titled “The Fashion Show”. In 1951, Loper moved his fashion boutique to Beverly Hills at 152 South Rodeo Drive. He designed clothing for stars such as Judy Garland, Lucille Ball, Jane Russell, Marlene Dietrich, Joan Crawford, Lana Turner, and Claudette Colbert, among many others. He also branched out in later years into men’s clothing.

His retail location was a famed institution in the City, in which Loper also lived with his longtime partner.

Suggested plaque placement location: Within the public sidewalk where the original entry of the 152 South Rodeo Drive retail space was located prior to demolition.

Plaque Copy: At this location was Don Loper’s famed couture salon, which opened in 1951. An impresario of fashion, Loper was known for his lavish gowns and Hollywood glamour. He designed clothing for Hollywood starlets and in later years he expanded his portfolio to include interior design, ready-to-wear women’s clothing, men’s wear, and uniforms for nurses and flight attendants.

Golden Shield No. 20, Brighton Coffee Shop
One of the oldest coffee shops in Beverly Hills is the Brighton Coffee Shop located at 9600 Brighton Way (southwest corner of Brighton Way and North Camden Drive). As early as 1928, a café has operated from the building improvements located at the southwest corner of Camden Drive and Brighton Way. In the summer of 1928, an “L” shaped, drive-in market with a standalone octagonal-shaped shop space was built. The buildings were designed in the Spanish Colonial Revival style by the notable architectural firm of Gable & Wyant for then-owner Harlan S. Kittle, a real estate investor and local resident. The one-story, stucco-clad buildings contained a market, café, barbershop, shoe repair shop, flower shop, and wood carver studio. The flower and shoe repair shops shared the uniquely shaped, detached structure at the corner. The entrances to these spaces were via angled corner doors at the northeast and northwest of the small building.

The original café was located at 9612 Brighton Way and was run by Mrs. Lily Cooper of Los Angeles.

By the early 1930s, Mr. William T. Bishop became the property owner and made a number of modifications to the site. This new work modified the look and function of the existing drive-in market by constructing six additional shop spaces within the infill of the paved parking lot in 1936.

This new infill of building space enlarged the entire structure into a rectangular shape and shifted and increased some of the address numbering. It was at this time that the café moved into the corner space that was previously occupied by the flower and shoe repair shops (now addressed as 9600 Brighton Way). In building onto and expanding the standalone structure as a café, the existing arched shaped windows and associated stuccoed side walls (east and north), as well as the angled entry door at the northeast, were retained. The relocated and enlarged café was operated by Macklin and Elizabeth Hardy.

A few years later, the eatery was called Terry’s Coffee Shop and was owned and operated by Mr.

E. Terry. By 1951, the restaurant was still referred to as Terry’s Coffee Shop but owned and operated by Elefterios Prappas. For a brief period in the early 1960s, the café was called Nelly’s Coffee Shop with Nelly Keller being the proprietor. In 1968, new owners, Mr. and Mrs. William W.

Huss remodeled the interior of the eatery and renamed it the Brighton Coffee Shop. It has remained the Brighton Coffee Shop since that time and is one of the oldest operating businesses of that type in the community. The well-established eating place has been visited by generations of Beverly Hills residents and Hollywood stars. Local celebrity Doris Day is said to have loved the banana pancakes. The menu has been expanded and updated over the years, but traditional American breakfast fare and lunch options are still the most popular choices on the menu.

Plaque Copy: A café run by Mrs. Lily Cooper operated out of the drive-in market that once occupied this site from 1928 to 1936. In 1937, the café moved to its corner location at 9600 Brighton Way. The name was changed to Brighton Coffee Shop in 1968 and it has been visited by generations of Beverly Hills residents and Hollywood stars.

Golden Shield No. 21, Uncle Bernie’s Toy Menagerie
Uncle Bernie’s Toy Menagerie was a beloved Beverly Hills toy emporium that operated from 1947 to 1965. When the toy store outgrew its first shop at 339 North Rodeo Drive, it relocated to a new and larger building at 309 North Rodeo Drive in 1953. This building was designed by noted architect Paul R. Williams and featured large storefront windows full of toys and inlaid marble candy cane columns that stood along the front of the store. At the time, it was the only store in Beverly Hills with a “no deliveries, no charge accounts” policy. The fanciful store was famous for its lemonade tree that dispensed ice cold lemonade, the multi-colored lollipop tree with limbs full of lollipops sticking out of a papier-mâché trunk, and its star-studded Hollywood clientele. Uncle Bernie’s Toy Menagerie became “the Tiffany’s of toy stores” for celebrities and Beverly Hills residents to take their children shopping for unique, one-of-a-kind toys and merchandise from around the world.

Uncle Bernie’s legal name was Bernard Sper (1901-1983), but few people knew the merchant’s real name. Born in Brooklyn, he operated a toy manufacturing business in Long Island before moving out to Beverly Hills with his wife Gudy. At the shop, she oversaw the party department, which provided presents, decorations, noisemakers, catering, and entertainment for birthday parties and other celebrations. The Spers purchased the Toy Menagerie toy store in late 1946 from Julian Young (Goldstein), who founded the shop at 339 North Rodeo Drive in February 1946.

In 1963, Uncle Bernie and Gudy sold the business to Henry Sherman, and moved to Rancho Mirage, where they operated a hotel called Uncle Bernie’s Whispering Waters Hotel. In 1965, Uncle Bernie’s Toy Menagerie was acquired by F.A.O. Schwarz of New York and continued as F.A.O. Schwarz Toy Menagerie (formerly Uncle Bernie’s) until the early 1970s, when it closed its doors.

Plaque Copy: This was the site of a beloved Beverly Hills toy emporium that operated from 1947 to 1965. Golden Shield No. 22, Wil Wright’s Ice Cream Shop
The go-to ice cream shop for generations of Beverly Hills residents was Wil Wright’s. The shop had many locations in Southern California with the Beverly Hills operation located at the southeast corner of South Beverly Drive and Charleville Boulevard (204 South Beverly Drive– “Four Corners” Building) in a building designed by the Master Architect Allen Siple. The ice cream shop was known for its rich flavored ice cream, wire-backed chairs; red and white striped seat covers, wallpaper, and menus; marble tabletops and counters. A complementary macaroon with every fountain order became an instant sensation with the local community and the Hollywood in-crowd.

Many times, chauffeurs would drive up to the store and come in for a few quarts for their famous bosses. Movie stars, including Marilyn Monroe, Clark Gable, Marlon Brando, Judy Garland, and Frank Sinatra flocked to the fancy ice cream dispensary and many became regular customers.

Elizabeth Taylor and Ingrid Bergman even had supplies of the luscious ice cream flown to them while on location filming movies. Even the legendary Romanoff’s restaurant served Wil Wright’s ice cream.

Wil Wright was one of the many Midwestern hopefuls who traveled to California between the World Wars to seek his fortune around Los Angeles. He was raised in Cincinnati, graduating from high school in the late 1920s. Wright followed one of his high school buddies, Tyrone Power Jr., to Los Angeles to find success. The ice cream enterprise was started in 1941 with a single parlor on the Sunset Strip by Wilbur (Wil) L. Wright (1914-1981) and partners Bill Walsh and Martin Conley with additional investment from actress Susan Hayward. The shop closed when the three partners went in the service. Once the war was over, they reopened the Wil Wright’s Ice Cream Shop on Sunset Strip, which had been remodeled into a fanciful, ornate ice cream parlor that was then featured in a 1946 edition of Architectural Digest. Two additional shops opened in Westwood and Beverly Hills a few years later. At one time, there were 11 Wil Wright’s Ice Cream parlors scattered throughout the Southland. In 1968, Wil Wright’s Ice Cream was acquired by International Industries, Inc., who among other products owned a number of franchise eatery outlets, including the International House of Pancakes, Orange Julius, and Copper Penny coffee shops. International Industries tried to franchise and update the Wil Wright’s Ice Cream business, but ultimately couldn’t compete with the success of its competitor Ferrell’s Old Time Ice Cream Parlors, which served ice cream desserts and food at moderate prices and free sundaes for customers celebrating a birthday. The last Wil Wright’s parlor closed in the early 1970s.

Suggested plaque placement location: Within the public sidewalk offset left slightly from the front entry and centered to the storefront window of the shop unit (front façade) at 200 South Beverly Drive.

Plaque Copy: The slogan “It’s Heavenly!” defined the small chain of upscale, old-style ice cream parlors. At this corner location was one of the first Wil Wright’s Ice Cream shops that opened here in 1949. The ice cream emporium with its rich flavored ice cream and old-style charm became an instant sensation with the local community, Hollywood in-crowd, and legendary movie stars of the era.

Golden Shield No. 23, Mickey Fine Pharmacy
Opened in 1956 as a Schwab’s Pharmacy, the old-style Mickey Fine Pharmacy is the only remaining pharmacy in the Los Angeles area still in operation with a luncheonette counter and soda fountain. The Cordingly-Milner Building, at 433-437 North Roxbury Drive, was constructed in 1955 and completed in 1956 as a medical office building with a small pharmacy integrated at the ground floor. Within a year, Schwab’s was sold and converted to an exclusive prescription pharmacy with Kenneth Jackson as the head pharmacist. A unique little coffee shop with soda fountain counter called the Mortar & Pestle was located at the rear of the shop. By the early 1960s, the pharmacy was purchased by druggist Mickey Fine and became the Mickey Fine Pharmacy.

The business was later sold to pharmacist Ted Buchalter who kept the Mickey Fine Pharmacy name and operated the drugstore for many years. In 1994, Melvin (Mel) J. Gross acquired the apothecary and lunch counter and ran the business for roughly ten years until his passing.

Following his death in 2003, the retail operation was taken over by the Gross’ family and it has been a family operation ever since. They expanded the name to Mickey Fine Pharmacy & Grill and added multiple pharmacy locations in Beverly Hills and Century City. The little coffee shop that is part of the pharmacy remains in operation though the name has changed, as it has also been known as the Fountain Grill and Café Connection as well as its original moniker Mortar & Pestle. An icon in Beverly Hills, the quaint drugstore is considered not merely a pharmacy, but also a well-known and beloved general goods gift shop and café as it brings back the small-town feel of the community.

Suggested plaque placement location: Within the public sidewalk centered in front of the recessed double entry doors of the pharmacy located at 433 North Roxbury Drive.

Plaque Copy: Opened in 1956, as a Schwab’s Pharmacy, this old-style pharmacy is one of the few in the area with a luncheonette counter and soda fountain. A little coffee shop with a soda fountain counter called the Mortar & Pestle was originally located at the rear of the shop. By the early 1960s, the pharmacy was purchased by druggist Mickey Fine and the name was changed.

Golden Shield No. 24, The Bistro Restaurant
Opened on November 1, 1963, at 246 North Canon Drive, the “The Bistro” was the brainchild of Oscar-winning director Billy Wilder and Kurt Niklas, who had served as maître d’ at Romanoff’s Restaurant on Rodeo Drive before it closed on New Year’s Eve 1962. Roughly 60 investors funded the restaurant venture, including Jack Benny, Tony Curtis, Jack Lemmon, Dean Martin, Alfred Hitchcock, and Irving “Swifty” Lazar. The Bistro ended up with Romanoff’s liquor license and furnishings, as well as the French café set pieces from Wilder’s movie Irma la Douce (1963).

As homage to his movie, Wilder also suggested naming it “The Bistro.” The restaurant was known to fly in chefs from Europe, including Chef Roget from the Hotel Esplanade in Vienna, who came to create the restaurant’s famous chocolate soufflé. The Bistro was the location for agent Irving “Swifty” Lazar’s legendary Oscar party. After 31 years of operation catering to the Hollywood elite and high-powered crowd, “The Bistro” closed its doors on January 1994.

Plaque Copy: Opened on November 1, 1963, at 246 North Canon Drive, the “The Bistro” was the brainchild of Oscar-winning director Billy Wilder and Kurt Niklas, the maître d’ at Romanoff’s Restaurant before it closed in 1962. The restaurant venture was funded by roughly 60 investors, many of whom were part of the Hollywood movie industry. After 31 years, The Bistro closed its doors in 1994.

Golden Shield No. 25, Former Home of Lucille Ball and Desi Arnaz The residence at 1000 North Roxbury Drive was once the home of Lucille Ball and Desi Arnaz.

The two-story dwelling was originally built in 1936 for then owner William H. Burr, a retired investment banker, and his wife Elizabeth. Initially reflective of the Colonial Revival style it was designed and built by noted local contractor Carleton L. Burgess. In 1937, entertainer and comedian Jack Benny built his home next door at 1002 North Roxbury Drive. Exasperated with tourists mistaking his house for neighbor Jack Benny’s, Burr posted a sign in the front yard that read “JACK BENNY DOES NOT LIVE HERE. HE LIVES THERE” (with an arrow pointing next door to 1002 North Roxbury Drive). With the passing of William Burr in 1942, Elizabeth added a bedroom, bath and garage at the rear of the house in 1945 (all designed by Carleton L. Burgess).

Daughter Margaret and husband Felix F. Bangs then joined Elizabeth who was in her late 70s at that time. Margaret and Felix became the property’s formal owners following the death of Elizabeth in 1952.

In late 1954, when Lucille Ball was out looking for a new home closer to Hollywood (they lived on a ranch in Chatsworth), the realtor took her to 1001 North Roxbury Drive. Though she didn’t care for that property, it was love at first sight for the two-story colonial house directly across the street.

Curious to know of its availability, Lucy went over and rang the doorbell. Though it wasn’t for sale, Lucy persuaded the owners, Felix and Margaret Bangs, to sell it (the Bangs had an existing home on Balboa Island in Newport Beach). Lucy and husband Desi Arnaz purchased the property in early December 1954. The transaction made for a photo-op in the Los Angeles Times on December 26, 1954. During the six months Lucy and Desi Arnaz spent remodeling the house (additions to the rear, interior alterations, and back porch extensions), the family stayed at the nearby Beverly Hills Hotel. The Arnaz family moved into the house in May 1955.

Because of the many stars who lived in the neighborhood, including Jimmy Stewart, Spencer Tracy, Jack Benny, George and Ira Gershwin, as well as Lucy and Desi, tour buses constantly cruised through the streets. Inspired by the numerous tour buses cruising up and down the street, Lucy and Desi developed the episode “The Tour” for their I Love Lucy television show, which aired on May 30, 1955. Their house was used in the location shots to represent actor Richard Widmark’s Beverly Hills home. In the episode, Lucy and Ethel get off the tour bus as Lucy wants a grapefruit from Widmark’s backyard and climbs the property’s brick wall to get it. Lucy and Ethel can be seen walking along the sidewalk of Lucy’s house, though the shots of Lucy going over the wall and inside the house were actually filmed on a sound stage at Desilu Studios.

Lucy and Desi lived at the 1000 North Roxbury Drive house while producing and starring in I Love Lucy until 1957 and the Lucy-Desi Comedy Hour until 1960, the year they divorced. Lucy retained the house while she continued in television with The Lucy Show from 1962 to 1966 and Here’s Lucy from 1968 to 1974. She raised her two children (Lucie and Desi Jr.) there and married Gary Morton in 1961. They made a number of changes to the property, primarily at the rear of the house and backyard area. Such modifications included the enlargement of bedrooms and bathrooms; the addition of a sunroom, dance pavilion, and carport; installation of a swimming pool with pool house; as well as the raising of the backyard brick wall by two feet (to keep the tourists out). In the new enclosed back porch “lanai”, Lucy installed a world-class backgammon table and hosted lively Scrabble parties for the Beverly Hills elite.

With the passing of Lucy in 1989, her husband Gary Morton had the property listed for $7.8 million.

It finally sold in 1993 for $3.7 million. In 1995, the new owners, citing chronic tourist problems, began making extensive exterior and interior changes to the house at a cost of over $450,000.

On the exterior, ownership had modified, removed, and relocated the original windows, dormers, brick cladding, clapboard siding, quoining, roof and chimneys, front door and entry, and portions of the structure itself. In the owner’s attempt to disguise the home as Lucille Ball’s former residence, stucco was then applied to the façade, new architectural features were added; in addition, a front driveway with low-rise perimeter wall were added. The residence basically modified to be virtually unrecognizable. Despite the extensive changes to the house, the effort had little effect on her fans and the prominent status of the property.

As discussed in the Public Comment section of this report, current ownership has reached out to City staff with continued privacy concerns regarding the placement of a Golden Shield at this site and the public’s continued interest in this property. Based on the concerns of the property owner, this nomination did not have the support of the entire Cultural Heritage Commission. One commissioner voted against the nomination/placement of the Desi Arnaz/Lucille Ball house plaque in recognition of the property owners’ continued privacy concerns and their request to decline the property’s nomination for a Golden Shield award.

Plaque Copy: This was once the home of Lucille Ball, the iconic American actress, comedienne, singer, and producer. She, with husband Desi Arnaz, lived here from 1954 while producing and starring in "I Love Lucy" among other television shows until 1960, the year they divorced. Lucy and her second husband, Gary Morton, remained in the home until her passing in 1989.

Golden Shield No. 26, Ah Fong’s
The character actor Benson Fong opened his second Ah Fong’s restaurant at this location where the clientele were predominantly from the Hollywood Colony. Originally located at 466 North Beverly Drive, the Ah Fong’s in Beverly Hills opened in 1955 and became the most popular Chinese restaurant in the city with celebrities and residents dining on exotic Cantonese style cuisine in an intimate space decorated with hand-painted ceiling boards, wall panels inlaid with mother-of-pearl, half-moon door openings, and lots of hanging lanterns. With the construction of the Bank of America office building at this corner in the mid-1970s, Ah Fong’s relocated to the basement of 424 North Beverly Drive, just down the street. Entry into the restaurant’s second location was through a narrow, eight-foot-wide door opening that led down to the popular thematic eatery. Over the years, it became a local, cultural meeting place until the culinary institution closed at the end of 1985, when Fong retired.

Benson Fong was born in Sacramento, and it was there that he was “discovered” in early 1943 by a Paramount Pictures agent while dining with friends. Fong was then cast (uncredited) in the film called China, starring Loretta Young and Alan Ladd. He went on to appear in more than 200 theatrical and television movies during his career of more than 40 years. Fong played one of the sons in a number of Charlie Chan movies, including Charlie Chan in the Secret Service (1944), The Scarlet Clue (1945), and The Shanghai Cobra (1945). He also appeared as the “Old One” on the popular 1970s television series Kung Fu, starring David Carradine, and in the reunion television movie in 1986, just to name a few productions. His chain of restaurants (Hollywood, Beverly Hills, Westwood, Encino, Anaheim) resulted from an encounter with actor Gregory Peck following the cast party for Peck’s 1944 movie, Keys of the Kingdom, which Fong made the food and also had a role in the picture. So impressed was he with the food, Peck suggested they start a restaurant together. Though Fong decided not to take the monetary offer, he took the suggestion and opened his first Ah Fong’s on Vine Street, just north of Sunset Boulevard, in 1946. According to Fong, the naming of the restaurant came from when he was looking at the wrapper of an Oh Henry! candy bar; “Ah” translates to basically “Oh” in English. Benson Fong passed away at the age of 70 on August 1, 1987, two years after he retired from the restaurant business.

Historically, the space where the first Ah Fong’s of Beverly Hills was located had been a café dating back to the very early 1930s. Initially, it was called Hazel’s Grill and a few years later it was referred to as Anderson’s Café (operated by Stanley S. Anderson, son of Margaret J. Anderson of the Beverly Hills Hotel fame), which became the Copper Room Café by 1940. In the mid-1940s, restaurateur Angelo Rebori took over the eatery and called it Angelo’s Copper Room. The intimate restaurant served American cuisine and continental specialties for lunch and dinner and also had a cocktail lounge. Rebori also operated Angelo’s Silver Room at 9045 Burton Way in Beverly Hills.

As a distinctive décor, the bar of this restaurant was inlayed with silver coins from all nations. The Copper Room Café closed in the early 1950s and the 466 North Beverly Drive space then became the celebrated Ah Fong’s restaurant.

Suggested plaque placement location: Within the public sidewalk near the current entry into the Bank of America bank lobby off of North Beverly Drive (just south of South Santa Monica Boulevard) at 466 North Beverly Drive. This location is where the entry into the original Ah Fong’s restaurant in Beverly Hills was located for roughly 20 years.

Plaque Copy: Character actor Benson Fong (1914-1987) opened Ah Fong’s restaurant at this site in 1955. The eatery, with hanging lanterns and Chinese décor, was popular with celebrities and residents who dined on exotic Cantonese style cuisine. In the mid-1970s, it moved down the street into a basement “den” that also embodied the Far East spirit. The restaurant closed in 1985.

Golden Shield No. 27, Beverly Hills Nurseries
In 1906, the Rodeo Land & Water Company established the Beverly Hills Nurseries, initially located along the south side of Sunset Boulevard between Palm to Alpine drives; it supplied the majority of the plantings for the City and for the homebuilders within the community. The establishment of the nursery was a part of the overall development plan for Beverly Hills and was mentioned as early as April 1907 in a Los Angeles Times advertisement for the Percy H. Clark Company and the selling of building sites within the City.

John J. Reeves, a prominent landscape engineer and horticulturist, became the nursery superintendent for Beverly Hills Nurseries in 1908. Reeves and the Beverly Hills Nurseries supervised the development of the City’s master tree planting plan and designed and planted a number of parks, hotel grounds, and large estates in Beverly Hills, and other important sites in the Southland. Reeves Drive was named in honor of the John J. Reeves. As residential development occurred in the eastern portion of the City in the mid-1920s, the Beverly Hills Nurseries relocated to a 16-acre site at the corner of Wilshire and Santa Monica boulevards (now the site of the Beverly Hilton Hotel (and where the Robinson’s department store was located).

The Beverly Hills Nurseries discontinued business in 1946.

Suggested plaque placement location: Within the public sidewalk near the northwest intersection (the “point”) of Wilshire Boulevard and Santa Monica Boulevard.

Plaque Copy: Beverly Hills Nurseries, once located at the “point” of Wilshire and Santa Monica boulevards, was one of the largest retail nurseries in California. Dating to 1906, it was created by the Rodeo Land & Water Company to supply the City’s vast landscaping needs. Originally located off Sunset Boulevard between Palm and Alpine drives, it moved to this site in 1924 and closed in 1946.

Golden Shield No.28, Warner Brothers-Beverly Hills Theatre The Warner-Beverly Theatre opened in May of 1931. The theater was commissioned by Jack Warner and the Warner Brothers Studio. It was designed by Master Architect B. Marcus Priteca, who also designed the Fine Arts Theatre down the street to the east. The building was designed in the Art Deco architectural style and was one of the most prominent examples of Art Deco architectural designs in the City. The building was shaped like a ziggurat with a spire that spelled out the theatre’s name in neon. The theater building was built along one of the most important and prestigious east-west thoroughfares in the city, running from downtown Los Angeles through Beverly Hills and ending at the beach in Santa Monica. Situated at the southwest corner of Wilshire and Canon Drive, at 9404 Wilshire Boulevard, the iconic exterior of the building was prominently visible by both pedestrians and drivers. The Warner-Beverly Theatre had many motion picture previews and premieres, including A Midsummer Night’s Dream (October 16, 1935), Confessions of a Nazi Spy (April 27, 1939), and the west coast premieres of White Christmas (October 27, 1954) and Lawrence of Arabia (December 16, 1962). In the late-1960’s, it went from being operated by Stanley-Warner to Pacific Theatres. After Pacific Theatres left, the theater was then called The Beverly and operated independently, until it closed in 1987. A year later, the building was demolished.

Suggested plaque placement location: Within the public sidewalk at the halfway point that aligns parallel to the northern property line of the parcel at the southwest corner of Wilshire Boulevard and Canon Drive.

Plaque Copy: Designed in the Art Deco style with a soaring neon tower, the Warner Bros. Beverly Hills Theatre was one of the earliest “movie palaces” built in Beverly Hills. The 2,000-seat theater was commissioned by producer Jack Warner and designed by master architect B. Marcus Priteca, who also designed Hollywood’s Pantages Theater. It hosted many movie premiers and events from 1931 to its closing in 1987.

Golden Shield No. 29, Rachmaninoff Residence
The famous composer, symphony conductor, and piano virtuoso Sergei Rachmaninoff resided at 610 North Elm Drive from 1942 to 1943. Born in 1873, Rachmaninoff began playing the piano at four years of age and graduated from the Moscow Music Conservatory in 1892 with a “great gold medal” for finishing with the highest honors in both piano and composition. Rachmaninoff and his family emigrated after the Russian Revolution of 1917, and eventually settled in the United States, where he was in great demand as a conductor, composer, and pianist. He also spent extensive periods of time touring in the United States and Europe, and was often seen in New York, Dresden, and Paris. His first Los Angeles concert was in 1923. He later moved from New York and settled in Beverly Hills in 1942. Rachmaninoff’s failing condition and recurring health problems marked the 1942-1943 season as the end of his concerts. He and his wife received U.S. citizenship in 1943. 2023 marks the 150th birthday of the great musician who was born on April 1, 1873 in Russia. He passed away on March 28, 1943, just a few days before his 70th birthday.

Suggested plaque placement location: Within the public sidewalk at the front of the house and offset to the south of the front walkway that extends from the sidewalk to the front door. Exact location should be coordinated with the current property owner.

Plaque Copy: Purchased in June 1942, this was the final home of Sergei Vailyevich Rachmaninoff (1873-1943) owned and occupied throughout his life as a composer, virtuoso pianist, and conductor. He and his wife hosted evenings of music and conversation at their “dacha” with fellow Russian emigres such as composer Igor Stravinsky and pianist Vladimir Horowitz.

Golden Shield No. 30, Beverly Hills Speedway
The Beverly Hills Speedway was a 1.25-mile, wooden racetrack that once stood south of Wilshire Boulevard and above today’s Olympic Boulevard, between Beverly and Lasky drives. The wooden racetrack was engineered by Arthur C. Pillsbury and built in 1919 at a cost of approximately $500,000. The racetrack had two entrances: a primary entrance through a two-block-long, 600- foot-wide, landscaped drive off Wilshire Boulevard and a second, less formal, entry at the southeast corner of the site (northwest corner of Beverly Drive and Olympic Boulevard). The racetrack had tiered seating for approximately 80,000 people. The project was financed by a group of racers and businessmen that called themselves the Beverly Hills Speedway Association.

The group purchased land from a bean farmer at $1,000 per acre and began construction once the farmer had harvested his crop. The fabricated track was the first in the United States to be designed with steep banked turns that incorporated an engineering solution known as a spiral easement curve. The Speedway was most famous for its races on the special banked tracks, but also served a multi-functional purpose; the Speedway was also known for the Beverly Hills horse show, the flower show, polo games, and other events that brought thousands of visitors to Beverly Hills. While Beverly Hills Speedway closed following its last race in February 1924 and was demolished for residential development, its presence remains in the informal name of the residential tract, as the Speedway Tract.

Suggested plaque placement locations: Within the public sidewalk 1) at the corner of Wilshire Boulevard and Bedford Drive, and 2) at the corner of Beverly Drive and Olympic Boulevard, where the primary and secondary entrances to the Beverly Hills Speedway were once located.

Plaque Copies:
1) This marks the location of the main public entrance to the legendary, 80,000-capacity Beverly Hills Speedway. The oval-shaped, 1.25-mile racetrack was located south of Wilshire between Beverly and Lasky drives from 1919 to 1924. The all-wooden “toothpick” speedway was the first in the nation to be designed with steep banked turns using a spiral easement curve. The 200-acre site was later redeveloped. 2) This marks the location of the VIP and driver entrance to the legendary, 80,000-capacity Beverly Hills Speedway. The oval-shaped, 1.25-mile racetrack was located south of Wilshire between Beverly and Lasky drives from 1919 to 1924. The all-wooden “toothpick” speedway was the first in the nation to be designed with steep banked turns using a spiral easement curve. The 200-acre site was later redeveloped.

CRITERIA FOR NOMINATION
The following is the adopted list of criteria that the Cultural Heritage Commission and the City Council approved for potential recipients of the award. Each of the current designees meet at least one of the first five criteria. As the placement of all commemorative plaques are to be located in the public sidewalk, Criterion 6 is not applicable. A custom designed circular bronze plaque will be placed within the public sidewalk for each of the current designees. The program also allows plaques to be placed on a subject building or site feature, as determined on a case-specific basis for future awardees.

Criteria 1: It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors.

Criteria 2: It fosters public appreciation and civic pride in the character and quality of the City and reinforces a sense of place associated with Beverly Hills; Criteria 3: It possesses artistic or aesthetic value, including but not limited to the unique characteristics of a particular architectural style, type, period, method of construction, or craftsmanship.

Criteria 4: It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City; Criteria 5: It has a unique location, singular physical characteristic, educational value, or is a prominent or familiar visual feature within the cultural landscape of the community; Criteria 6: For placement of the commemorative plaque on private property, the recognition is expressly agreed to by the owner(s) of the property.* *For placement of the plaque within the public right-of-way, this criterion shall not apply.

GENERAL PLAN CONSISTENCY
Recognition of culturally significant properties and sites within the City is consistent with the objectives, principles, and standards of the General Plan which encourage programming and partnerships to promote the rich diversity of local cultural resources within the City.

ENVIRONMENTAL DETERMINATION
Each proposed Golden Shield award has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that adoption of these awards will not have significant environmental impacts and each award is eligible to be exempt from CEQA pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations, as it can be seen with certainty that there is no possibility that the commemoration of culturally significant sites and buildings with a plaque will have a significant effect on the environment, as no specific development project is authorized by the resolution, and any future development would require separate environmental analysis when the details of such proposals are known.

Accordingly, staff recommends that the City Council find each award exempt from further review under CEQA.

PUBLIC COMMENT AND OUTREACH
As of the writing of this report, no public comments have been received regarding the Council agenda item. Public noticing is not required as part of the Golden Shield Program. Two of the twelve proposed sites are residential sites (home of Desi Arnaz and Lucille Ball; Rachmaninoff Residence) and notices were sent out to ownership to these sites on June 15, 2023.

Staff had received telephone communication from the owner of the Desi Arnaz/Lucille Ball house prior to nominating the location for a Golden Shield during the subject formal Cultural Heritage Commission (CHC) Hearing on October 12, 2022. During this conversation with City staff, the owner expressed privacy concerns regarding the nomination and placement of the plaque at the site. This concern of the property owner was presented to the full Commission at that time and, therefore, the nomination did not have full CHC support, as one commissioner voted against the nomination/placement of the plaque at the proposed location for the Desi Arnaz/Lucille Ball house.

Courtesy outreach has previously been made to the occupants/property owner(s) to inform them of the pending award and the date and time of the City Council hearing. Further participation of these parties will be encouraged at the time of plaque installation/unveiling in the future.

FISCAL IMPACT
The cost of each Golden Shield, including installation, is approximately $2,500 - $3,500 and the department received a budget enhancement of $40,000 in its fiscal year 2022-23 budget to allow for the ongoing installation of up to 12 Golden Shields per fiscal year.

CONCLUSION
This cultural heritage recognition program allows for a diverse selection of designees throughout the City which do not necessarily rise to the level of local historic designation. Eligible recipients will be suggested and prioritized by the Landmark Nominations Advisory Subcommittee of the Cultural Heritage Commission, then brought forward for formal nomination by the Cultural Heritage Commission, and formally awarded the designation by the City Council. The awardees are to be granted a custom cast bronze plaque which will be designed specifically for the recipients of this award and to be placed at the site, providing meaningful background information for a passerby.

The Cultural Heritage Commission Education and Outreach Subcommittee is working with City Staff on a compilation of designated historic resources and Golden Shield Designees to create a more comprehensive walking tour of the City that highlights the rich cultural and historic background of the community. It should also be noted that to date the first six Golden Shields have been installed in the public sidewalk at the associated sites.
