INTRODUCTION
At the June 27, 2023 City Council meeting, Council adopted a resolution approving participation in the Los Angeles Urban County Program for Community Development Block Grant (CDBG) Funds with the County of Los Angeles for fiscal years 2024-2025 through 2026-2027. Michael Baker International (MBI) has been contracted by the City of Beverly Hills for CDBG program implementation and administration for many years, having participated most recently in a Request for Proposal process in 2021 resulting in being the only firm to submit a complete proposal. Staff recommends waiving of bidding and entering into a three-year agreement with MBI for CDBG, HOME, ESG, and PLHA Meeting Date: August 1, 2023
administration and program implementation for fiscal years 2023-2024 through 2025- 2026.
DISCUSSION
CDBG funding, programs, and administration are very technical fields and having an experienced program management company that specializes in CDBG programs is highly recommended. Michael Baker International (MBI) has been contracted by the City of Beverly Hills for CDBG program implementation and administration for many years.
In late 2021, the City went out to bid for CDBG program administration and Permanent Local Housing Allocation (PLHA) program administration. A Request for Proposal (RFP) for CDBG program administration and implementation, and PLHA administration was released, and in accordance with Los Angeles County Development Authority (LACDA) and the City’s bidding requirements, the RFP was posted on the City’s website and planetbid.com, 15 firms were sent the RFP by mail and email and were contacted by phone. Michael Baker International was the only firm to submit a complete proposal.
Based on the results from the last bid, it is recommended that bidding be waived.
Staff recommends entering into a three-year agreement with MBI for CDBG, HOME, ESG, and PLHA administration and program implementation for fiscal years 2023-2024 through 2025-2026. Entering into this new agreement will extend the city’s contractCDBG program administration through June 30, 2026.
FISCAL IMPACT
Costs associated with these programs and their implementation and administration thereof, will be reimbursed to the City at the end of the fiscal year using CDBG funds.
MBI will provide consultant services at the hourly rates shown below for a total not to exceed $134,000 for the three-year term of this agreement.
