RECOMMENDATION

Staff recommends City Council move to accept the described contract work with EFS West and authorize the City Clerk to record the attached Notice of Completion.
Fire Station Headquarters Hot Water System Upgrade Project Staff recommends City Council move to accept the described contract work with ACCO Engineered Systems, Inc. and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information and requests City Council acceptance of the contract work indicated below and authorization of the City Clerk to record the Notices of Completion with the Los Angeles County Recorder.
DISCUSSION
La Cienega Community Center Restrooms Improvement Project The Capital Improvement Project No. 00343, Park Facilities Renovation – La Cienega Park, addresses the aging condition of the Community Center, Tennis Center and ongoing improvements needed at La Cienega Park and fields. A need was identified to improve the restrooms at the Community Center; existing restrooms dated back to the original construction of the building and had no significant improvements in 40 years. The restroom upgrades are now complete and included replacing existing toilet partitions, countertops, sinks, faucets, washroom accessories, floor tiles, wall tiles, ceiling tiles as well as replacing the existing fluorescent light fixtures with energy efficient LED (Light Emitting Diode) fixtures.
Staff from the Public Works and Community Development Departments inspected the work and are satisfied that all work performed is consistent with the construction documents.
CNG Fueling Station Improvements Project
The Capital Improvement Project No. 00840, CNG Fueling Station Capital Improvement, includes as-needed upgrades to the existing CNG fueling facility located at the City’s Public Works campus on the south side of the City’s Fleet Service Center. The existing fueling system utilized an older technology and consisted of a cascaded system with mid and low-pressure banks only; many compressor components were obsolete and replacement parts were not available. Furthermore, the control operating system platform was also old and could not be supported much longer; a need for replacement was identified and warranted. The improvements are now complete, and upgrades provide state-of-the-art equipment with maximum reliability and high performance. The new system includes an additional fast fill station, higher capacity compressors and dryer, expanded storage capacity and provides low, mid, and high-pressure banks, allowing for more reliable and faster fueling turnovers. The improvements also included replacement of the control panel to accommodate increased fueling capability and maintain communication between the existing dispensers, the new control panel, and the new compressors.
Staff from the Public Works and Community Development Departments inspected the work and are satisfied that all work performed is consistent with construction documents.

Fire Station Headquarters Hot Water System Upgrade Project The Capital Improvement Project No. 00811, Major Building Systems Upgrades and Replacement, provides for long-term replacement of major building systems and components. A need was identified to replace major components of the domestic hot water system at Fire Station No. 1 to provide an energy efficient, reliable hot water delivery system with reduced maintenance objectives. The existing system distributed hot water throughout the building through only supply pipes configuration with no return piping system. This configuration made the delivery of hot water inconsistent and slow throughout the building. In addition, the existing water heater was found to be beyond its useful life.
The improvements to the domestic hot water system at Fire Station No. 1 are complete now, and the work consisted of the following:
Removal and replacement of the hot water heater with a new energy efficient unit; Installation of a new circulation pump; and
Installation of new hot water return loop piping.
Staff from the Public Works and Community Development Departments inspected the work and are satisfied that all work performed is consistent with construction documents.
FISCAL IMPACT
La Cienega Community Center Restrooms Improvement Project Funding for this work is budgeted in Fund 160, Capital Improvements Projects No. 00343, Park Facilities Renovation – La Cienega Park. The total contract amount is $216,011, which includes a contingency amount of $19,638. Due to existing unforeseen conditions and added scope, two change orders in the amount of $19,327.11 were issued. The project cost amounts to $215,700.11; thus, a balance of $310.89 will be credited back to the original funding source.
The current amount paid on the contract is $204,915.11, with a retention balance of $10,785.00 to be paid 35 days after the recordation of the Notice of Completion.
CNG Fueling Station Improvements Project
Funding for this work is budgeted in Fund 405, Capital Improvement Project No. 00840, CNG Fueling Station Capital Improvement. The total contract amount is $1,776,798.00, which includes a contingency amount of $161,527.00. Due to added scope, three change orders in the total amount of $115,563.74 were issued. The project cost amounts to $1,730,834.74; thus, a balance of $45,963.26 will be credited back to the original funding source.
The current amount paid on the contract is $1,644,293.00, with a retention balance of $86,541.74 to be paid 35 days after the recordation of the Notice of Completion.
Fire Station No. 1 Hot Water System Upgrade Project
Funding for this work is budgeted in Fund 405, Capital Improvement Project No. 00811, Major Building Systems Upgrades and Replacement. The total contract amount is $281,398.00, which includes a contingency amount of $25,581.00. Due to a change in scope, two change orders in the total credit amount of ($13,001.97) were issued. project cost amounts to $242,815.03; thus, a balance of $38,582.97 will be credited back to the original funding source.
The current amount paid on the contract is $230,674.28, with a retention balance of $12,140.75 to be paid 35 days after the recordation of the Notice of Completion.
