RECOMMENDATION
Staff recommends that the City Council adopt the resolution amending the City’s Schedule of Taxes, Fees, and Charges for Fiscal Year (or “FY”) 2023-24 as adopted on May 16, 2023. Amendments include updates to existing fee language, rates, and the categorization of fees for the Community Services Department.
INTRODUCTION
The Schedule of Taxes, Fees, and Charges (or “Schedule”) was recently redesigned for the 2023-24 fiscal year. After the adoption of the FY 2023-24 Schedule on May 16, 2023, staff determined that some updates were required for existing fee language, rates, and the categorization of fees to be consistent with prior FY versions of the Schedule and for convenience of customers.
DISCUSSION
Amendments to the Schedule of Taxes, Fees and Charges include the following:
Fee Name Changes
The fee name for “Pickleball Court Reservation Fee – Weekends” has been corrected to “Pickleball Court Reservation Fee – Weekdays”. In addition, the fee name for “Tennis Meeting Date: August 15, 2023
Court Reservation Fees – Monday through Friday evenings, weekends until 6 pm, and Holidays” has been updated to “Tennis Court Reservation Fees – Weekday Evenings, Weekends, and Holidays” to be uniform with the fee name of similar pickleball court reservation fees. Although the fee names are being amended, the rates associated with these fees are not being amended.
Fee Rate Changes
Pickleball and tennis court reservation fees for weekday evenings, weekends, and holidays were adopted at a rate of $10.05 per court hour based on the current year’s Consumer Price Index (or “CPI”) increase amount. These fees are proposed to be reduced from $10.05 to $10.00 to be more convenient for patrons who are paying for reservations in cash, as they often pay using whole bills.
Additionally, the pickleball court reservation fee for groups and hotel guests was adopted at a rate of $22.00 per court hour based on the current year’s CPI increase amount. This fee is proposed to be increased from $22.00 to $23.00 to be consistent with the rate for tennis court reservation fees for groups and hotel guests.
Lastly, the fee for rental of the La Cienega Community Center Auditorium I or II was adopted at a rate of $57.00 for non-residents and $71.00 for residents. These fees are proposed to be swapped to charge the higher rate to non-residents than residents. This would be consistent with how these rates were adopted in prior fiscal years, inclusive of the CPI increase.
Fee Recategorization
In the prior FY 2022-23 Schedule, all outdoor facility rentals were grouped together, however, with the reorganization of the Schedule for FY 2023-24, all fees for outdoor facility rentals were incorrectly included under the La Cienega Community Center section. To correct this to be consistent with how fees have been adopted in prior fiscal years, a section titled “Outdoor Facility Fees” has been developed and any fees related to outdoor facility rentals have been included in this section. No updates to the fee rates are being proposed with this reorganization, unless previously indicated in the Fee Rate Changes section above.
FISCAL IMPACT
A $0.05 per court hour decrease is being proposed for certain pickleball and tennis court reservation fees and a $1.00 per court hour increase is being proposed for certain pickleball reservation fees as described above. These amendments will have minimal fiscal impact. Estimating revenue impacts as a result of the recommended fee changes is difficult as fee-based activities can vary from year to year.
Additionally, although the fees for rental of the La Cienega Community Center Auditorium are being updated to reflect charging the correct rate to customers depending upon residency, this amendment will have no fiscal impact.

Director of Community Services
