RECOMMENDATION
It is recommended that City Council move to:
1. Adopt a Resolution entitled:
“A RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS
AUTHORIZING THE CITY MANAGER OR DESIGNEE TO SUBMIT AN
APPLICATION FOR $900,000 FOR THE COMMUNITY RESILIENCE CENTERS (CRC) PROGRAM FROM CALIFORNIA STRATEGIC GROWTH COUNCIL AND EXECUTE ALL RELATED DOCUMENTS IF AWARDED”; and
2. Approve and authorize the City Manager or her designee to execute any and all necessary agreements and other grant-related documents for the California Strategic Growth Council for the Community Resilience Centers program.
DISCUSSION
Climate change is projected to continue affecting the City of Beverly Hills and the greater Los Angeles County region in the form of increasing average temperatures and extreme heat days, altered precipitation patterns, and greater wildfire risk. These impacts are expected to influence health and prosperity through increased heat days, increased frequency and intensity of storms, extended drought conditions, and decreased air quality due to regional wildfires. Roxbury Park and La Cienega Park Community Centers Meeting Date: September 12, 2023
are the City’s designated Temporary Evacuation Points/Cooling Centers/Power Resource Centers. The City is committed to climate change resiliency by upgrading key structures as essential facilities that are designated as disaster centers and to maintain these facilities as operational. While Roxbury Community Center’s electrical system has provisions for adding an emergency generator, La Cienega Community Center’s electrical system requires upgrading to support an emergency power source. Staff has also identified the need to purchase two backup generators for the two community centers to ensure the City is prepared in an emergency event.
The California Strategic Growth Council (SGC) administers the Community Resilience Centers (CRC) Program meant to provide funding for planning, development, construction, and upgrades of local facilities to serve as Community Resilience Centers, providing shelter and resources during climate and other emergencies, including extreme heat events and poor air quality days. The City of Beverly Hills is pursuing the CRC Program funding to offset costs for purchase of the two portable generators (utilizing renewable fuel source) for both community center sites as well as necessary electrical upgrades to the La Cienega Community Center site to support generator backup power. The backup generator is necessary at Roxbury Community Center since the solar panels are only capable of supplying a percentage of the electricity needs (mostly lighting and selective power outlets). The backup generator is needed to ensure the Heating, Ventilation, and Air Conditioning (HVAC) system is always running. As previously mentioned, Roxbury Community Center is designated a Temporary Evacuation Point/Cooling Center/Power Resource Center for residents. Additionally, although the City does have a generator, it is old and may not be reliable. The existing generator also has too large of a footprint for the sites. Staff submitted a pre-proposal application on August 25, 2023. The final application is due on September 18, 2023.
SGC requires a City Council Resolution for the program application. The Resolution (Attachment 1) will meet SGC’s application requirements by authorizing the City Manager or her designee to apply, prepare, and file the application for funding with the SGC, execute the funding agreement, and submit any required documents.
FISCAL IMPACT
If adopted, the resolution will provide an opportunity to secure SGC program funds for the needed upgrades. If the funds are approved, an appropriation request would be brought forward to Council.

Director of Public Works
