RECOMMENDATION
Staff recommends City Council approve a purchase order in the amount of $500,000 to Meridian Rapid Defense Group, LLC for the purchase of specified rapid defense barriers and associated equipment and waive formal bidding requirements, as it is in the best interest of the City.
INTRODUCTION
The Public Works Department plays an essential role in supporting the Police and Community Services Departments by managing the temporary closures of streets and other public or pedestrian right-of-way during emergencies or special events. In recent years, a significant uptick has been observed in the necessity of these closures, prompted by a range of circumstances that include special events and a heightened risk of civil disturbance.
To provide an effective and efficient solution to these evolving needs, staff proposes the additional procurement and deployment of portable traffic barrier systems. These systems will not only ensure enhanced safety for our community and visitors but will also offer superior flexibility compared to currently utilized concrete K-rail barriers. ~

DISCUSSION
Currently, the City utilizes concrete K-rail barriers for temporary street closures during special events or emergencies. K-rail requires substantial storage space, so it is rented as needed. Deployment of K-rail must be done overnight due to the significant negative impact on local businesses and traffic caused by the large flatbed semi-trailer and forklifts used to carry and install the K-rail.
The proposed solution is Meridian Rapid Defense Barriers (MRDBs). These barriers are portable, swiftly deployable, and serve multiple security applications, including traffic restriction and crowd control. In contrast to K-rail barriers, MRDBs are significantly more cost-effective in the long run, due to their durable steel construction which withstands weather, corrosion, and impact.
The MRDBs allow for fast and efficient street closures during emergencies, taking only three to five minutes per barrier for deployment and approximately 15 to 25 minutes to fully close an intersection (compared to the lengthy, overnight process required for K-rail).
This request is the for the second purchase of MRDBs to build an inventory that will ultimately enable street closures for most special events and potential emergency needs without the need to rent K-rail. The first purchase, approved in May 2023, provided barriers to facilitate street closures for the Farmers’ Market as well as two liftable arm-gates that can be used to augment the deployment of City vehicles and/or equipment to act as barriers in instances where there is a need for ingress and egress (i.e., fire lanes) and barriers cannot be deployed. The additional MRDBs being requested here will allow for street closures on Rodeo Drive and intersecting streets Brighton Way and Dayton Way between Wilshire Blvd and South Santa Monica Blvd or similar sized events.
In accordance with the Beverly Hills Municipal Code Section 3-3-112(C), bidding requirements may be waived when the needed equipment or services are proprietary items of original equipment manufacturers or their authorized exclusive distributors. Following a comprehensive review of available sources, staff has identified Meridian Rapid Defense Group, LLC as the only provider of the requested equipment in California. Meridian Rapid Defense Group, LLC holds national and international patents on its products, including the Archer 1200 Barrier, the only portable barrier solution certified in the U.S. by the Department of Defense for deployment on hard surfaces.
FISCAL IMPACT
Funding for the proposed purchase order in the amount of $500,000 is budgeted in the Fiscal Year 2023/24 Street Maintenance operating budget. A breakdown of the costs and the vendor’s price quotes are included as Attachment 1 of this report.
