Meeting Date: October 3, 2023
Item Number:

To: Honorable Mayor & City Council
From: Mark Odell, Urban Designer
Subject: A RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS NOMINATING THE “CHURCH OF THE GOOD SHEPHERD” AT
501-505 NORTH BEDFORD DRIVE, BEVERLY HILLS FOR

INCLUSION ON THE CITY OF BEVERLY HILLS REGISTER OF

HISTORIC PROPERTIES
Attachments: 1. City Council Draft Resolution

2. July 12, 2023 Cultural Heritage Commission Staff Report

3. Cultural Heritage Commission Resolution No. CHC 115

RECOMMENDATION
Staff recommends that the City Council, on the recommendation of the Cultural Heritage Commission, conduct a public hearing regarding the matter. The Council could render a decision to approve the designation of the Church of the Good Shepherd as a landmark for inclusion onto the Beverly Hills Register of Historic Properties.

INTRODUCTION
The “Church of the Good Shepherd” has been assessed for eligibility as a Local Landmark under Beverly Hills Municipal Code (BHMC) Title 10, Chapter 3, Article 32 (Historic Preservation Ordinance). A City Landmark Assessment Report prepared by Jan Ostashay of Ostashay and Associates Consulting (Attachment 3) provides background information and an historic assessment of the property and concludes that the property appears to be eligible as a local landmark. City staff peer-reviewed the submitted report, conducted a site visit of the property, and drafted findings in support of the property’s landmark eligibility under BHMC Section 10-3-3212 (Landmark Designation Criteria).

On July 12, 2023, the Cultural Heritage Commission considered the proposal to initiate landmark proceedings on the property and conducted a Preliminary Hearing (time periods outlined in BHMC §10-3-3215 were waived by the property owner’s authorized representatives) and found that the property appeared to be eligible as a landmark under the criteria in BHMC §10-3-3212. A Nomination Hearing was also subsequently conducted by the Commission on July 12, 2023, following the Preliminary Hearing; the Commission voted unanimously to nominate the Church of the Good Shepherd as a Meeting Date: October 3, 2023

landmark and adopted a resolution recommending that the City Council designate the “Church of the Good Shepherd” as a Landmark and place it onto the Beverly Hills Register of Historic Properties.

DISCUSSION
Located on the northwest corner of Santa Monica Boulevard and Bedford Drive, the subject property at 501-505 North Bedford Drive was designed in 1924 by architect James Donnellan. The stucco-covered concrete church building is commonly known as the “Church of the Good Shepherd” and was identified as a potential contributor to the potential historic district defined as the “Beverly Hills Churches-Thematic Grouping” in the City’s 1985-1986 historic survey and the 2004 historic survey. The property is individually eligible for listing in the National Register and California Register at the local level of significance.

Designed in the Mission-revival architectural style, the church rises to a height of five stories in three increments and has two golden-domed bell towers with open arches. The twin towers frame the central massing with three large doors at the ground floor set within deeply recessed arched openings that provide entry to the church. The side elevations of the edifice include buttressed bays with inset custom decorative stainedglass windows at the ground floor and within the upper attic story. The gabled shed roofs of the main church structure feature terracotta barrel tiles. A major renovation in 1959 removed the small spires on the twin towers, as well as the decorative plaster ornamentation which surrounded the central tripartite stained-glass window above the entry doors; however, the colorful decorative painted and figurative glass windows which give distinction to the inside of the structure remain. Its associated buildings, such as the rectory and the two-story convent building, are also designed in the Mission style to complement and harmonize with the church, although these structures have lost integrity or are from a later period of significance.

Pursuant to Preservation Brief 17 from the National Park Service, identifying those visual and tangible aspects of the historic building that help to convey an understanding about the significance of the resource is essential in the defining the character-defining features as they relate to the preservation of an historic site. These prominent features, such as types of construction materials, construction methods, the delineation of spaces, architectural styling, important landscape features, etc. are key features that give a building its visual character and without these elements, the essential aspects of its historic nature may be irreparably damaged. Below is a summary of the characterdefining features for the subject property.

The character-defining features associated with the Church of the Good Shepherd are those features on the exterior of the central church building that reflect and define its Mission-revival architectural style and ecclesiastical property type. Character-defining features include all primary exterior elevations, form, massing, scale, proportions, structure, architectural ornamentation, and materials identified. Such features include, but are not limited to the following:

Church Building Exterior
• One-story (double height) volume
• Rectangular building plan
• Location, massing, scale, proportions, and siting of the sanctuary church building on site
• Primary elevations defined as south, west, east, and north elevations • Red tiled gable roof with overhanging eaves and exposed wood purlins • Smooth stucco sheathing
Meeting Date: October 3, 2023

Page 3 of 4 ends

• Original (existing) setbacks from public sidewalks and streets along south (front) and east elevations

• Attached five-story, three level incrementally stepped twin towers at south end of the church building
• Smooth stucco sheathing with pronounced cornice trim at incremental levels
• Engaged stucco buttresses
• Flat and round-headed openings
• Metallic (gold) domes
South (front) Elevation
• Projecting three-bay arcade with red tiled hood
• Three wooden double doors
• Tympana (semi-circular decorative wall surfaces) over the three entrance doors
• Deeply recessed entry doors set into corresponding arched shaped openings
• Large tripartite stained-glass window with curvilinear trim • Gable end attic vent opening with curvilinear trim
East/West (side) Elevations
• Eight buttressed bays (each elevation)
• Engaged stucco pilasters at upper level
• Elongated round-headed window openings
• Round-headed window openings set in pairs at upper level • Decorative stained glass
North Elevation
• High volume round shaped apse with multi-hip red-tile roof • Round-headed window openings
• Gable end attic vent opening with curvilinear trim
• Floor to ceiling fixed windows with decorative stained glass Based on the City Landmark Assessment Report and other evidence, the subject property appears to satisfy the following Landmark Criteria (pursuant to BHMC §10-3- 3212) in support of its landmark nomination: A.1 (age), A.2 (artistic value and architectural style), A.3 (integrity), A.4 (historic value), B.5 (iconic property), and B.6 (voluntary designation).

GENERAL PLAN CONSISTENCY
Designation of the subject property as a local historic landmark is consistent with the objectives, principles, and standards of the General Plan. General Plan Policy “HP 1.3 – Promote National, State, and Local Designation of Historic Resources” encourages the establishment of programs encouraging the nomination of landmarks.

ENVIRONMENTAL ASSESSMENT
Designation of the “Church of the Good Shepherd” in Beverly Hills as a local historic landmark was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that designation of the subject property would not have a significant environmental impact and is exempt from Meeting Date: October 3, 2023

Page 4 of 4 ends

CEQA pursuant to Sections 15061(b)(3), 15308, and 15331 of Title 14 of the California Code of Regulations. It can be seen with certainty that there is no possibility that the designation of the subject property may have a significant effect on the environment, as no specific development is authorized by this resolution, and any future development proposed pursuant to this resolution will require separate environmental analysis when the details of those proposals are known. Further, designating the residence is an action of the City to protect and preserve a historic resource.

PUBLIC OUTREACH AND NOTIFICATION
The property owner indicated their support of the landmark designations during the Cultural Heritage Commission application and review process. As required by the City’s Historic Preservation Ordinance, notice of the public hearing for consideration of landmark designation by City Council was provided to the property owner fifteen (15) days in advance. As of the writing of this agenda report, no public comments have been received regarding the Council agenda item.

FISCAL IMPACT
Landmark designation of a property in Beverly Hills does not create a direct fiscal impact. No further fiscal impact is anticipated to result from the landmark designation of the property.

Meeting Date: July 12, 2023
Subject: 501-505 North Bedford Drive – Church of the Good Shepherd Landmark Nomination
Landmark Nomination of the “Church of the Good Shepherd” at 501- 505 North Bedford Drive as a Landmark for inclusion onto the Beverly Hills Register of Historic Properties. Pursuant to the provisions set forth in the California Environmental Quality Act (CEQA), the Cultural Heritage Commission will also consider adoption of a Categorical Exemption for this project.

Property Owner/
Project Applicant: Church of the Good Shepherd
Recommendation: Adopt a resolution recommending that the City Council designate the “Church of the Good Shepherd” as a Landmark and place it onto the Beverly Hills Register of Historic Properties.

REPORT SUMMARY
The “Church of the Good Shepherd” has been assessed for eligibility as a Local Landmark under Beverly Hills Municipal Code (BHMC) Title 10, Chapter 3, Article 32 (Historic Preservation Ordinance). A Landmark Assessment Report prepared by Jan Ostashay of Ostashay and Associates Consulting (Exhibit A of Attachment 1) provides background information and an historic assessment of the property, and concludes that the property appears to be eligible as a local landmark. City staff peer-reviewed the submitted report, conducted a site visit of the property, and drafted findings in support of the property’s landmark eligibility under BHMC Section 10-3-3212 (Landmark Designation Criteria). The resolution in Attachment 1 recommends that the City Council designate the property as a Landmark and place it on the Beverly Hills Register of Historic Properties.

BACKGROUND
On July 12, 2023, the Cultural Heritage Commission considered the proposal to initiate landmark proceedings on the property and conducted a Preliminary Hearing (pursuant to the requirements in BHMC §10-3-3215), and found that the property appeared to be eligible as a landmark under the criteria in BHMC §10-3-3212. The Director’s Preliminary Evaluation was reviewed and a Preliminary Hearing was also conducted by the Commission on July 12, 2023.

Ostashay & Associates Consulting (OAC) has subsequently completed a City Landmark Assessment Report on the subject property and concludes that the property qualifies for local listing.

The side elevations of the edifice include buttressed bays with inset custom decorative stained-glass windows at the ground floor and within the upper attic story. The gabled shed roofs of the main church structure feature terracotta barrel tiles. A major renovation in 1959 removed the small spires on the twin towers, as well as the decorative plaster ornamentation which surrounded the central tripartite stainedglass window above the entry doors; however, the colorful decorative painted and figurative glass windows which give distinction to the inside of the structure still remain. Its associated buildings, such as the rectory and the two-story convent building, are also designed in the Mission style to complement and harmonize with the church, although these structures have lost integrity or are from a later period of significance.

Based on the City Landmark Assessment Report and other evidence, the subject property appears to satisfy the following Landmark Criteria (pursuant to BHMC §10-3-3212) in support of its landmark nomination: A.1 (age), A.2 (artistic value and architectural style), A.3 (integrity), A.4 (historic value), B.5 (iconic property), and B.6 (voluntary designation).

Below is a summary of the character-defining features for the subject property.

Section 4. BACKGROUND. Located on the northwest corner of Santa Monica Boulevard and Bedford Drive, the subject property at 501-505 North Bedford Drive was designed in 1924 by architect James Donnellan. The stucco-covered concrete church building is commonly - 1985-1986 Historic Survey and the 2004 Historic Survey. The property is individually eligible for listing in the National Register and California Register at the local level of significance.

Designed in the Mission-revival architectural style, the church rises to a height of five stories in three increments and has two golden-domed bell towers with open arches. The twin towers frame the central gabled massing with three large doors at the ground floor within deeply recessed arched openings that provide entry to the church. The side elevations include buttressed bays with inset stained glass-stained windows at the ground floor with decorative glass windows on the upper attic story in pairs and separated by engaged pilasters.
