RECOMMENDATION
Staff recommends that City Council (1) review the proposed station name, “Wilshire/Beverly Dr”, and the alternative name, “Wilshire/Cañon Dr”; (2) consent to a station name for Metro Staff to present at the Metro Board meeting on October 26, 2023; and/or (3) provide direction if a consensus is not reached.

INTRODUCTION
In February 2019, City Council approved the Memorandum of Agreement (MOA) with the Los Angeles County Metropolitan Transportation Authority (Metro) for the DesignBuild of the station in Section 2 of the Purple Line Extension project. The MOA outlines the procedures and conditions for the construction of the Section 2 subway station located under Wilshire Boulevard between Beverly Drive and Cañon Drive.

Article XXIX of the MOA states, “In recognition of the City’s interest in neighborhood identity, [Metro] agrees that it will not name a rail/subway station in the City without the City Council’s Consent…”. In accordance with the MOA, Metro seeks City Council consent on the official name for the Metro Purple (D) Line Section 2 station.

DISCUSSION
Metro staff originally established geographically-based names for the stations (e.g., Wilshire/La Brea, Wilshire/Fairfax, Wilshire/La Cienega) during the planning phase.

Beginning in September 2022, Metro Construction Relations conducted outreach to solicit input from cities, communities and other stakeholders on the preferred station names based on their Board-adopted naming criteria.

Per Metro’s Station Naming Policy (Attachment 1), subway stations are named with maximum benefit and convenience of the transit system user in mind. Naming will provide customers with travel information in a simple, straightforward, and unified format to assist patrons in successfully navigating the transit system and, correspondingly, the region. Station names are required to reflect the following principles:
 Transit system context: Names will reflect the property’s location, relative to the entire transit system and not be duplicated elsewhere.
 Property area: Names will provide specific information about the property’s location relative to the surrounding area.
 Neighborhood identity: Names will acknowledge the communities and neighborhoods serviced by the stations and stops.
 Simplicity: Names will be short, easily recognizable and fit for signage and mapping.

Metro’s station naming process includes the following steps:
 Initial station names identified during the project planning process, primarily based on geographic location. [Complete]
 When a project is approved by the Metro Board to progress into the preliminary engineering phase, a formal naming process will be initiated. [Complete]  Metro staff solicits input from cities, communities and other stakeholders on preferred station names based on the Board-adopted naming criteria. [Complete]  The resulting station names are then reviewed by a focus group comprised of both transit system users and non-users for public recognizability. [Complete]  Metro staff returns to the appropriate Metro Board committee and the City of Beverly Hills for City Council’s consent at the end of the outreach period. Then Metro staff returns to the full Metro Board for the adoption of the final set of official station names.
 The adopted official station name is then included in final engineering documents and other agency materials.

Community Engagement
From September 2022 through March 2023, Metro promoted the campaign to solicit potential station names through presenting at multiple public and business events within Beverly Hills, social media, e-blasts, and local newspapers (Attachment 2). From May through July 2023, Metro surveyed 200 riders and 200 non-riders, which mirrors the demographics of Metro’s onboard survey and the population of Los Angeles County on the top two station names. In addition, the City collected surveys from the Southwest Beverly Hills Homeowners Association members for additional votes of the top name candidates and/or other naming suggestions between June 15, 2023, and July 13, 2023.

Based on the outreach performed by Metro and City staff and independent surveys by Metro, two station names were the most popular selections:

1. Wilshire/Beverly Dr; and

2. Beverly Hills.
94% of the riders and 77% of non-rider survey participants agreed that “Wilshire/Beverly Dr” is the easiest to identify. Also, City staff received public comments that “Beverly Hills” as the station name may confuse visitors, as there are two stations within the City of Beverly Hills.

On August 10, 2023, the Metro Ad Hoc Committee, which includes Vice Mayor Friedman and Councilmember Bosse, was informed of the top-voted station name, “Wilshire/Beverly Dr”. The Ad Hoc Committee recommended staff conduct additional outreach to the businesses along Beverly Drive and business organizations regarding this proposed station name. Between August 17 and September 1, 2023, City staff contacted over 200 businesses along Beverly Drive between S. Santa Monica Boulevard and Olympic Boulevard to inform them of Metro’s proposed station name. Also, Beverly Hills Chamber of Commerce, Beverly Hills Conference & Visitors Bureau (CVB), and Rodeo Drive Committee (RDC) were informed of the proposed station name on August 30, 2023. While most businesses along Beverly Drive had no objections to the proposed name, Beverly Wilshire Hotel representatives objected due to the similarity with the hotel name. The CVB and RDC have both indicated support of the Hotel’s request.

Attachment 3 summarizes the outreach conducted and comments received from businesses and committees.

At a meeting with the RDC on September 8, 2023, Beverly Wilshire Hotel representatives expressed concern that the name similarities would negatively impact the hotel’s branding and marketing efforts and requested Metro consider alternative names, such as “Golden Triangle” or “Wilshire/Cañon Dr”. Metro staff agreed to present “Wilshire/Cañon Dr” as an alternative station name to the Board of Directors if the City Council supports this name. Between September 12 and September 22, 2023, City staff completed the additional community outreach to inform stakeholders that “Wilshire/Cañon Dr” is under consideration as the official station name and to collect comments. Attachment 4 summarizes the outreach conducted and comments received from businesses and residents.

On September 21, 2023, the Metro Ad Hoc Committee was briefed on the additional outreach for “Wilshire/Cañon Dr” as the alternative station name and Metro’s preference to present the proposed station name to the Metro Board in late October to avoid delay in preparation of the official signage and marketing material for the station opening. The Ad-Hoc committee expressed concern that “Cañon Dr” within the station name may mislead or encourage subway riders to visit South Cañon Drive, which is residential. On the other hand, Beverly Drive north and south of Wilshire Boulevard is comprised of commercial zones with retail stores, restaurants, offices, and other businesses from the Business Triangle to Olympic Boulevard. Beverly Drive is also a widely recognized street within the region. Therefore, the Ad-Hoc committee recommended “Wilshire/ Beverly Dr” as the official station name and noted that “Dr” will be incorporated in the station name to be clear that it references the street name.

Next Steps
If City Council consents to an official station name, Metro staff will review and present the consented name and alternative name(s), if applicable, to the Metro Board for consideration and adoption of permanent station names for Section 2 Project stations on October 26, 2023.

If City Council does not consent to Metro’s proposed station name or if the Metro Board prefers another name from what City Council consents to, Metro would be required to return to City Council for consideration until City Council’s consent is provided per the MOA prior to final naming adoption.

FISCAL IMPACT
There is no direct fiscal impact associated with approving this request. All staff and consultant costs will be reimbursed by Metro in accordance with the MOA.

What is Metro's Station Naming Policy?

What steps does the station naming process include?
 Initial station names are identified during the project planning process primarily based on geographic location.
 When a project is approved by the Metro Board of Directors to begin the preliminary engineering phase, a formal naming process will be initiated.  Metro will solicit input from cities, communities and other stakeholders on preferred station names based on the Board-adopted naming criteria.  The resulting station names will be reviewed by a focus group comprised of both transit system users and non-users for general public recognizability.  Staff will return to the appropriate Board committee and then to the full Board for adoption of the final set of official station names.
 The adopted official station names will then be included in any final engineering documents and other agency materials.

Metro Community Outreach Summary
From September 2022 to March 31, 2023, Metro accepted input on station names, promoting the campaign through in-person and virtual meetings, social media, e-blasts and in the local newspapers. Some of the more notable events that Metro attended include:
• September 7, 2022 – Metro announced the station naming campaign at the in-person Purple Line Monthly Community Meeting at City Hall.
• October 15-16, 2022 – Metro promoted the station naming survey at a booth at the Beverly Hills Fall Art Show. Some of the Metro-commissioned artists for the future stations within Beverly Hills joined this event.
• November 17, 2022 – Metro attended the Beverly Hills Holiday Lighting event to promote the station naming.
• January 4, 2023 – Metro presented the station naming at the in-person Purple Line Monthly Community Meeting at City Hall.
• February 16, 2023 – Metro attended the Beverly Hills Chamber of Commerce Government Affairs Committee meeting to promote the station naming. • February 16, 2023 – Metro attended the Beverly Hills Chamber of Commerce Young Professionals Network event to promote the station naming. • February 19, 2023 – Metro presented information at Beverly Hills Farmers’ Market. • February 22, 2023 – Metro attended the Beverly Hills Chamber of Commerce Mixer Luncheon to promote the station naming.
• February 23, 2023 – Metro attended the Rotary Club of Beverly Hills Luncheon to promote the station naming.
• March 22, 2023 – Metro was an Exhibitor at the Innovate Beverly Hills Chamber Event.

Metro shared the survey research results for the top naming choices with City Staff for review.

In addition, the City collected surveys from the Southwest Beverly Hills Homeowners Association members for additional votes of the top four names and/or other naming suggestions between June 15, 2023, and July 13, 2023.

For the focus groups, Metro staff surveyed 200 riders, which mirrors the demographics of Metro’s on-board survey. Metro staff also surveyed 200 non-riders, which mirrors demographics of the population of Los Angeles County on the top two station names:

1. Wilshire/Beverly Dr; and

2. Beverly Hills.

Outreach and Feedback Summary for “Wilshire/Beverly Dr” Between August 17 and September 1, 2023, City staff completed the additional community outreach to inform that “Wilshire/Beverly Dr” is Metro’s proposed official station name and that Metro will present the proposed name to the Metro board for final adoption in October 2023.  One-on-one contacts were made with more than 200 stakeholders and businesses along Beverly Drive between S. Santa Monica Boulevard and north of Olympic Boulevard between August 17 and September 1, 2023. Overall, no objection was received. (Exhibit A)
 Staff informed Beverly Hills Chamber of Commerce, Beverly Hills Conference & Visitors Bureau (CVB), and Rodeo Drive Committee (RDC) on August 30, 2023. On September 7, 2023, Beverly Wilshire Hotel expressed concerns on the proposed station name due to the similarities with their hotel name and submitted a letter opposing the proposed name on September 8, 2023. RDC and CVB submitted letters in support of the Hotel’s opposition to the name on September 7 and September 12, 2023. As you may be aware, after conducting a six-month survey period soliciting public input and receiving over 300 name submissions, Metro proposes to name the station the “Wilshire/Beverly Dr” as the official name for Metro Purple (D) Line Section 2 Station located under Wilshire Boulevard between Beverly Drive and Canon Drive, with the main entrance on the southwest corner of Wilshire Boulevard and South Reeves Drive.

Rather than a mass notice that could be overlooked, the City staff directly contacted the businesses especially along Beverly Dr about the proposed official station name and received minimal feedback or concerns.

After the City Council meeting on 9/12th, Metro will present the proposed station name to the Metro Board for final adoption tentatively in October 2023.

Please let me know if you have any questions and I would like to address them ahead of the City Council meeting. Also, I can be available over a Teams meeting if you prefer.

Outreach and Feedback Summary for “Wilshire/Cañon Dr”
Between September 12 and September 22, 2023, City staff completed the additional community outreach to inform that “Wilshire/Cañon Dr” is under consideration as the official station name and to collect comments.
 Staff informed Beverly Hills Chamber of Commerce, CVB, RDC, and Beverly Wilshire Hotel on September 12, 2023. CVB, RDC, and the hotel submitted letters of support of “Wilshire/Cañon Dr” as the official station name. (Exhibit A)  One-on-one contacts were made with more than 85 stakeholders and businesses along North Cañon Drive between S. Santa Monica Boulevard and Wilshire Boulevard between September 15 and September 20, 2023. Overall, no objection was received.

The Canon Property Owner questioned why “Wilshire/Beverly Dr” is not under consideration and Staff explained that “Wilshire/Beverly Dr” was one of the option, but Beverly Wilshire Hotel had expressed concerns. (Exhibit B)  Staff informed Monthly Chamber of Commerce Stakeholder Meeting held on September 13, 2023 and Beverly Hills Chamber of Commerce Government Affairs Committee on September 14, 2023. One member asked why “Wilshire/Beverly Dr” is not under consideration and Staff explained that “Wilshire/Beverly Dr” was one of the option, but Beverly Wilshire Hotel had expressed concerns. No further question was received.  Public notices were mailed September 19, 2023 to approximately 2,200 residents, businesses, and property owners bounded by S. Proposes the name Wilshire/Rodeo Dr. That is how passengers would relate to as where they are while being underground. Imagine you are from out of town, you would never be able to relate with Canon Dr. or Reeves Dr.

But when you hear the name Rodeo Drive, you automatically will be awaken that the next stop is Beverly Hills. Unless there is a safety or political reasons behind changing the station name, then we need to be informed.

I DO NOT AGREE with naming the Section 2 Station as "Wilshire/Canon Dr." station.

As the main entrance to the station will be on Wilshire at Reeves Dr., naming this station "Wilshire/Canon Dr." would be confusing.

Originally this station was referred to as the Wilshire/Beverly Dr. station, but this reference was dropped as the station was being built at Reeves Dr.

Likewise, as the entrance will be on Wilshire Blvd at Reeves Dr, the name of the station should be Wilshire Blvd/Reeves Dr. reflecting the location of the main entrance to the station.

What’s the reasoning for why the name is being proposed as Wilshire/Canon Dr? If it’s for recognizability, wouldn’t Beverly Dr be a better choice than Canon anyways?

Metro will present the proposed station name at the Beverly Hills City Council Meeting October 3, 2023. Please provide any feedback you may have by September 26th prior to the City Council meeting.
