INTRODUCTION
This report provides information and requests City Council acceptance of the contract work indicated below and authorization of the City Clerk to record the Notices of Completion with the Los Angeles County Recorder.
DISCUSSION
City Hall Tower Seismic Upgrade and Selective Shell and Core Improvements Project Designed by architects William Gage and William Collier Sr., the City Hall building was built in 1932. The structure is an excellent example of the “Modified Spanish Renaissance” style, which, according to the architect, drew upon the same precedents as the Churrigueresque variant of the Spanish Colonial Revival Style. The character-defining features of the tower include the height, massing, fenestration, ornamentation, hexagonal open “belfry” and tiled dome and cupola. The tower was used for City offices until the late 1980’s; with the interest in rehabilitating the tower for occupancy again, a high-level structural analysis of the building was performed by the structural engineering firm of Myers Houghton and Partner, Inc. DBA MHP, Inc. Structural Engineers, and, based on age, configuration and inherent structural irregularities of the City Hall building, seismic upgrade was recommended. Building strengthening was planned to be performed in two phases. Phase One of the seismic retrofit has been completed, which included strengthening of the tower and its footprint through the base building with minimal impact to the existing architectural fabric of the building while achieving a high level of seismic performance of the tower. Phase Two is recommended to be performed in the future to complete the retrofit to address overall seismic performance and preserving the historic architecture of the building.
Staff recommends acceptance of Phase One of the described contract work with Clark Construction Group – California, LP.
The Phase One Seismic upgrade scope of work included the tower and its footprint through the base building, core improvements including extension of the south elevator to serve the tower up to the eighth floor, partial reinforcing of the fifth floor roof area in preparation for a future usable roof terrace, new roofing, extension of the north stairway to serve as a second means of exit for the fifth floor roof area, upgrade of the electrical system to serve the tower floors and replacement of the fourth floor HVAC system.
To mitigate the impact on the historic fabric of the building, strengthening of the tower footprint through the base building was implemented within elevator shafts and staff offices on the west side of the rotunda.
During the course of construction, a number of unforeseen conditions were discovered within wall cavities and elevator shafts, which were above and beyond what was anticipated. Furthermore, to mitigate the impact on staff and building operation during construction, concrete applications and crane activities were scheduled and performed after hours, including Saturdays, with premium costs. Additionally, a few fire & life safety measures were added to the scope of work such as fire alarm upgrade to the base building, fire sprinkler distribution on vacant tower floors, upgrade of Fire Department connection at ground floor, etc. The amended contract amount for the additional work was approved by City Council on May 24, 2022.
As a result, a total of 11 change orders were issued during the course of construction.
Meeting Date: October 17, 2023
Staff from Public Works, Community Development and the Fire Department inspected the work and are satisfied that all work has been performed consistent with construction documents.
Third Street Tour Bus Restroom Sewer Line Upgrade Project The improvements to the Third Street Tour Bus Staging/Loading area were completed in 2018. The project included construction of a new public restroom at the southeast corner of Civic Center Drive and Third Street to serve the tourists and patrons attending the City’s Sunday Farmers’ Market. This restroom facility is heavily used, and in recent years staff had noticed disposal of bulky items into the waste line resulting in many private sewer lateral blockages. As a result, upgrades to the sewer line, including installation of an industrial grinder, were deemed necessary to alleviate blockages that may result in sewer overflows.
During the course of construction additional deficiencies within the main waste line such as settled plumbing lines were discovered, and it was prudent to correct these deficiencies while the trenches were open. The original contract totaling $141,352 (including contingency) was amended to add an amount of $21,928 to absorb the cost of the additional scope of work, for a total not to exceed $163,280. The sewer line improvements, including installation of an industrial grinder, have been successfully completed. Staff from Public Works and Community Development Departments inspected the work and are satisfied that all work has been performed consistent with construction documents.
