Staff recommends approval of an Agreement with Architectural Resources Group, Inc. for architectural and engineering services for Phase I Interior Improvements at the City Hall Tower in the amount of $221,400 plus a contingency in the amount of $10,875 for the potential of additional scope of work and approval of a purchase order in the not-toexceed amount of $232,275.
INTRODUCTION
Built in 1932, the City Hall building is one of the most widely recognized landmarks in Los Angeles and in 1994 was registered with an historical resource status in the state of California and was added to the City’s list of local landmarks in 2013. Beverly Hills City Hall is an essential heritage building dedicated to government, public service and community engagement.
City Hall Tower was used for City offices until the late 1980’s and has remained vacant ever since. With the interest in rehabilitating the tower for occupancy again, a high-level structural analysis of the building was performed by the structural engineering firm of Meeting Date: October 17, 2023
Myers Houghton and Partner, and, based on age, configuration and inherent structural irregularities of the City Hall building, seismic upgrade was recommended. Construction of the tower seismic retrofit has been completed, and now the tower is ready for interior improvements.
DISCUSSION
With the completion of seismic retrofit of the tower, the following shell upgrades were made: extension of the south elevator to the eighth floor, electrical upgrades and reinforcing the partial roof area to support a usable roof terrace. Now the shell space of the tower is ready for designing interior improvements and upgrading the roof area.
Through an RFP process, three architectural firms with successful work experience within historic buildings were invited to submit proposals. After careful review of all submittals, staff recommends Architectural Resources Group, Inc. (ARG) for this project.
ARG through their proposal submitted a thoughtful plan realizing the City’s goals, detailed below. The firm has assembled a capable team well-suited for this project, and the team’s approach, range of relevant experience and the professional fee will bring the best value for the City’s consideration.
The scope of work includes interior improvements of the fifth floor, including an ADAcompliant restroom, and the roof area, which has been structurally reinforced during the phase one seismic retrofit, will be developed to support a usable roof terrace. The fifth floor and its terrace will offer remarkable opportunities to create an indoor/outdoor gathering place with the splendid prospect for enjoying the City from a unique vantage point. The new space will be able to accommodate small and large gatherings, as well as formal and informal events. Additionally, the work will also include improving lobbies of the fifth floor through the ninth floor plus three floors of support areas off stair landings. The lobbies’ interiors will complement the historic stairway with use of compatible finishes and lighting effects.
The fee proposal for the architectural and engineering services for the above scope of work is $217,500.00. In addition, a contingency of $10,875.00 for additional scope and an amount of $3,900 for reimbursable expenses is included in the proposed agreement.
Should City Council approve the request to proceed with these consultant services, the total compensation under this agreement is not to exceed $232,275.
FISCAL IMPACT
Currently there is $7,351,421 available in Fund 405, CIP 0851. No additional funding is requested for this project.
