AND CONGRESS TO OFFER ANY AND ALL SUPPORT TO THE
STATE OF ISRAEL
1. Proposed Resolution
RECOMMENDATION
Staff recommends the City Council consider adopting a resolution in ardent support of the State of Israel as it defends itself against terrorist acts committed by Hamas and to call on President Biden and the United States Congress to offer any and all support to Israel.
INTRODUCTION
This item requests the City Council adopt a resolution in support of Israel as the nation defends itself from the terrorist attacks committed by Hamas.
DISCUSSION
On October 7, 2023, the Sabbath and a major Jewish holiday, Simchat Torah, Hamas terrorists invaded as many as 22 locations in Israel, outside of Gaza in an assault of startling breadth. This included towns and other communities as far as 15 miles from the Gaza border.
In several places, Hamas gunned down civilians and soldiers while capturing at least 150 hostages. The attack also included firing thousands of rockets as hundreds of Hamas fighters infiltrated the heavily fortified border in several locations by air, land, and sea.
Following the recent attacks, Israeli Prime Minister Benjamin Netanyahu, has declared Israel to be at war with Hamas. Since October 7, the Israeli military has continuously Meeting Date: October 17, 2023
performed airstrikes against Hamas in Gaza and are blockading Gaza from receiving supplies in response to Hamas’ brutal terror attacks
As of October 12, 2023, more than 1,300 people, mainly civilians and includes 222 soldiers, have been killed in Israel with thousands more wounded in the attacks by Hamas according to the Israeli military. This is a staggering toll unseen since the 1973 war with Egypt and Syria that lasted weeks.
The atrocities of Hamas have sparked international revulsion and vows by Israel’s government to destroy Hamas, which has continued to fire rockets at Israeli towns ever since the October 7 terrorist attack.
Since the attack by Hamas, the City has shown its unwavering support of Israel by projecting an image of the United States and Israeli flags on City Hall as well as lighting the trees blue at City Hall.
The resolution before the City Council tonight strongly expresses the City’s ardent support for Israel and calls upon President Biden and the United States Congress to provide any and all support to Israel. It should be noted Chair of the Senate Foreign Relations Committee Senator Ben Cardin (Democrat from Maryland) and Ranking Member Senator Jim Risch (Republican from Idaho) indicated on October 12 they will introduce a bipartisan resolution supporting Israel when the United States Senate convenes the week of October 16.

IN ARDENT SUPPORT OF THE STATE OF ISRAEL AS IT DEFENDS

OFFER ANY AND ALL SUPPORT TO THE STATE OF ISRAEL
WHEREAS, on October 7, 2023, which fell on a major Jewish holiday, Simchat Torah, Hamas terrorists invaded Israel from Gaza; and
WHEREAS, the attack included the bombardment by thousands of rockets as hundreds of Hamas fighters infiltrated Israel through the heavily fortified Gaza border in several locations by air, land and sea; and
WHEREAS, these terrorists attacked innocent communities, including many women, children, the aged and infirm; and
WHEREAS, these terrorists committed unimaginable acts of savagery including the slaughter of whole families and what has been reported as the beheading of small children; and WHEREAS, these terrorists took hundreds of hostages across the Gaza border to be human shields against Israeli defense forces seeking to stop the terrorist attacks; and WHEREAS, the death toll for Israel has now risen to over 1,300 with over 150 individuals kidnapped; and
WHEREAS, Hamas terrorists continue to launch rockets toward Israel’s major population centers; and
WHEREAS, at least 22 United States citizens have been declared dead at the hands of Hamas; and

WHEREAS, the President unequivocally vowed to stand with The State of Israel.
NOW, THEREFORE, the City Council of the City of Beverly Hills resolves as follows:
Section 1. The City Council of the City of Beverly Hills unequivocally condemns Hamas for this deplorable and unprovoked attack on the State of Israel.
Section 2. The City of Beverly Hills unequivocally stands with The State of Israel.
Section 3. The City of Beverly Hills unequivocally supports the right of the State of Israel to exist as a sovereign and independent Jewish nation with full recognition of its borders and territory, including the right to defend itself.
Section 4. The City of Beverly Hills calls upon the United States Government to send any and all support to the State of Israel.
Section 5. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolution of the Council of this City.
