RECOMMENDATION
Staff recommends City Council review a request from The Wallis Annenberg Center for the Performing Arts (The Wallis) for “Little Amal” Queen of the Monarchs event to be held on Friday, November 3, 2023, from 10:30am to 11:30am. Event organizers are requesting waiver of all in-kind applicable fees and approval of the proposed street closure plan. A special event permit is required per Beverly Hills Municipal Code:
Section 4-8-1.
INTRODUCTION
The request of in-kind waiver of applicable fees associated with the event include street closure fees, permit and event fees, and no parking and meter revenue loss fees. The Wallis will cover hard costs which include personnel fees used for the event from Public Works, Fire, Community Development and Police, as well as all fees associated with the event such as generators, inspection fees, porta potties, security, traffic plan for detour route and equipment needed for street closures.
During the October 11, 2023 Council Liaison meeting, Liaisons Friedman and Bosse recommended inviting youth from all public and private schools located in Beverly Hills to the free, open-to-the-public event. Also, the Liaisons were presented with two options for street closures. The first, Option A, was closure of North Santa Monica Blvd between Crescent Drive and Canon Drive and Crescent Drive between North Santa Monica and South Santa Monica from 6:30am – 2:00pm on Friday, November 3, 2023. The second, Option B, was for closure of Crescent Drive between North Santa Monica and South Santa Monica from 5:00am – 3:00pm on Friday, November 3, 2023. The impact of closing North Santa Monica would affect not only Beverly Hills Police and Fire who use BEVERL
HILLS

the main throughfare as an emergency route, but would also disrupt Los Angeles County Fire, Los Angeles City Fire, Sheriffs, and Private Ambulances who use the route as a way of responding to emergency calls. The closure would also affect Heavy Haul Truck Drivers, as that is the main route used for all Heavy Haul Drivers. Due to the impacts on emergency services, commuters, residents, and businesses, the Liaisons selected Proposed Option B for the event.
DISCUSSION
Queen of the Monarchs will be an hour-long event celebrating the resilience of “Little Amal”. Little Amal, a 12-foot puppet of a 10-year-old Syrian refugee girl walking across America will span over 35 different cities and towns across the United States celebrating the message of art, hope and shared humanity amongst communities aiming to unite and reframe the refugee story from crisis to discovery.
Queen of the Monarchs will feature a parade of young people including musicians and dancers choregraphed by visionary Debbie Allen. The youth will create a kaleidoscope of swirling butterflies in a climactic performance refocusing attention of refugees, immigrants, and asylum seekers. The 350 young performers will be echoing Little Amal’s migration journey, highlighting the rich cultures, and showing the many contributions immigrants bring with them.
As proposed, the event will be held on Friday, November 3, 2023, from 10:30am – 11:30am. The event is free and open to the public. The Wallis will invite and engage students from all public and private schools in the Beverly Hills Unified School District.
Invited students will be bussed in from their respective schools to view the performance as audience members and witness Little Amal surrounded by taiko drummers, dancers in costumes, and musicians. Busses will use Civic Center Drive and Third Street as a staging area after dropping off children in front of The Wallis. The bus drop off would be on Canon Drive and would be with assistance from Beverly Hills Police Department to ensure the safety of the youth.
With over 1,500 expected in attendance, The Wallis will have their facility open to the public for all restroom needs, electrical use, and will provide security for the event both in the facility as well as outdoors. Guests will be self-parking and must follow all posted parking signs.
The Queen of the Monarchs event here in Beverly Hills will be the last stop for Little Amal in the Los Angeles County area before making her way to San Diego, California where she will take the final steps of her journey across the Walk Across America tour.

The Walk (Little Amal) and The Wallis Present…
Queen of the Monarchs
Date: Friday, November 3, 2023
Event: 10:30 AM - 11:30 AM
Host & Location:
Wallis Annenberg Center for the
Performing Arts & surrounding streets
▪ EVENT DESCRIPTION ▪
The Wallis and Beverly Hills become key partners in Amal Walks Across America, one of the world’s largest free public art engagements, featuring Little Amal, a 12-foot puppet of a 10-year-old Syrian refugee girl. Created from the perspective of an unaccompanied child in search of family and friends, Amal Walks Across America is a celebration spanning 35 towns and cities of art, hope, and shared humanity amongst select cities that aims to unite communities and reframe the refugee story from crisis to discovery.
Queen of the Monarchs, The Wallis’ hour-long event with Little Amal, celebrates resilience and new beginnings with a powerful dance, music, and spoken-word performance. Visionary director and choreographer Debbie Allen creates a kaleidoscope of swirling monarch butterflies - comprising 350 local students - echoing Amal’s migration journey. A parade of young people including musicians, dancers from Debbie Allen Dance Academy, and other performers will walk with Amal around the streets surrounding The Wallis, culminating in a climactic performance with musicians, dancers, taiko drummers and more. Amal Walks Across America aims to refocus attention on the urgent needs of refugees, immigrants, and asylum seekers, and to highlight the rich cultures and contributions immigrants bring with them. ▪ IMPACT & PUBLIC BENEFIT ▪
An “international symbol of human rights” (The Guardian, 2022), Amal is walking across the United States to learn firsthand about a country that has long been a refuge for those seeking safety and opportunity—but is struggling with how to manage long-standing issues related to immigration. Amal’s engagement with hundreds of communities across the country will help spark important conversations to help us better understand who we are and where we come from.
Queen of the Monarchs features the
iconic Beverly Hills Civic Center area
where people of all ages,
backgrounds, and abilities are
warmly welcomed as audience
members, arts learners, artistic
collaborators, and visitors. The event
will attract hundreds of young people
as well as press and news outlets.
With this event The Wallis will
deepen its partnerships and collaborations with celebrated local artists like Debbie Allen and her Debbie Allen Dance Academy (DADA) while engaging students and young artists. Robert van Leer, the new Executive Director and CEO of The Wallis, has made Little Amal a key priority in his first season and part of his vision to expand free community programming and audience engagement. The Wallis’ education team will activate around local schools while Miry’s List, an LA-based non-profit that works directly with newly arrived refugee families, will be on the ground offering impactful action opportunities for the audience.
2 "We believe that a Los Angeles that welcomes refugees and asylees with open arms - and in a way that promotes
volunteerism and civic participation through City Council - will be a better, more compassionate, and more engaged
place for all Angelenos. We're very excited to collaborate with The Wallis on Queen of the Monarchs.

Dear Julian, Lester, John, Lili, and Sharona,
I am pleased to write to you on behalf of the Wallis Annenberg Center for the Performing Arts, which as we all know is a vital gem in our Beverly Hills Community. This November The Wallis is participating in the national initiative, Amal Walks Across America, one of the largest free public art engagements in the world. As a long-time Beverly Hills resident and a former Mayor, I can see how special this opportunity for the city of Beverly Hills to collaborate with The Wallis is.
Little Amal is a larger than life puppet of a 10-year-old Syrian refugee girl who is walking across the globe to bring awareness to migrant and refugee stories, and to highlight the cultures and contributions of our immigrant populations. As she walks in Beverly Hills, The Wallis will engage over 450 students through broad educational engagement and performance. Creating educational opportunities with rich community engagement, like Little Amal will bring, is part of the original dream for The Wallis and for Beverly Hills.
As someone who cares deeply about both The Wallis and the city of Beverly Hills, I am honored to advocate for this project. The Wallis is requesting a street closure on Santa Monica Boulevard to best accommodate Little Amal and to engage as many people as possible with her story. We know that a strong partnership with the city of Beverly Hills will make this event extraordinarily successful.
I hope you will share in my enthusiasm for this event, and the increased community engagement it will bring to the heart of Beverly Hills. Thank you.
Best,
MeraLee Goldman

Dear Beverly Hills City Council:
Los Angeles has been chosen to collaborate with 200
partners across the United States to welcome Little Amal; a 12 foot puppet of a 10-year-old Syrian refugee whose
journey across 13 countries, met more than a million people and even more online. She represents the rich stories of refugees, immigrants and displaced people. Little Amal is an international symbol of human rights. As you may well know, Beverly Hills will be the Finale walk for Little
Amal here in the Greater Los Angeles Area. I am excited to be the creative director for this glorious presentation which we are calling Queen of the Monarch, echoing the historic migration of millions of Monarch Butterflies in California over the Years. This Celebration which is being produced by the Wallis Annenberg Center for the Performing Arts
will take place Friday, November 3rd at 10:30am. The
pageantry will involve 350 local school children ages 10 to 18 . We will be using puppetry, kites, drones, music, dance and spoken word. We are asking for your help with street closures to ensure safety and maximum attendance by our Beverly Hills and Greater Los Angeles audience. We need a two hour rehearsal on the street the morning of the event. 1850 S. Manhattan Place. Los Angeles, CA 90019
