INTRODUCTION
The City of Beverly Hills will be holding a Regular Municipal Election on Tuesday, March 5, 2024 to elect two (2) Members of the City Council.
The City will again be requesting that its election be consolidated with the primary election being conducted by the Los Angeles County Registrar-Recorder/County Clerk’s offices (LA County). Under the consolidation request resolution, LA County wouldconduct the election and canvass the results, with the City of Beverly Hills covering costsassociated with said election logistics by the County of Los Angeles.
The election filing period for nomination papers and candidates’ statements is Monday, November 13, 2023 to Friday, December 8, 2023 at 5PM.
If an incumbent does not file, then the extended filing deadline for non-incumbents is Wednesday, December 13, 2023 at 5 PM. The write-in candidate period is from Monday, January 8 to Tuesday, February 20, 2024 at 5PM.
Per the Los Angeles County Registrar-Recorder/County Clerk’s guidelines, candidate statements can be either 200 or 400 words. The City of Beverly Hills has historicallyapproved a 200-word maximum for election-related candidate statements. Staff will continue with this recommendation unless the City Council would like to direct otherwise.
DISCUSSION
The March 5, 2024 Regular Municipal Election will be held to fill two (2) seats for the Beverly Hills City Council presently held by Mayor/Councilmember Julian A. Gold, M.D. and Councilmember Lili Bosse. The following resolutions request City Council direction and approval:
Resolution A
The Election Code requires the City Council take formal action to call and give notice to hold an election.
Page2of3
Meeting Date: October 17, 2023
Resolution B
This is a request to consolidate with LA County’s election and request the services of the County of Los Angeles for the administration of the election, data processing, street index/roster preparation, precinct consolidation verification, signature verification and canvass of the results. The City will cover costs associated with the consolidation of theelection.
Resolution C
This resolution sets forth the rules for candidate statements, the candidate statement word-count and requires the candidates to pay the costs of printing and translating statements if they do not accept the City’s Contribution Limits and Volunteer Expenditure Ceiling.
The Los Angeles County Registrar-Recorder/County Clerk’s Office publishes the Official Sample Ballots, inclusive of candidate statements to all registered voters in Beverly Hills.
Now, however, jurisdictions can also opt for an online/digital choice to publish statements on the LA County website. Candidate statements can be printed in thesample ballots, online, or in both forms print and online.
Candidates are permitted to submit brief statements of their background andqualifications for inclusion in the sample ballot package. it is optional, and not required.
State and federal law require the translation of election materials into Spanish. The City has directed election materials be provided in Farsi upon request, if available with the Secretary of State and Los Angeles County Registrar-Recorder/County Clerk’s office.
Should the candidate accept the City’s Contribution Limits and Volunteer Expenditure Ceiling, then the cost to file Candidate Statements with the Los Angeles County Registrar’s office are waived; the City will absorb the costs.FISCAL IMPACT Costs for the election have been budgeted in the City Clerk’s Office operating budget and are estimated to be $150,000 for a consolidated election administered by theCounty of Los Angeles. There is also an additional charge of $279.60 for each candidatestatements that are posted on the LA County elections website. This applies to candidates who accept the City’s voluntary expenditure limit.
