DISCUSSION
The City of Beverly Hills has experienced unprecedented protest activity since May 2020 and continues to experience protests for a variety of reasons throughout the Business Triangle and in Beverly Gardens Park.
On October 13, 2020, the City Council approved Agreements with Covered 6 and Nastec to provide armed uniformed security services due to the anticipation of continued, Meeting Date: November 21, 2023
unprecedented protest activity in the City along with heightened concerns around the November 3, 2020 general election. The report recommended, and the City Council approved, additional security support for the Business Triangle.
Since then, the City has extended the termination date for these agreements, increased the consideration, and expanded the scope of work for both Covered 6 and Nastec as the City continues to experience events requiring ongoing, supplemental armed uniformed security services due to the following activities: animal rights protests, repeated smashand-grab incidents at various retail stores in Southern California, a rise in violent crime within the Los Angeles area, and intermittent protests for a variety of other political issues.
The most recent amendments to these agreements, and Fiscal Year (“FY”) 2023-2024 purchase order requests, were presented to the City Council for approval during the June 27, 2023 meeting.
The continuation of the public safety services provided by both companies for FY 2023- 2024 requires the issuance of change purchase orders. This will enhance the deployment of armed security officers in the City in order to provide a higher level of public safety services and will augment those services already provided by the Beverly Hills Police Department.
FISCAL IMPACT
No further appropriation is required at this time for requested change purchase orders for Covered 6 and Nastec.

Chief of Police
