INTRODUCTION
This report discusses a Traffic and Parking Commission recommendation to install a community-requested 6-month demonstration of traffic calming devices on Clifton Way between Robertson and La Cienega Boulevards as part of the Clifton-Le Doux Corridor Mobility Study.

BACKGROUND
On November 1, 2021, staff submitted a grant application to Metro’s Transit Oriented Communities Technical Assistance Program for a Feasibility Study to consider pursuing a traffic calming corridor (also known as a Bike Boulevard) on Clifton Way from Cañon Drive to San Vicente Boulevard and Le Doux Road from Clifton Way to Gregory Way.

The purpose of the study was to evaluate the viability of various traffic calming devices to achieve the following results on both streets:
 Reduce vehicle speeds;
 Minimize cut-through traffic;
 Enhance neighborhood livability/quality of life; and
 Improve pedestrian/bicycle access to the future subway stations.

This corridor is included in the City’s Complete Streets Plan and is identified as high priority in the Complete Streets Action Plan. It is also included in Metro’s First/Last Mile Plans for Sections 1 and 2 of the D (Purple) Line Extension.

On January 31, 2022, Metro notified the City that the project, referred to as the Clifton-Le Doux Corridor Mobility Study, had been approved for $200,000 in grant funding, and on April 26, 2022, City Council approved an award agreement between the City and Metro to receive the funding. Staff then executed a contract with consulting firm, Alta Planning + Design, Inc. to complete the study.

Since project initiation, staff and the consultant team have accomplished the following project milestones:
 August-September 2022: Developed a robust, multi-faceted Community Engagement Work Plan for the lifetime of the project based on feedback provided from the Traffic and Parking Commission
 October 2022: Organized a Community Visioning Workshop and Walk/Bike Audits to identify potential issues to address on both streets  November 2022: Led design charrettes with staff from relevant City departments, including Police and Fire, to review community feedback received regarding specific traffic calming devices and brainstorm appropriate infrastructure interventions
 December 2022: Conducted feasibility analyses of specific traffic calming design options
 January-March 2023: Prepared for and installed a temporary demonstration of traffic calming devices at Clifton/Le Doux (traffic circle) and Clifton/Stanley (curb extensions) for the community and emergency responders to experience  April-May 2023: Developed a follow-up public survey to gauge support for a community request to install a longer-term demonstration as well as potential locations for permanent traffic calming devices
 May 2023: Prepared draft conceptual design of traffic calming devices on both streets based on preliminary community feedback
 June 2023: Presented draft conceptual design of traffic calming devices and preliminary survey results to the Traffic and Parking Commission  July-September 2023: Finalized draft conceptual design and compilation of survey results; developed draft design for proposed 6-month demonstration of traffic calming devices
 October 2023: Presented draft design for proposed 6-month demonstration of traffic calming devices to the Traffic and Parking Commission More details regarding these items are discussed below.

DISCUSSION
The Clifton-Le Doux Corridor Mobility Study officially kicked off on October 15, 2022 with a Community Visioning Workshop and Walk/Bike Audits at the La Cienega Park Community Center. This event provided residents, businesses, and other stakeholders an opportunity to help identify a vision for the corridor and communicate to the City any issues they hoped to address with a potential traffic calming design. Stakeholders not available to join the workshop in person had the option to participate virtually via the City’s website (www.beverlyhills.org/cliftonledoux) and share their experiences traveling on this corridor.

Participants in the Community Visioning Workshop and Walk/Bike Audits requested traffic calming treatments that would indicate a transition from arterial streets to residential streets to slow vehicle speeds and reduce cut-through traffic. They did not Meeting Date: December 5, 2023

support traffic calming devices that resulted in more impacts to residents of the CliftonLe Doux corridor, such as diverters that would restrict vehicle movements.

As a next step, the project team held design charrettes throughout November 2022 with staff from relevant City departments to review public comments and start to brainstorm how those ideas could be translated to infrastructure interventions. Participating departments included Police, Fire, Community Services, Public Works, and Community Development. Feedback received during the charrettes is summarized below:
 Police: Indicated support for traffic calming, including traffic circles, and suggested it be implemented in a way that discourages cut-through traffic on a neighborhood-wide level
 Fire: Indicated support for traffic calming, including traffic circles, on Clifton Way, as it is not a primary emergency response route (such as Rexford Drive)  Community Services: Provided general support of changes that help families feel safer walking to/from park facilities
 Public Works: Advised to consider other infrastructure elements, such as water valves, maintenance holes, and storm drainage, when evaluating potential traffic calming designs
 Community Development: Suggested coordinating new public infrastructure with private development projects and other uses of public space Throughout December 2022, the project team conducted detailed analyses of traffic calming devices discussed in the charrettes to determine the feasibility of specific designs. As part of this process, staff determined that additional community engagement was needed to understand public preferences for traffic circles and curb extensions. This is because both devices were determined feasible, but intersections along Clifton Way and Le Doux Road were not wide enough to accommodate both treatments.

March 2023 Pop-up Demonstration Event
To solicit public feedback, staff hosted a booth at the Farmers’ Market during the inaugural Festival Beverly Hills on March 12, 2023. Additionally, staff organized a “popup” event on March 25, 2023 (Attachment 1) to demonstrate what traffic calming features requested by the community could look and feel like on the corridor. Using temporary materials, staff installed a traffic circle at Clifton Way/Le Doux Road and curb extensions at Clifton Way/Stanley Drive and invited the community and emergency responders to test the infrastructure and communicate their preferences to staff.

There was a steady stream of participants throughout the 4-hour pop-up event, which provided 38 individual written comments with feedback on traffic calming options for the corridor. In addition to the written comments received, other stakeholders provided verbal comments. Overall, the feedback received was positive. Residents confirmed what staff heard at the October 2022 event, which is that vehicles use Clifton Way and Le Doux Road to bypass arterial streets, leading to speeding during off-peak hours and congestion during peak hours. Most residents thought that the traffic calming options presented would help address these issues, though some had preferences for specific devices over others. Generally, residents liked the curb extensions because they would narrow the roadway to encourage slower speeds; they liked the traffic circle because it would help slow speeds while also communicating to drivers that they are entering a residential street that is not designed to prioritize vehicle throughput. Additionally, residents generally thought both options were aesthetically pleasing. Several residents expressed concerns that the devices, especially traffic circles, may worsen congestion by limiting the number of vehicles moving through an intersection at congested hours.

Meeting Date: December 5, 2023

Page 4 of 5 ends

Representatives from the Fire Department attended the event to test how their equipment could travel through the traffic circle (Attachment 1). They reported no issues driving the fire engine around the circle due to the 20-foot travel lane widths on either side and, in fact, were able to make a complete U-turn around the circle. As noted above, staff from the Fire Department also indicated support for traffic circles along Clifton Way, as it is not a primary response route. They also noted that in the event of an emergency in the area, they would travel on Wilshire Boulevard or Burton Way.

After the March 2023 traffic calming demonstration, the project team distributed an online survey (Attachment 2) in April-May 2023 to obtain more specific feedback from the community regarding what they liked or did not like about the temporary devices, understand if a longer-term demonstration (as suggested by participants at the pop-up event) would be helpful to residents, and determine where the public would like to see any permanent traffic calming devices in the future. 85 people participated in the survey.

The majority of survey participants indicated they observed that the devices slowed vehicles while still being easy to move through intersections. Most respondents also indicated support for:
 A mix of curb extensions and traffic circles along the corridor;  A pedestrian/bicycle signal at Wilshire Boulevard/Le Doux Road; and  A 6-month demonstration of traffic calming devices between Robertson and La Cienega Boulevards (as opposed to a 6-week or 3-month demonstration).

Proposed 6-Month Demonstration Event
Using feedback received over the course of the study, the project team developed conceptual design for the entire project corridor (Attachment 3), which was supported by the Traffic and Parking Commission at the June 1, 2023 meeting. Using this design as a baseline, staff also moved forward with design of a proposed 6-month demonstration on Clifton Way between Robertson and La Cienega Boulevards (Attachment 4) in response to the survey results.

Staff proposes the segment of Clifton Way between Robertson and La Cienega Boulevards because it includes multiple blocks between two major streets that are likely to contribute to speeding cut-through traffic. Traffic calming devices are most effective when used at multiple locations over a longer period, so this would be the shortest segment recommended to fully understand the longer-term impacts (positive or negative) of the traffic calming devices.

As shown, the draft demonstration design includes traffic circles at Clifton Way/Arnaz Drive and Clifton Way/Le Doux Road, as these would be located on either side of highvolume streets to indicate to drivers that they are entering a neighborhood and to discourage speeding/cut-through traffic. The traffic circles would be installed with a reflective rubber perimeter, a decomposed granite filling, circular planters along the inner perimeter, and a tree in the middle.

The draft design also includes curb extensions at Clifton Way/Hamel Drive, Clifton Way/Willaman Drive, Clifton Way/Carson Road, and Clifton Way/Stanley Drive to discourage speeding/cut-through traffic and shorten pedestrian crossing distances. The curb extensions would be installed with paint, plastic traffic delineators, and landscape planters.

Meeting Date: December 5, 2023

Page 5 of 5 ends

Like the March 2023 demonstration, the materials for both traffic circles and curb extensions would be temporary. However, these materials would be longer-lasting to withstand the longer time period (some cities use these materials for permanent installations). Regular maintenance of traffic control and landscape elements would be provided by Public Works staff.

At the October 5, 2023 meeting, the Traffic and Parking Commission unanimously supported City Council approval to install the 6-month demonstration.

Next Steps
If City Council approves installation of a 6-month demonstration of traffic calming devices on Clifton Way between Robertson and La Cienega Boulevards, staff would finalize the design and move forward with installation, which could occur as early as January 2024, depending on procurement timelines. Prior to installation, staff would mail construction notices to affected properties.

Public Noticing
To advise residents of this meeting, the City mailed approximately 7,000 postcards to people living along and near the project corridor (Attachment 5). Additionally, the City emailed the Complete Streets/Mobility Stakeholders email list of over 1,000 people, including anyone who took the survey or participated in the March 2023 demonstration; published ads in all three newspapers; posted on social media; and posted signs along the demonstration corridor.

Environmental Review
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, which exempts minor alterations to existing highways and streets that do not create additional automobile lanes on existing highways and streets. Prior to installation, staff will file the Notice of Exemption with Los Angeles County and the State.

FISCAL IMPACT
The City’s grant application requested $200,000 to perform the Feasibility Study and provided a local match of $50,000 for direct costs associated with community outreach and engagement methods, such as mailers, newspaper ads, etc. The cost to develop the draft demonstration design will be reimbursed by the grant. The cost to implement the 6-month demonstration is estimated to be approximately $86,000 (on average, less than $15,000 per intersection). Funding is available in the approved budget for the Complete Streets CIP (No. 00100).

RECOMMENDATION
Staff recommends that City Council provide direction on a Traffic and Parking Commission recommendation for approval to install a community-requested 6-month demonstration of traffic calming on Clifton Way between Robertson and La Cienega Boulevards and find the project exempt from the California Environmental Quality Act for the reasons explained above.

9 I have seen how effective traffic circles can be in slowing down traffic, in UK we call them roundabouts.
5/22/2023 9:36 AM
10 I personally like traffic circles. They definitely slow down traffic, but also contribute to the overall good look at each intersection.
5/21/2023 12:42 PM
11 Created a lot of congestion because the circle is too close to La Cienega, so cars were not able to move in any direction. The intersection narrow for 2-way traffic, this makes it worse. 5/21/2023 8:30 AM
12 waste of money, and solving a problem that doesn't exist. 5/9/2023 5:08 PM 13 This will not solve the speeding problem. You should station a police officer in this corridor to catch the speeding cars. The city would make money off the violations that could be used for good and it will deter future reckless drivers.
5/8/2023 10:42 AM
14 I specifically dislike Traffic Circles since I feel they are for incompetent drivers and terrible for the environment. Another Traffic Circle at 26th Street and Washington is a good example of horrible leadership. Built on road with a main flow of traffic from Brentwood and Pacific Palisades, they create more congestion (traffic) and damaging Climate Change intelligence (generating a large amount of undue smog). As the blind man that lives very close said: he now can't cross 26th Street because the traffic never stops". That is not improving our neighborhoods, these devices only compound the problems that they are being deployed for.

Please, please use intelligence when forming policy, ignorant grandstanding doesn't help anyone and only serves the pathetic. Instead force them to learn how to drive and incredible to put their phones down when driving! That will do more good than turning Beverly Hills into a big parking lot of congestion.

27 1 wasn’t tested during rush hour traffic when it needs to be tested 2 what I observed is that cars are more likely not to stop at the sign and to slowly proceed through the roundabout 4/26/2023 3:58 PM
28 This is a great idea, and provides much needed safety, especially for pedestrians and cyclists! 4/26/2023 3:56 PM 29 Because there is a lot of east to west traffic on Clifton, it is difficult to assess what a traffic circle would do just for one or two streets. The traffic circles must start at Robertson and continue west to Le Doux Road to be effective in calming the traffic 4/26/2023 3:51 PM

48 I liked that it will slow down traffic and possibly discourage cars from choosing this route. Also, it adds beauty and and an attractive entrance to the intersection with the plantings. through traffic, especially at the light for La Cienega. If there is a back up there, then the circle may be jammed impeding traffic in all directions.
53 I love it! Will be much better this way, and way charming! 4/21/2023 1:41 PM 54 I like the traffic circle because it causes people to be more cautious, and slow down. 4/21/2023 11:47 AM 55 A 4-way stop sign feels safer than a traffic circle. 4/21/2023 11:13 AM 56 Traffic circles make intersections unnecessarily complicated. In the 10 years that I have lived here I have noticed that people in this area already struggle with understanding the correct order of right-of-way as it is. Many people also roll through stop signs "California rolling stop".

Not to mention distracted drivers looking at their phone. Adding a traffic circle in my opinion will lead to more accidents as a result of failure to yield. If you want to slow people down or eliminate non residential traffic I would recommend a traffic light for the intersection. 4/20/2023 11:49 PM
57 The intersection is not wide enough for circle to me it’s none sense 4/20/2023 10:22 PM 58 It slows down cars coming west off La Cienega and using Clifton as an alternative to Wilshire. 4/20/2023 8:32 PM 59 Pretty 4/20/2023 2:37 PM

2 I like that they give me more room to walk in and make the road a little less wide 6/2/2023 7:59 PM 3 So pointless makes everything harder adds traffic Beverly Hills streets are perfect the way they are Just makes it harder to turn
5/29/2023 8:28 PM
4 Per above, it does nothing but make drivers angry. 5/25/2023 2:10 PM 5 cars where slower and maybe will not want to use roads as cut through streets they go so fast on 200-300 blocks of swall drive
5/22/2023 10:51 AM
6 Not attractive 5/21/2023 12:42 PM
7 Not enough room for 2-way traffic, I was not able to clear the intersection because the other car was too wide. The curb extension also forces bikers to move to the left and are more likely to be hit by passing vehicle.
5/21/2023 8:30 AM
8 waste of money, and solving a problem that doesn't exist. 5/9/2023 5:08 PM 9 This will not solve the speeding problem. You should station a police officer in this corridor to catch the speeding cars. The city would make money off the violations that could be used for good and it will deter future reckless drivers.
5/8/2023 10:42 AM
10 I specifically dislike Curb Extensions. They create more traffic and collect all sorts of filth and garbage. They represent the utmost in horrible leadership and lousy policies. Much better would be to start an educational program about how to drive, how to consider others, and how not to obstruct the flow of traffic. The DMV certainly has failed miserably in ensuring drivers are at least competent.
5/8/2023 1:01 AM
11 Looked awful and confusing. Pedestrians were not safe. Cars were backed up. 5/7/2023 12:43 AM 12 Not necessary at all. 5/4/2023 2:56 PM
13 They extende the curb for pedestrians such as children which is much safer. 5/4/2023 2:01 PM 14 They look fine 5/2/2023 2:36 PM
15 In other neighborhoods where I have experienced them, I find them annoying and not very attractive.
5/2/2023 1:39 PM
16 Seeing them, allowing the City to get feedback 5/1/2023 9:55 AM 17 nothing: Extension is just the extending what exist -nothing new 4/27/2023 2:21 PM 18 Pay more attention to potential walkers. 4/27/2023 1:32 PM 19 I like them but afraid residents will complain about lost parking. If it were up to me I'd install them both!
4/27/2023 10:20 AM
20 Kinda too big. Hazard to cyclist as they generally force them into the car traffic lane, where normally they would be off to the side at an intersection. 4/26/2023 6:48 PM
21 Not sure how effective they are. 4/26/2023 5:32 PM
22 It slowed traffic, I can still see where the cars are coming from and I noticed that drivers are more attentive when driving through the intersection. I feel safer. 4/26/2023 4:00 PM
23 This is a great idea, and provides much needed safety, especially for pedestrians and cyclists! 4/26/2023 3:56 PM Beverly Hills Clifton-Le Doux Corridor Mobility Study
24 I did not see any benefit in this type of calming technique 4/26/2023 3:51 PM 25 Like: Safer. Slows down cars. Makes walking easier. Dislike: Will make it harder to add bike lanes in the future when BH finally gets with the times. 4/26/2023 3:34 PM

32 I like the ones we have in Whw. They make walking easier for residents who may have movility issues and the narrower streets encourage/require slower motorist speeds 4/25/2023 7:29 AM
33 shortens the time for pedestrians to cross and prevents speeding cars from cutting corners 4/24/2023 10:06 PM 34 Wonderful ! 4/24/2023 9:30 PM
35 Very minimal in comparison to how it is done in other cities in the US. It needed to be much wider and seriously shorten walking distances as well as forcing drivers to slow down. 4/24/2023 8:31 PM
36 made crossing the street faster and safer 4/24/2023 7:25 PM 37 Nothing! 4/24/2023 7:13 PM
38 I prefer traffic circles. 4/23/2023 5:38 PM
39 Great that efforts are being made to make streets safer for bikes and pedestrians. Motorists, particularly in Beverly Hills, have been increasingly more hostile on the roads and safety is a big issue here.

44 I'm not sure how the curb extensions help. I suppose they may make people slow down, but I'm not sure. I think the traffic circle is probably more effective. 4/21/2023 11:47 AM
45 The curb extensions felt safer to cross the street as a pedestrian. 4/21/2023 11:13 AM 46 I dislike curb extensions especially for this area because the streets in Beverly Hills are narrow as it is due to cars being parked on both sides. I walk in this neighborhood all the time and feel safe doing so. If you wanted to make intersections safer for pedestrians crosswalks with blinking lights to signal someone is crossing would be nice. 4/20/2023 11:49 PM

1 I want to see more traffic calming. Beverly Hills should be safe to walk in. 6/2/2023 7:59 PM 2 I didn't see the demostration of the traffic circles and just learned of the proposal. I walk on the Clifton corridor in question at least 4 times a day. I've lived at Swall and Clifton since 1981.

From what I've observed, speeding hasn't meet a significant problem (though it happens), but, a driver blowing through a stop sign ("California Roll") is the problem and essentially, they are at a higher speed than if they had come to a full stop. I've nearly been hit by a car not stopping many times both as a pedestrian and while driving my car. My concern on the design of the proposal of traffic circles and extended sidewalks is how it will stop cars from donig a "California Roll". Speed humps were addressed but do they have to be mid street or can they be near or closer the stop sign intersection to discourage a "California Roll". Perhaps even some camera light sensors though I know they are not liked by people, and or perhaps flashing lights that indicate a vehicle is speeding. In short, the "California Roll" on Clifton is the main problem in my opinion.

3 As I told City Council 23 years ago, the solution could be as simple as making thoughtless drivers pay a steep price for ignoring stop signs and endangering pedestrians. Why don't you try that before choking the streets even more than they already are? 5/25/2023 2:10 PM
4 Millions of residents in LA, There’s always traffic. These installations will do nothing to solve that. People are idiots and don’t know how to use them. Will cause more traffic because of slower speeds. If you live in LA, no matter where you walk or cycle, it’s inherently more dangerous because of the amount of cars and you should already know to be more careful.

Don’t make it harder for drivers. These types of circular installations only work on larger intersections. On small ones, people get the confused by left turns and having to make a very wide turn around it and it makes right turns more tight. Clifton is situated between wilshire and burton, two very heavy thoroughfares and traffic will not stop. Also, eventually the center circle isn’t maintained and becomes an eyesore with all the tire marks and dumb drivers that run over it. Guess what! Finish the f’n metro project and finish the burton landscape project and less people will use Clifton.

5 anything to slow down cars and cut though traffic 5/22/2023 10:51 AM 6 Traffic has increased dramatically along Clifton. I walk between Robertson/La Cienega daily am and pm. Drivers go thru stop signs, speed, and use it like a main through street. 5/22/2023 9:36 AM
7 A longer term installation will stop people from traveling on the Clifton corridor long before the permanent installation and will show the city that this is the way to go. 5/21/2023 12:42 PM
8 We live on Oakhurst Drive in Beverly Hills. I would welcome any traffic calming devices that would slow down traffic. I think this is a paramount consideration. 5/15/2023 7:21 PM
9 The City should use all available resources to address the crime problem rather than a problem that doesn't exist.
5/9/2023 5:08 PM
10 Putting police officers in this corridor to catch violators would benefit the community tenfold compared to a stupid traffic circle that people will still speed through. 5/8/2023 10:42 AM
11 Thank you for opening this survey in a quest to resolve the traffic concerns. Being disabled and not able to attend endless events and meetings, this avenue has allowed me to share what I hope is just common sense and intelligence, two ideals that seem to be unfortunately fading in todays world. I do not support any "Traffic Calming" devices built and intended to obstruct and worsen traffic concerns. What we the people need is effective traffic management, and well, competent drivers that are not on their phones. We don't need more traffic or policy that will worsen Climate Change.

15 We are residents on N. Stanley Dr. The Clifton-Stanley and/or Wilshire/Stanley barriers or extensions are SO IMPORTANT. Please do not focus solely on LeDoux. The drivers who speed up and down Stanley Dr. between Wilshire & Clifton are also ruining the general safety and quality of life of our neighborhood. Thank you for everything you are doing to stop these dangerous drivers.

19 Please install ASAP on as many street as possible in residential neighborhoods. Our streets are full of traffic violence! We need to slow our cars down to make it safer for people to bike and walk. 48 pedestrian deaths in LA as of 4/26/23!! In BH we say we care about safety, and want a healthy city. But why do we continue to favor street design that allow cars to speed at such dangerous speeds?!
4/27/2023 10:20 AM
20 a few months is a reasonsable amount of time for traffic to adjust. Shorter means it's still a "surprise" to some, and they won't adjust. Everyone will be startled at first, but the worst drivers will go elsewhere ( like back to Whilshire .)
4/26/2023 6:48 PM
21 Thanks for the demonstration. 4/26/2023 5:32 PM
22 It needs a lot more testing 4/26/2023 3:58 PM
23 Please also consider installing Bike Lanes. The current "Sharrows" have proven to be ineffective, - and only add confusion to both drivers and cyclists. Sharrows are a failure; Bike Lanes are the real solution! Thank you.
4/26/2023 3:56 PM
24 As you already know, the major problem is the intersection of La Cienega and Wilshire. Solve that problem and we won’t get the Cutthrough traffic. But given the fact that they won’t be solved anytime soon, the traffic circles from Robertson to La Cienega would be the most effective plan for now.
4/26/2023 3:51 PM
25 Build a city for people, not cars. If you’re thinking about how this will negatively affect drivers, stop. That does not matter. Cars pollute; let drivers be inconvenienced. Build a city where kids can walk around safely.
4/26/2023 3:34 PM
26 Unless there is also a MASSIVE driver education campaign, this will be for naught. Drivers need to understand WHY it’s important they slow down. Otherwise, they’ll just careen around whatever new supposedly calming device that’s installed. 4/26/2023 3:27 PM

4/25/2023 11:38 AM
30 I live on the edge of Bev Hills and regularly walk/cycle through the area. All of the above is the best way to slow cars down. Impatient drivers cut through and bring bad energy into residential areas. They need for those cut through to be even less convenient so they stick to the main thoroughfares
4/25/2023 7:29 AM
31 Traffic calming and safety for people traveling without cars is incredibly important. 4/24/2023 11:07 PM 32 Great work! Can’t wait to have a chance to walk along it safely. 4/24/2023 10:38 PM Beverly Hills Clifton-Le Doux Corridor Mobility Study
33 Be bold and follow by example of other successful cities (such as Hoboken, NJ) 4/24/2023 8:31 PM 34 As previously stated, creating more pedestrian/biking infrastructure is absolutely imperative.

As our cities and neighborhoods expand, there will be less and less room for cars. Public transit and cycling/pedestrian modes of transportation must be prioritized to make it safer and easier for us to get around on a day-to-day basis. Thank you for putting forth some effort on this!
4/22/2023 1:51 PM
35 It is a good idea to have temporary circles and curb extensions so that we can live with it and understand how they affect traffic in the neighborhood. If it is positive, then they should be installed permanently.
4/22/2023 11:38 AM
36 IMHO the current traffic on Clifton is due to subway construction on Wilshire. Between 5:30 and 6 p.m. M-F people are trying to get home from work. If you make it harder for drivers they get frustrated and you get more accidents. I am walking my dogs every evening. I do not notice any speeding; but I do see a fair number of rolling "stops" or no stops. At the same hours Friday-Saturday there is very little traffic on Clifton. 4/21/2023 4:21 PM
37 we appreciate the matter being looked into 4/21/2023 1:57 PM 38 I love this! It makes the street much more pleasant. Much better than all the stop signs every few blocks. And breaks up the straightness and city-ness of the street! 4/21/2023 1:41 PM
39 I live just north of Gregory Way on Le Doux Road. I feel this intersection is much more dangerous than Clifton/Le Doux. People are constantly running the stop signs and speeding up and down Le Doux. The cut through traffic has become intolerable. There are many children living on Le Doux now, and it's really dangerous. Anything to slow down the traffic and help prevent all the running of stop signs would be more than helpful. 4/21/2023 11:47 AM
40 I've lived on the corner of Clifton and Stanley for 23 years and witnessed the huge increase in traffic and crazy drivers! Thank you for trying to make it safer and extending the BH beautification budget to our part of the city. We need it!! 4/21/2023 11:13 AM
41 I would NOT support the demonstration project or installation of either traffic circles or curb extensions. I find them both to be more inconvenient than beneficial to residents. I would however support a traffic light and In-Road warning lights at crosswalks. 4/20/2023 11:49 PM
42 I live at the corner of Carson and Clifton and traffic on Clifton has increased significantly ever since a stop light was installed at La Cienega and Clifton and people could use Clifton as a thoroughfare between Robertson and La Cienega, thus avoiding Wilshire. The result is that there are times of the day that I cannot exit my garage on Clifton because of the solid stream of cars backed up from La Cienega waiting for the signal there to turn green. Also the cars using Clifton as a thoroughfare whiz right through the stop signs at the cross streets without even slowing down, let alone stopping. So anything that slows down traffic will be an improvement.

Note: full traffic signals can increase cut-through traffic by making it easier for drivers to cross busy streets. The signal would only be active when someone requests to cross and could be coordinated with the full traffic signal at Wilshire/La Cienega.Below are two conceptual images of what the potential pedestrian/bicycle signal could look like.Would you support a pedestrian/bicycle signal at Wilshire/Le Doux?

3 We Also need a traffic circle at Clifton and Rexford. Thank you! 5/29/2023 8:08 AM 4 Just to try writing tickets and watch how things change! 5/25/2023 2:12 PM 5 Totally unnecessary. Don’t do things just to do them. It’s not broken, don’t try to fix it . Last thing, SHAME ON YOU FOR TAKING DOWN THE TREES ON ROBERTSON. 5/23/2023 6:50 PM

7 Thanks for addressing this traffic problem. I hope the quality of life for residents can be improved. Willaman, with its traffic lights, has become quite dangerous. 5/22/2023 9:40 AM
8 I like the idea of traffic circles starting at Doheny and continuing all the way to Le Doux 5/21/2023 12:46 PM 9 I walk on Clifton daily, and saw no improvement in my safety. The driving experience was worse, and more likely for a bike to swing out into traffic. 5/21/2023 8:37 AM
10 I live on Clifton/Arnaz. Our corner is the most dangerous with cars speeding, doing figure 8's and not stopping at the stop sign. Putting a traffic circle/curb extension isn't going to do anything. WE NEED A POLICE OFFICE THERE TO ISSUE TICKETS. It will stop people from racing through the corridor and make it safer for everyone. 5/8/2023 11:04 AM
11 If you'd like to see how these systems have failed miserably, please just look at Santa Monica. They have only cause far more expense to people, they create congestion and smog, while costing everyone unnecessary time wasted to sitting in more traffic. No effective leader would ever deploy systems that insult the neighborhoods and cause intentional and oppressive traffic manegment. A wise person would introduce policy that can efficiently expedite traffic.

Not bury us in more waste and smog.

12 Better and more effective Signage that you are entering Beverly Hills on Wilshire and Le Doux Road is needed. This is the first residential street you encounter with the upcoming METRO stop on La Cienega and Wilshire and it is imporant to focus on security and safety. 5/4/2023 2:05 PM
13 Again, thank you for anything and everything you can do along the N. Stanley Dr. area between Wilshire and Clifton.

15 Please find an automactic way to a bike ped crossing. It's the 21st century - there are cameras which can sense a person or abike and not be confused by an SUV. Don't want to see any more "beg" button that I have to get off the bike, walk over to it to active the signal. Also a shorter wait and a shorter time is probably better.
4/26/2023 6:55 PM
16 The pedestrian crossing at Foothill & Burton Way is long, and the "walk" sign is too short, forcing older people, people with disabilities and parents with toddlers in strollers to wait in the median strip, while traffic zooms by. Another ten seconds of "walk" at both northbound and southbound signals would be helpful.
4/26/2023 5:37 PM
17 These ideas were not properly tested I would go back and test them all during a traffic. And regarding the bicycle lines that have been put in the situation is unfortunately not realistic no one on a bicycle goes by my house it is jammed with traffic I would start it all over and retest on a Tuesday or Wednesday at 5 PM

of-ways by installing Decorative Sidewalks / Pavers. It is shameful that such a prominent, reputable city like Beverly Hills continues to just provide bare, naked concrete - and nothing better. That's why the LA County is infamous for being one massive "Concrete Jungle".

However, please note: the entire world (including most U.S. cities) have implemented decorative pavers. Except the LA County - including Beverly Hills. 27 This issue will be over when subway construction on Wilshire south of Clifton is completed. As a pedstrian crossing Clifton every day I have rarely--very rarely--encounted a dangerous situation. The danger is cars not stopping, not from speeding. The contemplated measures will not make cars stop. There are many cars and that prevents speeding. Nor have I seen cars blocking intersections.

30 I live in the house I grew up in. Aside from a 25 year gap of not living here, I've lived on Le Doux Road since 1962. The traffic on our street is out of control. Speeding, running of stop signs, cut through traffic. It can be difficult just to back out of my driveway. The intersection of Gregory Way and Le Doux Road is a constant mess of traffic. I see near misses on a daily basis. I think a traffic circle and bump outs would be extremely helpful to mitigate some of the chaos.

RECOMMENDATION
Staff recommends that the Traffic and Parking Commission provide feedback on preliminary conceptual design of traffic calming devices on Clifton Way and Le Doux Road.

INTRODUCTION
The Clifton-Le Doux Corridor Mobility Study, funded by Metro’s Transit Oriented Communities Technical Assistance Program, is exploring the feasibility of traffic calming devices along Clifton Way and Le Doux Road to reduce vehicle speeds, minimize cut-through traffic, improve livability for residents, and create a more comfortable route for people walking and biking. The Clifton-Le Doux corridor is identified as a high priority in the Complete Streets Action Plan, as well as Metro’s First/Last Mile Plan for Section 1 of the D (Purple) Line Extension.

DISCUSSION
On November 1, 2021, staff submitted a grant application for the Clifton-Le Doux Corridor Mobility Study and on January 31, 2022, Metro notified the City that the application had been approved for the maximum amount of $200,000. To complete the study, the City selected Alta Planning + Design, Inc. (Alta) from the Public Works Department’s bench of qualified transportation consultants based on their expertise in similar active transportation studies. To date, Alta has assisted the City with the following items:
• August-September: Developed of a Community Engagement Work Plan for the project based on feedback provided from the Traffic and Parking Commission • October: Organized a Community Visioning Workshop and Walk/Bike Audits to identify potential issues to address on both streets
• November: Led design charrettes with staff from relevant City departments to review feedback received in October and brainstorm infrastructure interventions • December: Conducted feasibility analyses of specific design options • January-March: Prepared for and installed a temporary demonstration of traffic calming devices at Clifton/Le Doux and Clifton/Stanley
• April-May: Developed a follow-up community survey to gauge community interest in a longer-term demonstration and locations for permanent traffic calming devices • May: Prepared draft conceptual design of traffic calming devices on both streets based on preliminary community feedback
More information regarding the community survey and draft conceptual design is provided below.

Community Survey
After the March traffic calming demonstration, the project team developed an online survey to obtain more specific feedback from the community regarding what they liked or did not like about the temporary devices, understand if a longer-term demonstration (as suggested by participants at the event) would be helpful to residents, and determine where the public would like to see any permanent traffic calming devices in the future.

Preliminary survey results are provided in Attachment 1. As of Friday, May 19, 2023, 71 people have participated in the survey. Based on the March demonstration, the majority of participants indicated that they observed that the devices slowed vehicles while still being easy to move through intersections. Most respondents also indicated support for:
• a mix of curb extensions and traffic circles along the corridor • a pedestrian/bicycle signal at Wilshire Boulevard/Le Doux Road • a 6-month demonstration of traffic calming devices between Robertson and La Cienega Boulevards
The survey will be available through June 1, 2023 via the project website at www.beverlyhills.org/cliftonledoux. Once all survey results have been tabulated, the City will determine if any changes to the conceptual design (discussed below) are needed to reflect community feedback.

Conceptual Design
Attachment 2 shows the preliminary draft conceptual design for the study area. The main components included are:
• Additional marked crosswalks at major and/or complicated intersections to improve pedestrian/cyclist visibility
• Traffic circles on either side of high-volume streets to indicate to drivers that they are entering a neighborhood and discourage speeding/cut-through traffic • Curb extensions at the remaining intersections to discourage speeding/cut-through traffic and shorten pedestrian crossing distance
• Speed humps on the block of Le Doux Road north of Wilshire Boulevard to match existing speed humps on the southern block
• Pedestrian and bicycle signal at Wilshire Boulevard/Le Doux Road, coordinated with full traffic signal at Wilshire Boulevard/La Cienega Boulevard As part of the feasibility analysis, the project team considered other traffic calming devices that are not included in the conceptual design for the following reasons:
• Speed humps on Clifton Way: Determined to not be feasible because blocks are too short to be effective
• Pedestrian scramble at Wilshire Boulevard/La Cienega Boulevard: Determined to not be feasible due to long diagonal crossing distance and significant operational delay • Sidewalk bike path on north side of Wilshire Boulevard between Le Doux Road and La Cienega Boulevard to connect with future D Line Station: Requires amending the municipal code to allow for sidewalk riding on a commercial street • Diverters/closures: Not supported by the community due to restricted access for residents
• Midblock/offset curb extensions: Not supported by the community due to parking loss • Speed feedback signs: Does not require design, but is feasible to install • Wayfinding signs: Does not require design, but is feasible to install Public Noticing
To promote the survey, the City mailed approximately 7,000 postcards to people living along and near the project corridor. Additionally, the City emailed the Complete Streets/Mobility Stakeholders email list of over 1,000 people; announced the survey link at both Traffic and Parking Commission and Health and Safety Commission meetings; and provided flyers at La Cienega Park, the Beverly Hills Art Show, and the Farmers’ Market, including the popular Public Works Day event.

To advise residents of the June 1, 2023 Traffic and Parking Commission meeting, the City mailed approximately 7,000 notices to people living along and near the project corridor.

Next Steps
The project team plans to update the proposed conceptual design based on feedback received.

Additionally, staff anticipates a longer-term demonstration of traffic calming devices between Robertson and La Cienega Boulevards, the proposed duration of which to be determined by the final survey results.

FISCAL IMPACT
The City’s grant application requested $200,000 to perform the Feasibility Study and provided a local match of $50,000 for direct costs associated with community outreach and engagement methods, such as citywide mailers, newspaper ads, etc.

5/22/2023 10:51 AM
4 I have seen how effective traffic circles can be in slowing down traffic, in UK we call them roundabouts.
5/22/2023 9:36 AM
5 I personally like traffic circles. They definitely slow down traffic, but also contribute to the overall good look at each intersection.
5/21/2023 12:42 PM
6 Created a lot of congestion because the circle is too close to La Cienega, so cars were not able to move in any direction. The intersection narrow for 2-way traffic, this makes it worse. 5/21/2023 8:30 AM
7 waste of money, and solving a problem that doesn't exist. 5/9/2023 5:08 PM 8 This will not solve the speeding problem. You should station a police officer in this corridor to catch the speeding cars. The city would make money off the violations that could be used for good and it will deter future reckless drivers.
5/8/2023 10:42 AM
9 I specifically dislike Traffic Circles since I feel they are for incompetent drivers and terrible for the environment.

5/8/2023 1:01 AM
10 Looked appealing 5/7/2023 12:43 AM
11 as I said above. it will be cause more traffic during the week day. 5/4/2023 2:56 PM 12 Aesthetic should be clearly branded Beverly Hills and kept in pristine condition. 5/4/2023 2:01 PM 13 There is a lot of speeding cars around. Anything you can do to slow them down is great! 5/2/2023 2:36 PM 14 I think we need more traffic circles with more instructions on how to use them. I believe they actually improve the flow while slowing people down. Safer than left turns 5/2/2023 1:39 PM
15 I think the idea of testing with a temporary install was great. 5/1/2023 9:55 AM 16 slows down traffic 4/27/2023 2:21 PM
17 Slows down traffic. 4/27/2023 1:32 PM
18 That it could be a lovely enhancement to a street and does not require cars to stop--good for climate change!
4/27/2023 10:20 AM
19 Nicer. Better with slower traffic on residential street. 4/26/2023 6:48 PM 20 It makes drivers think about what they're doing. 4/26/2023 5:32 PM 21 It feels like an after thought add on. And drivers tend to have no idea what to do with a traffic circle that wasn't original designed into the streets original design. I also feel it puts pedestrians more at risk because the circle can block the view of the crosswalks. 4/26/2023 4:00 PM

22 1 wasn’t tested during rush hour traffic when it needs to be tested 2 what I observed is that cars are more likely not to stop at the sign and to slowly proceed through the roundabout 4/26/2023 3:58 PM
23 This is a great idea, and provides much needed safety, especially for pedestrians and cyclists! 4/26/2023 3:56 PM 24 Because there is a lot of east to west traffic on Clifton, it is difficult to assess what a traffic circle would do just for one or two streets. The traffic circles must start at Robertson and continue west to Le Doux Road to be effective in calming the traffic 4/26/2023 3:51 PM
25 Pros: Statistically safer in every way. Added green space. International standard. (Four way stops are dumb.) Cons: Harder to travel at 88mph in my Delorean. 4/26/2023 3:34 PM

40 As a cyclist, it’s easy to mix in with cars 4/23/2023 7:08 PM 41 Traffic circles are a very good way to reduce speed and control traffic flow. 4/23/2023 5:38 PM 42 Bikes are not protected from motorists, have to share same road and it is dangerous. Cyclists need protected bike lanes
4/22/2023 1:51 PM
43 I liked that it will slow down traffic and possibly discourage cars from choosing this route. Also, it adds beauty and and an attractive entrance to the intersection with the plantings. I am concerned that cars will wait in the circle for the light to change and block cars from going in different directions

47 I liked that is slowed traffic. It needs to be very nice to increase the appeal of the neighborhood identity though. Also, I am concerned that people will still use clifton to cut through traffic, especially at the light for La Cienega. If there is a back up there, then the circle may be jammed impeding traffic in all directions.
4/21/2023 1:57 PM
48 I love it! Will be much better this way, and way charming! 4/21/2023 1:41 PM 49 I like the traffic circle because it causes people to be more cautious, and slow down. 4/21/2023 11:47 AM 50 A 4-way stop sign feels safer than a traffic circle. 4/21/2023 11:13 AM 51 Traffic circles make intersections unnecessarily complicated. In the 10 years that I have lived here I have noticed that people in this area already struggle with understanding the correct 4/20/2023 11:49 PM

order of right-of-way as it is.

52 The intersection is not wide enough for circle to me it’s none sense 4/20/2023 10:22 PM 53 It slows down cars coming west off La Cienega and using Clifton as an alternative to Wilshire. 4/20/2023 8:32 PM 54 Pretty 4/20/2023 2:37 PM

Q8 What specifically did you like/dislike about the temporary curb extensions?

# RESPONSES DATE
1 cars where slower and maybe will not want to use roads as cut through streets they go so fast on 200-300 blocks of swall drive
5/22/2023 10:51 AM
2 Not attractive 5/21/2023 12:42 PM
3 Not enough room for 2-way traffic, I was not able to clear the intersection because the other car was too wide. The curb extension also forces bikers to move to the left and are more likely to be hit by passing vehicle.
5/21/2023 8:30 AM
4 waste of money, and solving a problem that doesn't exist. 5/9/2023 5:08 PM 5 This will not solve the speeding problem. You should station a police officer in this corridor to catch the speeding cars. The city would make money off the violations that could be used for good and it will deter future reckless drivers.
5/8/2023 10:42 AM
6 I specifically dislike Curb Extensions.
7 Looked awful and confusing. Pedestrians were not safe. Cars were backed up. 5/7/2023 12:43 AM 8 Not necessary at all. 5/4/2023 2:56 PM
9 They extende the curb for pedestrians such as children which is much safer. 5/4/2023 2:01 PM 10 They look fine 5/2/2023 2:36 PM
11 In other neighborhoods where I have experienced them, I find them annoying and not very attractive.
5/2/2023 1:39 PM
12 Seeing them, allowing the City to get feedback 5/1/2023 9:55 AM 13 nothing: Extension is just the extending what exist -nothing new 4/27/2023 2:21 PM 14 Pay more attention to potential walkers. 4/27/2023 1:32 PM 15 I like them but afraid residents will complain about lost parking. If it were up to me I'd install them both!
4/27/2023 10:20 AM
16 Kinda too big. Hazard to cyclist as they generally force them into the car traffic lane, where normally they would be off to the side at an intersection. 4/26/2023 6:48 PM
17 Not sure how effective they are. 4/26/2023 5:32 PM
18 It slowed traffic, I can still see where the cars are coming from and I noticed that drivers are more attentive when driving through the intersection. I feel safer. 4/26/2023 4:00 PM
19 This is a great idea, and provides much needed safety, especially for pedestrians and cyclists! 4/26/2023 3:56 PM 20 I did not see any benefit in this type of calming technique 4/26/2023 3:51 PM 21 Like: Safer. Slows down cars. Makes walking easier. Dislike: Will make it harder to add bike lanes in the future when BH finally gets with the times. 4/26/2023 3:34 PM
22 Things that stick out are unexpected. Can be a hazard when bike riding. 4/26/2023 3:27 PM 23 Makes drivers more attentive 4/25/2023 7:39 PM

24 not sure I understand 4/25/2023 4:00 PM
25 Gave the road a friendly vibe and felt much more safe. It was a place I wanted to walk down 4/25/2023 11:38 AM 26 Shorter crosswalk. Cars made to go slower taking the corner. 4/25/2023 10:28 AM 27 Cars still traveling too fast 4/25/2023 8:46 AM
28 I like the ones we have in Whw. They make walking easier for residents who may have movility issues and the narrower streets encourage/require slower motorist speeds 4/25/2023 7:29 AM
29 shortens the time for pedestrians to cross and prevents speeding cars from cutting corners 4/24/2023 10:06 PM 30 Wonderful ! 4/24/2023 9:30 PM
31 Very minimal in comparison to how it is done in other cities in the US. It needed to be much wider and seriously shorten walking distances as well as forcing drivers to slow down. 4/24/2023 8:31 PM
32 made crossing the street faster and safer 4/24/2023 7:25 PM 33 Nothing! 4/24/2023 7:13 PM
34 I prefer traffic circles. 4/23/2023 5:38 PM
35 Great that efforts are being made to make streets safer for bikes and pedestrians. Motorists, particularly in Beverly Hills, have been increasingly more hostile on the roads and safety is a big issue here.
4/22/2023 1:51 PM
36 Less room for bicycles 4/22/2023 11:38 AM
37 Ugly 4/21/2023 4:29 PM
38 I think it makes the road too narrow and does not look nice. 4/21/2023 1:57 PM 39 Much more pedestrian friendly! 4/21/2023 1:41 PM
40 I'm not sure how the curb extensions help. I suppose they may make people slow down, but I'm not sure. I think the traffic circle is probably more effective. 4/21/2023 11:47 AM
41 The curb extensions felt safer to cross the street as a pedestrian. 4/21/2023 11:13 AM 42 I dislike curb extensions especially for this area because the streets in Beverly Hills are narrow as it is due to cars being parked on both sides. I walk in this neighborhood all the time and feel safe doing so. If you wanted to make intersections safer for pedestrians crosswalks with blinking lights to signal someone is crossing would be nice. 4/20/2023 11:49 PM
43 Same thing--slows down traffic that otherwise speeds right through stop signs. 4/20/2023 8:32 PM 44 Makes Street narrower 4/20/2023 2:37 PM

Q11 Please provide any general comments or specific feedback about the demonstration project and/or a longer-term installation.

1 Millions of residents in LA, There’s always traffic.

5/23/2023 6:44 PM
2 anything to slow down cars and cut though traffic 5/22/2023 10:51 AM 3 Traffic has increased dramatically along Clifton. I walk between Robertson/La Cienega daily am and pm. Drivers go thru stop signs, speed, and use it like a main through street. 5/22/2023 9:36 AM
4 A longer term installation will stop people from traveling on the Clifton corridor long before the permanent installation and will show the city that this is the way to go. 5/21/2023 12:42 PM
5 We live on Oakhurst Drive in Beverly Hills. I would welcome any traffic calming devices that would slow down traffic. I think this is a paramount consideration. 5/15/2023 7:21 PM
6 The City should use all available resources to address the crime problem rather than a problem that doesn't exist.
5/9/2023 5:08 PM
7 Putting police officers in this corridor to catch violators would benefit the community tenfold compared to a stupid traffic circle that people will still speed through. 5/8/2023 10:42 AM
8 Thank you for opening this survey in a quest to resolve the traffic concerns.
5/8/2023 1:01 AM
9 Very informative that day 5/7/2023 12:43 AM
10 You want to see real result of this kind of demonstration. You need to do it during rush hour not on Sunday morning that we don't have no traffic. Waste of taxpayer money. spend my tax dollar on solve the homeless problem around us.
5/4/2023 2:56 PM
11 My biggest concern is safety in this neighborhood. Beautiful signage that clearly denotes you are entering Beverly Hills alongside these traffic reduction measures would be effective. More cameras as well.
5/4/2023 2:01 PM
12 We are residents on N.

16 Please install ASAP on as many street as possible in residential neighborhoods.
17 a few months is a reasonsable amount of time for traffic to adjust. Shorter means it's still a "surprise" to some, and they won't adjust. Everyone will be startled at first, but the worst drivers will go elsewhere ( like back to Whilshire .)
4/26/2023 6:48 PM
18 Thanks for the demonstration. 4/26/2023 5:32 PM
19 It needs a lot more testing 4/26/2023 3:58 PM
20 Please also consider installing Bike Lanes. The current "Sharrows" have proven to be ineffective, - and only add confusion to both drivers and cyclists. Sharrows are a failure; Bike Lanes are the real solution! Thank you.
4/26/2023 3:56 PM
21 As you already know, the major problem is the intersection of La Cienega and Wilshire. Solve that problem and we won’t get the Cutthrough traffic. But given the fact that they won’t be solved anytime soon, the traffic circles from Robertson to La Cienega would be the most effective plan for now.
4/26/2023 3:51 PM
22 Build a city for people, not cars. If you’re thinking about how this will negatively affect drivers, stop. That does not matter. Cars pollute; let drivers be inconvenienced. Build a city where kids can walk around safely.
4/26/2023 3:34 PM
23 Unless there is also a MASSIVE driver education campaign, this will be for naught. Drivers need to understand WHY it’s important they slow down. Otherwise, they’ll just careen around whatever new supposedly calming device that’s installed. 4/26/2023 3:27 PM
24 Slower traffic saves lives 4/25/2023 7:39 PM
25 I am on Clifton and Swall, and with all the construction on Wilshire the traffic by our Somerset condo it terrible, please put blump like La peer or someone to slow the traffic that speed along, thank you PatriciA Marquis
4/25/2023 4:00 PM
26 I wholly support this project and have seen success in places in San Diego with similar projects when I used to live there
4/25/2023 11:38 AM
27 I live on the edge of Bev Hills and regularly walk/cycle through the area. All of the above is the best way to slow cars down. Impatient drivers cut through and bring bad energy into residential areas. They need for those cut through to be even less convenient so they stick to the main thoroughfares
4/25/2023 7:29 AM
28 Traffic calming and safety for people traveling without cars is incredibly important. 4/24/2023 11:07 PM 29 Great work! Can’t wait to have a chance to walk along it safely. 4/24/2023 10:38 PM 30 Be bold and follow by example of other successful cities (such as Hoboken, NJ) 4/24/2023 8:31 PM 31 As previously stated, creating more pedestrian/biking infrastructure is absolutely imperative.

32 It is a good idea to have temporary circles and curb extensions so that we can live with it and understand how they affect traffic in the neighborhood. If it is positive, then they should be installed permanently.
4/22/2023 11:38 AM
33 IMHO the current traffic on Clifton is due to subway construction on Wilshire.

35 I love this! It makes the street much more pleasant. Much better than all the stop signs every few blocks. And breaks up the straightness and city-ness of the street! 4/21/2023 1:41 PM
36 I live just north of Gregory Way on Le Doux Road.
37 I've lived on the corner of Clifton and Stanley for 23 years and witnessed the huge increase in traffic and crazy drivers! Thank you for trying to make it safer and extending the BH beautification budget to our part of the city. We need it!! 4/21/2023 11:13 AM
38 I would NOT support the demonstration project or installation of either traffic circles or curb extensions. I find them both to be more inconvenient than beneficial to residents. I would however support a traffic light and In-Road warning lights at crosswalks. 4/20/2023 11:49 PM
39 I live at the corner of Carson and Clifton and traffic on Clifton has increased significantly ever since a stop light was installed at La Cienega and Clifton and people could use Clifton as a thoroughfare between Robertson and La Cienega, thus avoiding Wilshire.

Q13 The Clifton-Le Doux Corridor Mobility Study is also exploring options for a pedestrian/bicycle signal at Wilshire/Le Doux to help people cross Wilshire without increasing traffic on Le Doux.

3 Thanks for addressing this traffic problem. I hope the quality of life for residents can be improved. Willaman, with its traffic lights, has become quite dangerous. 5/22/2023 9:40 AM
4 I like the idea of traffic circles starting at Doheny and continuing all the way to Le Doux 5/21/2023 12:46 PM 5 I walk on Clifton daily, and saw no improvement in my safety. The driving experience was worse, and more likely for a bike to swing out into traffic. 5/21/2023 8:37 AM
6 I live on Clifton/Arnaz.
7 If you'd like to see how these systems have failed miserably, please just look at Santa Monica.

5/8/2023 1:08 AM
8 Better and more effective Signage that you are entering Beverly Hills on Wilshire and Le Doux Road is needed. This is the first residential street you encounter with the upcoming METRO stop on La Cienega and Wilshire and it is imporant to focus on security and safety. 5/4/2023 2:05 PM
9 Again, thank you for anything and everything you can do along the N. Stanley Dr. area between Wilshire and Clifton.
5/3/2023 12:12 PM
10 If we would like more young people (and young families) to live here and support our BH schools, street safety is a good place to start!
4/27/2023 10:24 AM
11 Please find an automactic way to a bike ped crossing.
12 The pedestrian crossing at Foothill & Burton Way is long, and the "walk" sign is too short, forcing older people, people with disabilities and parents with toddlers in strollers to wait in the median strip, while traffic zooms by. Another ten seconds of "walk" at both northbound and southbound signals would be helpful.
4/26/2023 5:37 PM
13 These ideas were not properly tested I would go back and test them all during a traffic. And regarding the bicycle lines that have been put in the situation is unfortunately not realistic no one on a bicycle goes by my house it is jammed with traffic I would start it all over and retest on a Tuesday or Wednesday at 5 PM
4/26/2023 4:08 PM
14 Please consider Bike Lanes at as many streets/intersections as possible. Currently the bike facilities in Beverly Hills are nearly non-existent. Additionally, please improve pedestrian rightof-ways by installing Decorative Sidewalks / Pavers.

Thank you. 4/26/2023 4:00 PM
15 Fix La Cienega, and Wilshire and our problems will be reduced quite a bit 4/26/2023 3:58 PM Beverly Hills Clifton-Le Doux Corridor Mobility Study

16 Cities for people. Cities for kids. Not cars. Stop prioritizing motorists convenience over the safety of everyone else. The age of car centric development was a mistake. BH needs to get with the times. Small steps like this are progress, but BH needs to think bigger and move faster; we are in a climate emergency.
4/26/2023 3:38 PM
17 slow down the traffic, it is noisy and everyone use and speed as Wilshire is have a lot of construction, thank you
4/25/2023 4:02 PM
18 Green paint for bike lanes please! 4/25/2023 10:31 AM 19 I did not attend the the demonstration but I think all the intersections should have traffic calming.
4/24/2023 11:14 PM
20 Thank you ! 4/24/2023 9:33 PM
21 I am a cyclist and enthusiastic about expanding BH bike lanes! 4/23/2023 7:10 PM 22 The bike crossing is a great idea! Also more protected bike lanes so cyclists have safer commutes from Hollywood to Century City
4/22/2023 1:56 PM
23 This issue will be over when subway construction on Wilshire south of Clifton is completed.
4/21/2023 4:31 PM
24 Temporary study for 3 months would greatly help residents understand the impact and benefits. we do not want to be in a situation where the solution is worse than the problem.

Happy to help and discuss.
4/21/2023 2:02 PM
25 I love the project. I hope you put lots of the circles and curb extensions along the corridor- the more the better!
4/21/2023 1:44 PM
26 I live in the house I grew up in.
4/21/2023 11:54 AM
27 Please do not put traffic circles or curb extensions in my neighborhood. 4/20/2023 11:57 PM 28 You can put nicer street tree’s 4/20/2023 10:29 PM
29 As a resident at the above address for more than 50 years, I look forward to a solution to the current traffic problem in this area.

Dear Community Member,
As part of the Clifton-Le Doux Corridor Mobility Study, the City’s Public Works Department invites your participation in the review of:
 Preliminary community survey results
 Conceptual design options for potential permanent traffic calming devices on both streets
Feedback received from both the final survey results and the Traffic and Parking Commission will be used to determine next steps in a potential longer-term demonstration of traffic calming devices, as well as update conceptual design options for potential permanent traffic calming devices for future community consideration.

To take the community survey, please visit
www.beverlyhills.org/CliftonLeDoux by June 1, 2023.
