INTRODUCTION
The City receives a minimum of $100,000.00 annually under the state COPS grant program. To date, the City has accumulated $928,387.15. In order for the City to utilize these funds, a request for appropriation must be requested by the Chief of Police and approved by City Council. The Police Department has identified the need for additional qualified expenditures. These purchases will be made in Fiscal Year (“FY”) 2023/2024 with funds acquired under the SLESF-COPS program.

DISCUSSION
We are requesting that the City Council allow the Chief of Police to modify items previously approved and currently approved by the City Council in relation to the SLESFCOPS program as long as they are used for qualifying SLESF expenditures. The proposed adjustments are prompted by evolving circumstances and unanticipated challenges, necessitating a flexible approach to utilizing grant funds.

The proposed modifications do not alter the total grant amount or deviate from the originally approved budget. Further, the grant administrator does not require notification of any modifications to items approved by the City Council.

FISCAL IMPACT
Staff recommends that the City Council approve an appropriation of $364,000 from the Law Enforcement Grant Fund, specifically from Supplemental Law Enforcement Services Funds – Citizen’s Option for Public Safety (SLESF-COPS) program account #190-02105-0E407 (State COPS Grant) to fund purchases for the Police Department.

The costs associated with these purchases total $364,000 and will be made with funds from the SLESF-COPS Fund program account #190-02105-0E407. These funds may only be used for front-line municipal police services and must supplement and not supplant existing funding. The funds cannot be used for administrative overhead costs in excess of one-half percent of the total allocation. The allocation may not be used to fund the costs of any capital project or construction project that does not directly support front-line law enforcement.
