RECOMMENDATION
Staff recommends that City Council approve an appropriation of $92,628 for the installation, security, and maintenance of a temporary art display of 1,400 international flags and Shabbat Table weekly to honor those who lost their lives during the attack by Hamas on October 7, 2023.
INTRODUCTION
The Consulate General of Israel’s Office first presented the concept of a flag display to Mayor Gold in October 2023. The concept involved creating an art installation whereby one flag for each life lost is displayed, with each flag being representative of the nationality of the individual. Given that there were approximately 1,400 lives lost on October 7th, there would be approximately 1,400 flags installed. The Consulate General’s Office will provide the final number and nations to be represented.
DISCUSSION
At the City Council Study Session on November 7, 2023, Council approved two temporary art installations at City Hall, a Shabbat table and the Consulate General’s request for a flag display.
At the December 5, 2023 City Council Study Session, staff presented a request from the Consulate’s Office for the flag display to be installed in Beverly Gardens Park at the Meeting Date: January 23, 2024
intersection of Cañon Drive and North Santa Monica Boulevard surrounding the Peace and Love sculpture.
City Council approved the requested location and provided staff with the direction to proceed with installation. It was also the direction of City Council that security for the flags be provided 24 hours a day for the duration of the month-long installation.
The cost associated with the production and installation of the flags is $38,350, which includes a contingency for replacement flags. Staff worked with the Beverly Hills Police Department to determine the cost for security coverage for this installation. The total for 24-hour private security for 30 days will be $36,000. There will be a need to reseed the impacted turf. The estimated cost to reseed the installation area is approximately $2,500.
The total cost associated with the previously installed Shabbat Table display each Friday from November 15, 2023 through December 15, 2023 was $15,778.
FISCAL IMPACT
An appropriation of $92,628 for the installation, security, and maintenance of a temporary art display of 1,400 international flags and the previously installed Shabbat Table is being requested.
For City Council’s information, the tables below summarize additional Fiscal Year (“FY”) 2023-24 General Fund appropriations activity after budget adoption.
