RECOMMENDATION
Staff recommends the City Council approve the agreement between the City of Beverly Hills and Brentview Medical to provide the City with medical employment and occupational health exams.
This agreement is exempt from the bidding requirements under Beverly Hills Municipal Code Section 3-3-112 (G) (Professional Services).
INTRODUCTION
The City utilizes the services of Brentview Medical to conduct pre- and post-employment occupational health examinations as well as provide State mandated COVID-19 testing to employees when necessary.
DISCUSSION
The City began using Brentview Medical in 2012 and has continued to develop its relationship with this vendor because of its focus on occupational medicine and experience with pre- and post-employment occupational health. In alignment with transportation regulations, Brentview Meeting Date:

offers services such as Department of Transportation (DOT) physicals for commercial drivers and post-accident and reasonable suspicion drug and alcohol testing as well as the annual TB testing, respiratory screening and spirometry testing as needed for first responders (Fire and Police).
The vendor also conducts medical pre-screenings for certain specialized certifications for Police personnel. This proactive approach ensures that individuals in specialized roles possess the necessary qualifications, contributing to the effectiveness and efficiency of Police Department operations.
Additionally, Brentview provides COVID-19 testing services to comply with the State mandates related to Cal OSHA Covid Non-Emergency Prevention Regulations which requires the employer to provide access to free testing.
Over the years, Brentview has provided their services from two convenient locations (West Hollywood and Brentwood) and provides regular and timely communication with staff.
The agreement with Brentview calls for a term of three (3) years with the option of two (2) oneyear extensions and a consideration in the non-to-exceed amount of $100,000 per year. Beverly Hills Municipal Code 3-3-112 (G) allows an exception to the bidding requirement when the agreement is for professional services such as attorneys, physicians, architect, engineers, consultants, accountants, specialized printers or other individuals or organizations possessing a high degree of professional, unique, specialized or technical skill or expertise. In this case, Brentview will provide medical services, which falls within an exception to the bidding requirement.
FISCAL IMPACT
Funds for this agreement are available in the existing Human Resources and Risk Management budget.
