RECOMMENDATION
Staff recommends that City Council approve a one-time appropriation of $200,000 from the general fund for afterschool program instruction through various vendors.

INTRODUCTION
During the 2022-2023 school year the Beverly Hills Unified School District implemented universal transitional kindergarten and approved an afterschool grant program that increased the need for additional afterschool enrichment programs provided by the City.

This resulted in 200 children participating in after-school programs and enrichment class offerings. To meet this demand, the City contracted with multiple vendors for additional enrichment classes and after-school programming and Community Services brought forward a request for a one-time appropriation of $75,000 on March 21, 2023 to cover the increase in programming.

DISCUSSION
The City’s demand for after-school programming doubled from the 2022-23 to the 2023- 24 school year resulting in the need to expand program offerings. The need for enrichment classes was increased following the implementation of universal transitional kindergarten. These additional students required after-school care and with limited spaces in Adventure Camp, additional enrichment classes were offered by current and new vendors. At the end of the 2022-2023 school year, the unmet demand resulted in many complaints to City Council, the BHUSD School Board, and the Recreation and Meeting Date: February 6, 2024

Parks Commission requesting additional programs. To meet this need, Community Services increased their offerings for the 2023-24 school year, servicing over 400 students, which is now double from the year prior.

The additional increase in programming cannot be absorbed in Community Services’ current operating budget. An appropriation is being requested to continue the current level of after-school enrichment, youth and teen programming at a level that meets the needs of the community.

FISCAL IMPACT
Community Services has a base budget of $50,000 for after-school programming. Staff is requesting a one-time appropriation of $200,000 from the general fund to carry out the programs for fiscal year 2023-2024. Ongoing funding for the expanded programs will be requested through the annual budget process. Revenue offset is generated at a 70/30 split with contractual vendors providing after-school care and enrichment programs.

For City Council’s information, the tables below summarize additional Fiscal Year (“FY”) 2023-24 General Fund appropriations activity after budget adoption. With approval of this additional General Fund appropriation of $200,000, additional appropriations will total $16.9 million. Factoring in the estimated $10.1 million increase to unassigned fund balance (based on FY 2022-23 results and including the projected FY 2023-24 surplus), an additional $6.8 million of existing unassigned reserves will be required to support these appropriations.
