Meeting Date: February 6, 2024
INTRODUCTION
This project scope of work includes the reconstruction of the aged roadway and curb and gutter on Copley Place and portions of Copley Drive. Copley Place is a concrete street that was originally built over 80 years ago that currently has significant damage due to utility cuts and general wear and tear.
DISCUSSION
On December 12, 2023, a Notice Inviting Bids was published on the City’s PlanetBids web portal and was advertised in the Beverly Hills Courier and Beverly Press. Twelve (12) prospective bidders downloaded the project construction documents as prime contractors, and on January 18, 2024, five (5) bids were received as follows:
PaveWest, Inc. $1,241,317.00
PALP dba Excel Paving $1,424,580.00
Gentry General Engineering, Inc. $1,965,120.00
Toro Enterprises, Inc. $2,283,800.00
Doja, Inc. $2,488,000.00
Engineer’s Estimate $1,635,500.00
The above bid amounts were tabulated using unit prices, which take precedence over the submitted total bid amounts. All documents submitted by these bidders were in order, and the low responsible bidder is PaveWest, Inc. PaveWest, Inc. is a general contractor in good standing based in Artesia, California.
Staff recommends that the lowest bid be accepted and a contract awarded to PaveWest, Inc.
ENVIRONMENTAL ASSESSMENT
The Project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.), the State CEQA Guidelines (California Code of Regulations, Title 14, Section 15000 et seq.), and the environmental regulations of the City. Upon review by Public Works Department staff, the project appears to qualify for a Class 1 Categorical Exemption (Existing Facilities) in accordance with the requirements of Section 15301(c) of the state CEQA Guidelines. This exemption is applicable to the maintenance or minor alteration of existing public facilities involving negligible or no expansion of existing or former use. Therefore, it is recommended that City Council find the project exempt from further review under the provisions of CEQA.
