INTRODUCTION
This report provides information and requests City Council acceptance of the contract work indicated below and authorization of the City Clerk to record the Notices of Completion with the Los Angeles County Recorder.
DISCUSSION
Concrete Slab Repair and Application of a Traffic Coating Project at 440 N. Camden Drive Parking Structure
The Capital Improvement Program (CIP), CIP# 00936, includes projects addressing concrete rehabilitation and waterproofing for the City’s parking facilities geared toward maintaining structural integrity and ongoing maintenance of parking structures. Due to the high usage of 440 N. Camden Drive Parking Structure, the resurfacing of concrete slabs above tenant spaces was necessary. Furthermore, concrete spalling was observed at various areas of existing slab and repair was deemed necessary. Slab repairs and coating application have been completed, and staff recommends acceptance of the described contract work with Angelus Waterproofing & Restoration, Inc.
Due to added scope to extend the area of coating, one change order was issued during construction.
Staff from Public Works and Community Development inspected the work and are satisfied that all work has been performed consistent with construction documents. 331 Foothill Road Overhangs Waterproofing Project
331 Foothill Road building is a four (4) story office building with commercial tenant spaces.
Built in 2008, the building features several overhangs coated with fluid-applied elastomeric deck coating. Over the past winter with heavy rainfalls, various leaks were observed in the building. After investigation, the upper-level overhangs were identified as the source of water intrusion. Existing deck coating was deteriorated and needed to be replaced. The scope of work included removal of the failing coating system and replacement with new cold-fluid-applied polyurethane roofing/waterproofing system to prevent further water intrusion at the building. Due to the height of the overhangs, a complete scaffolding system was erected.
During the course of construction, several unforeseen conditions were discovered with the overhang substrate under the deck coating system, which were above and beyond what was anticipated. The existing substrate was not installed per original documents and was completely compromised, which had contributed to the corrosion of metal flashing below the substrate as well. As a result, one change order was issued to rebuild the substrate and replace corroded metal surfaces. The change order amounted to $42,086.55 (approximately 21% of the bid amount), exceeding the 10% contingency set aside to cover unforeseen conditions, and was approved by City Manager.

Police Facility High Speed Roll-Up Doors Replacement Project The Fiscal Year 2023/24 Capital Improvement Project No. 00933 identifies projects addressing ongoing requirements for upgrades and improvements to the Police Facility.
The Beverly Hills Police Department was originally constructed in 1990. Three high speed, high frequency automatic roll-up doors provide ingress and egress access for police cars and motorcycles. As part of the ongoing maintenance of the facility, a need was identified to replace these doors, which reached the end of their usable life.
The base scope of work consisted of replacing the existing metal hydraulic doors with new electric motor driven aluminum curtain doors that achieve an opening speed of 42 inches per second. The work included a safety loop to be installed at the Civic Center Drive side that enables the new roll-up door and the existing driveway swing gate to operate in tandem with each other. In addition, the scope of work included quarterly inspection and service of the doors, as well as a two-year parts and one-year labor warranty.
During the course of construction, a change order was issued for an addition of safety photo-eyes at the Civic Center Drive driveway as an additional scope.
Staff from Public Works and Community Development Departments have inspected the work and are satisfied that all work performed is consistent with construction documents and permitted drawings.
FISCAL IMPACT
Concrete Slab Repair and Application of a Traffic Coating Project at 440 N. Camden Drive Parking Structure
Funding for this work is budgeted in Fund 810, Capital Improvements Program No. 00936, Parking Facility Concrete Rehab and Waterproofing. The total contract amount is $140,730, which includes a contingency amount of $18,356. Due to added scope, one change order was issued totaling $8,200. The total project cost amounts to $130,574, thus a balance of $10,156 will be credited back to the original funding source.
The current amount paid on the contract is $124,045.30 with a retention balance of $6,528.70 to be paid 35 days after recording the Notice of Completion. 331 Foothill Road Overhangs Waterproofing Project
Funding for this work is budgeted in Fund 405, Capital Improvements Project No. 00833, Building Envelope Improvements on City Structures. The total contract amount is $219,450 which includes a contingency amount of $19,950. Due to existing unforeseen conditions, one change order in the amount of $42,086.55 was issued. The total project cost amounts to $241,586.55.
The current amount paid on the contract is $229,507.22 with a retention balance of $12,079.33 to be paid 35 days after recording the Notice of Completion.
Police Facility High Speed Roll-Up Doors Replacement Project The total contract amount is $327,478 which includes a contingency amount of $42,715.
Due to added scope and existing conditions, one change order was issued totaling $5,000. The change order included work to provide additional safety photo-eyes at the Meeting Date: February 6, 2024
Civic Center Drive driveway. The total project cost amounts to $289,763; therefore $37,715 will be credited back to the original funding source.
The current amount paid on the contract is $275,275, with a retention balance of $14,488 to be paid 35 days after recording the Notice of Completion.
