RECOMMENDATION
Staff recommends that the City Council approve a purchase order in the not-to-exceed amount of $120,000.00 for the purchase of SWAT Tactical Heavy Vests and Armor Plates from F.S.O.C. LLC.
INTRODUCTION
SWAT officers operate in a high-risk environment. The potential for an armed confrontation is elevated above the daily risks associated with law enforcement work.
Due to the risks involved in SWAT operations, special vests have been developed to provide a higher level of protection.
DISCUSSION
The current vests and armor plates have reached their end-of-life cycle and have expired. This purchase would replace the outdated SWAT Tactical Heavy vests and armor plates currently in use by the SWAT Team.
FISCAL IMPACT
The costs associated with this purchase shall not exceed the amount of $120,000.
These items will be purchased with Fund 400 Equipment Replacement Funds (40009917-740300). These funds have accrued to cover the current replacement cycle for this equipment.

The members of the Special Weapons and Tactics Team (SWAT) primary focus is to respond to exceptional situations that require heavy body protective equipment to provide protection against deadly weapons assaults. They are assigned many different roles within the Police Department to include responding to dynamic high-risk situations which include wanted, armed, and other felonious offenders. Based on these assignments, there is a legitimate need for a rapidly donned ballistic vest with level III protection.
The benefit of this type of system is as follows:
• Higher level of ballistic protection (Level III composite plate front and rear) • The ability to rapidly re-configure to allow for dynamic mission preparation such as the attachment of additional rifle and handgun ammunition magazines • The ability to attach a Taser
• Being able to quickly don and doff the vest
• The ability to visibly distinguish the wearers as Police Officers (High Visibility) • Greater level of mobility and comfort
On September 11, 2023, the City of Beverly Hills Police Department released a Request for Proposal (RFP) soliciting vendors for SWAT Heavy Vests. BHPD received approximately 12 bid responses. Over the last several months the SWAT Team members reviewed and tested different types of SWAT Heavy vest and armor plates.
After testing and evaluating these SWAT Heavy Vests and armor plates, the SWAT team members recommended the First Spear Strandhogg SAPI cut Plate Carrier from F.S.O.C.
LLC for their needs. There were several factors for selecting this vest from the others evaluated. This vest has a proprietary clasp system (Tubes Technology) that secures the front panel with the side panels, making it easier and faster to don/doff than common hook and loop “Velcro” systems. It also means less weigh/bulk, less noise and will not wear out. This vest also has an attachment system that secures pouches to it more securely than the traditional MOLLE system and reduces weight. The vest has additional pockets within the front and back panel that allow for the option of adding level IIIA soft ballistic inserts. Additionally, this vest includes side cumber buns that come with level IIIA soft panel inserts for added ballistic protection. Lastly, the First Spear Strandhogg 2 of 2
SAPI cut Plate Carrier was the most comfortable to wear and the easiest to don and doff.
It should be noted that First Spear stands by all of their products and will repair/replace any item that becomes defective as a result of the workmanship in the production or as a result of a defect in the material.
The SWAT Team recommends that F.S.O.C. LLC be utilized to purchase the First Spear Strandhogg SAPI cut Plate Carrier. For the following reasons:
• The purchase price is among the top two lowest bids received. • Received top Scores for the durability, configuration, material, appearance, and comfort of the SWAT Heavy Vests
• Additionally, received top scores for the customization capabilities, sizes/fit, and Point Blank certification, which is designed to stop rifle ammunition.

Vendor Selected: First
Spear
Justification: Although the Galls-Point Blank vest was a close runner-up, the First Spear vest is the first selection. This is due to the customizability, modularity, light weight to minimize fatigue during long operations and the experience we have had with the vendor during the testing and evaluating process.
