RECOMMENDATION
Staff recommends that City Council accept the described work for the Foothill Water Treatment Plant Pre-Treatment System within the City of Beverly Hills, California by Shimmick Construction Company, Inc. in the final amount of $10,514,399.32 and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for the acceptance of the contract work in the final amount of $10,514,399.32 and authorization for the recordation of the Notice of Completion by the City Clerk with the Los Angeles County Recorder.
DISCUSSION
On June 16, 2020, a contract in the amount of $9,919,000 was awarded to Shimmick Construction Company, Inc. (Shimmick) on the basis of competitive bids received after public advertising. Additionally, a contingency in the amount of $1,487,850 (15%) was approved, for a total purchase order amount of $11,406,850. This project provided modification to the Treatment Plant to add pretreatment components to address the issue of membrane fouling and improve functionality. With this initial rehabilitation, the plant has a treatment capacity of approximately 2.7 million gallons per day (MGD).
Meeting Date: March 11, 2024
All construction components were inspected, and staff is satisfied that the work was completed according to the contract documents approved for this project. The Treatment Plant was recommissioned and re-permitted by the Division of Drinking Water in April 2022. The Treatment Plant has produced as of February 2024 approximately 1,130 AcreFeet (AF) of treated local supply. The raw water source is the Hollywood Basin Wells, Maple Wells, and La Cienega Well No. 1 that contributed approximately 12% to the raw water volume and allowed to operate the plant more effectively and frequently. The water quality is exceeding all regulatory water quality standards and reducing the City’s reliance on Metropolitan Water District imported water since startup. With the expansion of the Treatment Plant, the number of required water quality State and Federal routine regulatory constituents to be analyzed has increased from 12,931 to a minimum 22,241.
In addition, the sand separators that were installed as part of this project were effective in reducing the number of clean-in-place of the RO membranes to only two times.
Following the completion of additional wells in the La Brea Subarea, the Treatment Plant will be expanded to treat approximately five MGD. The pre-treatment system was installed within the existing footprint of the Treatment Plant and was designed to accommodate the final capacity of the Treatment Plant. However, a second train of the Reverse Osmosis (RO) system will need to be installed in the future to accommodate the final capacity of the plant.
FISCAL IMPACT
The original construction contract purchase order was $11,406,850 (including a contingency in the amount of $1,487,850). The final contract amount is $10,514,399.32, leaving a purchase order balance of $973,450.68, which will be returned to the Water Enterprise Fund.
The current amount paid on the contract is $10,312,107.87 with a retention balance of $202,291.45 due to be paid 35 days after the recordation of the Notice of Completion. A partial retention amount of $323,428.49 was released to the contractor in June 2023 upon the completion of construction and the City taking beneficial use of the Treatment Plant in April 2022.
