RECOMMENDATION
Staff recommends City Council approve a change order in the amount of $50,000 for a total notto-exceed amount of $450,000 for Fiscal Year 2023/2024 to provide temporary staffing on an asneeded basis.
INTRODUCTION
This item requests the City Council approve a change purchase order for Robert Half International, Inc. for temporary staffing on an as-needed basis.
DISCUSSION
The City began contracting with Robert Half International, Inc. (“Robert Half”) in October 2003 to provide temporary staffing on an as-needed basis. Temporary employment serves as a means to address staffing needs during recruitment processes or in instances where an employee is on extended leave, providing a flexible solution to maintain operational continuity. The City has worked with Robert Half due to the firm's reputable expertise in providing high-quality temporary Meeting Date: March 18, 2024

staffing solutions coupled with its extensive network of skilled professionals, making it a preferred choice for the City's temporary employment needs.
A single contract managed by the Human Resources Department for all City departments is used for engaging temporary staffing solutions through Robert Half. This streamlined strategy ensures consistency and standardization in the process of acquiring and paying for temporary staff. By adopting one contract citywide, administrative complexities are minimized, facilitating a more efficient and transparent process for both the City and Robert Half.
At the June 6, 2023 meeting, the City Council authorized the City Manager to approve a $300,000 purchase order for Fiscal Year (“FY”) 2023-2024. Additionally, the City Manager approved a change purchase order in the amount of $100,000. This change purchase order exhausted all purchase order approval authority at the staff level (Purchasing Levels 1-3) and any subsequent changes require the approval of the City Council.
At the start of the current Fiscal Year, staff across all departments had projected an allocation of $300,000. Due to unforeseen increases in temporary staffing needs, an additional increase in the purchase order is needed for the continuation of temporary employment services provided by Robert Half for FY 2023-2024. This will allow departments currently using temporary staffing to maintain operational continuity through the end of the current fiscal year.
FISCAL IMPACT
No appropriation is required at this time for requested change purchase orders for Robert Half International, Inc. Funding for these expenses is provided in the respective departments’ contractual services budgets.
