DISCUSSION
The City of Beverly Hills has experienced unprecedented protest activity since May 2020 and continues to experience protests for a variety of reasons throughout the Business Triangle and in Beverly Gardens Park.

On October 13, 2020, the City Council approved Agreements with Covered 6 and Nastec to provide armed uniformed security services due to the anticipation of continued, unprecedented protest activity in the City along with heightened concerns around the November 3, 2020 general election. The report recommended, and the City Council approved, additional security support for the Business Triangle.

Since then, the City has extended the termination date for these agreements, increased the consideration, and expanded the scope of work for both Covered 6 and Nastec as the City continues to experience events requiring ongoing, supplemental armed uniformed security services due to the following activities: animal rights protests, repeated smashand-grab incidents at various retail stores in Southern California, a rise in violent crime within the Los Angeles area, and intermittent protests for a variety of other political issues.

On June 27, 2023, the agreements with Covered 6 and Nastec were amended to extend the termination date through December 31, 2023 as staff was anticipating the release of a RFP in the summer of 2023. Corresponding FY 23-24 purchase orders with an estimate of what the costs would be for the first months of the fiscal year were approved by the City Council that evening.

On August 1, 2023, staff released a request for proposal (RFP) to ensure the City receives the highest quality armed uniformed security services at a fair price. Proposals were due on September 15, 2023. The City received responses from 22 companies. The written submissions were evaluated and scored by City staff who then recommended seven companies move forward in the process for oral interviews.

As oral interviews were scheduled for November 28, 2023, and expenditures for security services were exceeding the initial allocation for FY 23-24, a staff report was taken to the City Council on November 21, 2023 to add funding to both Covered 6’s and Nastec’s purchase orders while the RFP process continued.

On December 11, 2023, the City Council approved amendments to the agreements Covered 6 and Nastec to extend the termination date through February 29, 2024 (Item E14). This extension would allow staff sufficient time to finalize the scores for the RFP and to negotiate new agreements.

On February 20, 2024, the City Council awarded agreements for armed uniformed security services to Nastec and Covered 6 with a commencement date of March 1, 2024.

Since January 1, 2024, invoicing for Nastec and Covered 6 has exceeded the initial estimates from November 21. This is partially due to the new armed uniformed security agreements going into effect on March 1, 2024 as well as security for the art display in Beverly Gardens Park to honor those who lost their lives during the attack by Hamas on October 7, 2023.

FISCAL IMPACT
Funding for these services was approved by the City Council when the Fiscal Year 2023- 2024 budget was adopted in June of 2023. Therefore, no further appropriation is needed at this time.

Chief of Police
