Subject: Public Comment to be read at today's City Council Meeting Subject: Request to Reconsider the Sustainability Administrator Position to a Chief Sustainability Officer (CSO) position
Dear Mayor and Council,
I am writing on behalf of the Citizens Action Committee (CAC) for the Climate Action and Adaptation Plan (CAAP) to express our opposition to the City's proposal to hire a Sustainability Administrator.
The CAC was established approximately two years ago to engage Beverly Hills residents on sustainability and resilience concerns related to climate change and carbon emissions. Over this period, we dedicated significant time and effort to understanding residents' concerns, exploring feasible solutions, and envisioning what our city could accomplish in terms of sustainability and resilience.
As part of this process, the CAAP was developed and entrusted to an external consultant at a considerable expense to incorporate our community's input into a comprehensive plan. However, one key aspect that the CAC consistently emphasized was the need for a Chief Sustainability Officer (CSO) who would report directly to the City Manager.
The responsibilities of a CSO extend far beyond the scope of the CAAP. The CSO will be instrumental in creating a functional sustainability department and leading the entire Sustainability Program of the City, including its development, implementation, and monitoring. The Sustainability department must operate autonomously from other departments to ensure that sustainability initiatives are executed without the constraints or influence of other departmental agendas.
Our research and discussions with CSOs from other cities and counties have reinforced the importance of the CSO functioning as its own department, independent from other entities within the City. This autonomy is essential to prioritize sustainability as a core mandate, rather than being overshadowed by other departmental priorities.
Therefore, we urge the City to reconsider the decision to hire a Sustainability Administrator and instead move forward with the appointment of a Chief Sustainability Officer who reports directly to the City Manager, ensuring the effectiveness and success of our sustainability initiatives.
Thank you for your attention to this matter.
Sincerely,
Wendy Nystrom (Co-Chair)

Subject: F 1 Housing Element on ADUs

Please provide this e-mail to council members and to the appropriate staff members prior to tonight’s council meeting, and please also read the message at the meeting.
Thank you.

On page 478 of the proposed Housing Element, a copy of which is attached, an Action Item indicates that the council will consider allowing an increase in the permitted height up to the height of the primary rsidence for ADUs built above a garage in single-family zones.
That would relate to the considerations made by the council at the last council meeting on March 11. However we noticed that such a consideration was not on the agenda for consideration. So we contacted planning department personnel and urged them to make sure it would be considered. We were advised that it had been considered by the planning commission but not recommended. However, we thought that since it was supposed to be considered by the council as the city represented in the housing element, and that the council has the last word, that it should have been included in the agenda for the council’s consideration, and we sent an e-mail requesting that consideration.
Although the issue was covered in our attached e-mail which also included another issue, only the other issue was briefly discussed by the 3 council members who were present. Because this option was neither considered nor allowed, residents must now pay over $20,000 to have such a request considered by the planning commission. Consequently, on page 478 of the proposed housing element, this Action Item which never occurred, should be removed.
Thank you.
