INTRODUCTION
The Greystone Mansion, built in the 1920s, is listed as Landmark No. 4 by the City of Beverly Hills. Design and construction was the work of Mr. and Mrs. Edward L. Doheny and Master Architect Gordon Kaufmann. The house is recognized as a landmark and serves as a museum, in a broad sense, and a park to the Beverly Hills community and the general public.
In 2007, the City completed a Rehabilitation and Marketing Strategy titled “Historic Greystone: A Vision for the Future,” with the core concern to preserve and, in some cases, restore the historic integrity of the site while allowing for the increased demand and changing needs of a large public event facility.
DISCUSSION
The Greystone Pool House is a standalone historic building constructed in 1929. The exterior space is used for various events at Greystone, including the Catskills West Theater Arts Camp, which is held in the summer. The interior space consists of dressing rooms that are primarily used for weddings. The pool house structure consists of formed concrete wall construction, sandstone veneer, limestone features, and some exterior plaster. A wood trellis covers the front patio area. The roof is a concrete deck with brick pavers surrounded with stone clad parapet walls. The structure is built into the embankment on the rear and east sides.
The interior of the pool house had extensive mold due to water intrusion when it rains.
The first phase of the restoration of the pool house involved mold remediation and demolition of the interiors of the pool house, and this work was completed in 2022.
The second phase of the restoration of the pool house will include restoration of the trellis at the entry of the pool house, new waterproofing on the walls and roof deck, repointing of the grout at the exterior stone walls, and new interior finishes such as countertops, sinks, plumbing fixtures, flooring and paint. Kaplan Chen Kaplan Architects was contracted to prepare architectural drawings, and Allana Buick & Bers was contracted to prepare waterproofing drawings.
Through a pre-qualification process, three general contractors are listed on the City’s qualified list of general contractors, and they were all invited to submit bids for the work.
The project was posted on PlanetBids on January 8, 2024, for informal bidding in accordance with the Public Contract Code Section 22034. During this first round of bidding, two bids were submitted, but both bids were deemed non-responsive due to the lack of subcontractors being listed and the second bidder did not include a bid bond.
The project was posted to PlanetBids again on March 14, 2024, for informal bidding in accordance with the Public Contract Code Section 22034, and the two bids received are as follows:
Basis of Selection
Base Bid Add Alt 1 Add Alt 2 20 days delay
K.C. Restoration Co., Inc. $1,742,679 $35,000 $17,800 $8,000 BBS Construction, Inc. $1,860,000 $85,000 $28,000 $0
The bid documents included two add alternates. The first add alternate is the repointing of missing or loose grout at the exterior stone at the pool house stairs. The second add Meeting Date: April 16, 2024
alternate is the installation of a new exterior plaster ceiling at the entryway between the two dressing rooms.
The bid documents specify that the low bid is determined by the sum of the base bid, plus Add Alternate #1 and Add Alternate #2, and the compensable delay cost for 20 days.
BBS Construction, Inc. did not include a complete list of their subcontractors, and their bid is therefore deemed non-responsive. K.C. Restoration Co., Inc. is the lowest responsible bidder, and they submitted a fully responsive bid. As reported by the State Contractors Licensing Board, K.C. Restoration Co., Inc. maintains a license that is current and in good standing. K.C. Restoration Co., Inc. has also successfully executed similar work and is qualified to complete this project.
A contingency of $269,322, 15% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. The contract is anticipated to be completed within 210 calendar days from the date specified in the notice to proceed, resulting in an estimated completion in early 2025.
Environmental Review
Approval of the Greystone Pool House Restoration and Waterproofing Project was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines and the environmental regulations of the City. Staff believes the approval of the proposed improvements is exempt from CEQA pursuant to the “Existing Facilities” Section 15301 of Title 14 of the California Code of Regulations because the work involves no expansion of use within the existing pool house. Based on the foregoing, staff recommends City Council find that the project is exempt from CEQA pursuant to CEQA Guidelines Section 15301 Existing Facilities.
FISCAL IMPACT
Funds necessary to complete this project are currently appropriated in the Greystone Park Improvements CIP 00442 in Fund 160 (Parks and Recreation Facilities), and no additional appropriations are requested at this time.

Director of Public Works
