RECOMMENDATION
Staff requests City Council consideration and approval regarding the request to extend the commission terms for both Commissioner Jill Tavelman Collins, Cultural Heritage Commission (CHC) and Commissioner Ira Friedman, Charitable Solicitations Commission (CSC).
The City Clerk’s Office will also continue to actively seek candidates for these two commissions until further notice.
INTRODUCTION
The City Clerk’s Office has been engaged in the recruitment of various commission vacancies. Unfortunately, the office has received a limited number of applications for various commission openings.
Per the City Council Handbook, for one position, there should be a minimum of three (3) applications, and for two open positions there should be a minimum of five (5) applications.
This report requests the City Council consider the approval of a temporary extension of terms for the following commissioners’ whose terms are set to conclude on June 30, 2024.
- Jill Tavelman Collins, Cultural Heritage Commission
- Ira Friedman, Charitable Solicitations Commission
Meeting Date: May 21, 2024
DISCUSSION
The recruitment process to fill upcoming commission vacancies has been challenging. In order to prevent undue hardship on the commissions which have unfilled vacancies, the request is the following:
Cultural Heritage Commission (CHC)
The CHC’s City Council Liaisons are Mayor Lester J. Friedman and Councilmember Craig A. Corman.
Commissioner Jill Tavelman Collins’ term will conclude on June 30, 2024. The request is to seek City Council approval extend Commissioner Collins’ term by allowing her to complete former commissioner Craig Corman’s term which was scheduled to conclude on 12/31/2024.
This will allow for a continuity of the commission with an experienced member of the group. The commission as it stands now, is scheduled to have four new commissioners within a very short period of time.
• Jill Tavelman Collins:
o Term Expires - June 30, 2024
• Craig Corman (elected to City Council - immediate vacancy):
o Term Expires - December 31, 2024
• Kimberly Vinkour:
o Term Expires - June 30, 2025
• Marc Teren:
o Term Expires - December 31, 2025
Currently, there are enough applications to move forward with interviews. Provided there are enough qualified applicants, the interview panel recommends the appointments of at least two seats, with the possibility of three seats for this commission (if appropriate).
The following is proposed for City Council consideration:
- A new person be appointed to fill Commissioner Collins’ current scheduled vacancy starting July 1, 2024.
- Commissioner Collins’ term be on the commission be extended to complete former Commissioner Craig Corman’s term until December 31, 2024. - A new person be appointed to fill former commissioner Craig Corman’s seat starting January 1, 2025.
- A third person may also be appointed (if approved by the interview panel) to also fill Commissioner Kimberly Vinokur’s upcoming scheduled vacancy. The new appointee would begin on July 1, 2025.
Charitable Solicitations Commission (CSC)
The term for Commissioner Ira Friedman is scheduled to conclude on June 30, 2024.
The Commission Liaisons are Vice Mayor Sharona R. Nazarian, PsyD and Councilmember John A. Mirisch.
Meeting Date: May 21, 2024
The City Clerk’s Office has advertised the recruitment for this position twice, with very little response. Interviews cannot take place without a minimum of 3 applicants for one position.
It should be noted, that the Commission Standardization Committee is currently reviewing various commissions roles and responsibilities. However, until a decision can be recommended to the City Council, it is requested that Commissioner Ira Friedman’s position be extended to “as needed” which is until the position is either filled or a determination regarding the future of this commission has been approved by the City Council.
