Photograph taken December 15, 2022 showing the concrete walls and debris encountered in the test pit. Water can also be seen at the deepest part of the excavation.
CONCLUSIONS
Buried concrete walls exist below grade in the parking lot in the area which exhibited distress. A structure is thought to have existing on this site in the 1920's. A plan provided by the City shows the structure. That plan is included in the appendix of this report. It is probable that the concrete walls observed during exploration were part of the 1920's era structure.
Due to the limited area available for the exploration, the overall size of the structure is not known.
It is possible that this is a former vault or basement servicing the former 1920's era structure discussed above. The subterranean walls were most likely abandoned by filling the void with loose earth materials mixed with demolition debris. This office has observed similar conditions on other properties abandoned before the strict enforcements of building codes.
Over the years, as water percolated through the asphalt and fill materials, it pooled on the subterranean concrete slab. The pooling water wetted the fill causing the fill materials to consolidate. The consolidation of the fill created a void which over time became larger and disturbed the fill to the surface causing the distress observed in the asphalt.

RECOMMENDATIONS
December 20, 2022
File No. 22304
Page4
The best overall method to return the restore the parking lot would be to excavate the area, remove the existing buried debris and concrete structures and refill the void with compacted earth materials. Existing fill materials could be reused, however they would need to be cleaned of oversize materials and deleterious debris. Oversized, non-deleterious materials could be crushed and reused in the compacted fill. Recommendations for use of crushed materials appear in the Grading Guidelines, below. This method would result in the highest quality subgrade for the parking lot.
As an alternative the concrete structures could be allowed to stay in place. The lower slab would require perforation to allow for drainage. A minimum 4 inch perforation should be a minimum of 8 feet on center. The concrete walls should be removed a minimum of 3 feet below the pavement subgrade. As much of the deleterious debris as possible should be removed. The resulting void should be refilled with compacted earth materials. Existing fill materials could be reused, however they would need to be cleaned of oversize materials and deleterious debris. Oversized, nondeleterious materials could be crushed and reused in the compacted fill. Recommendations for use of crushed materials appear in the Grading Guidelines, below. This method would not result in the highest quality subgrade for the parking lot. Pavement constructed in this manner will most likely have a shorter design life and increased maintenance costs.
These options would most likely require shutting down the entire parking lot and would require importation of earth materials to make up for the volume of the removed concrete structures and removed debris.
GRADING GUIDELINES
Site Preparation
• A thorough search should be made for possible underground utilities and/or structures. Any existing or abandoned utilities or structures located within the footprint of the proposed grading should be removed or relocated as appropriate.
• All vegetation, existing fill, and soft or disturbed geologic materials should be removed from the areas to receive controlled fill. All existing fill materials and any disturbed geologic materials resulting from grading operations shall be completely removed and properly recompacted prior to foundation excavation.
• Any vegetation or associated root system located within the footprint of the proposed structures should be removed during grading.

• Subsequent to the indicated removals, the exposed grade shall be scarified to a depth of six inches, moistened to optimum moisture content, and recompacted in excess of the minimum required comparative density.
• The excavated areas shall be observed by the geotechnical engineer prior to placing compacted fill.
Compaction
Comparative compaction is defined, for purposes of these guidelines, as the ratio of the in-place density to the maximum density as determined by applicable ASTM testing.
All fill should be mechanically compacted in layers not more than 8 inches thick. The materials placed should be moisture conditions to within 3 percent of the optimum moisture content of the particular material placed. All fill shall be compacted to at least 90 percent of the maximum laboratory density for the materials used. The maximum density shall be determined by the laboratory operated by Geotechnologies, Inc. in general accordance with the most recent revision of ASTM D 1557.
Field observation and testing shall be performed by a representative of the geotechnical engineer during grading to assist the contractor in obtaining the required degree of compaction and the proper moisture content. Where compaction is less than required, additional compactive effort shall be made with adjustment of the moisture content, as necessary, until a minimum of90 percent compaction is obtained.
Acceptable Materials
The excavated onsite materials are considered satisfactory for reuse in the controlled fills as long as any debris and/or organic matter is removed.
Geotechnoloaies. Inc.

Any imported materials shall be observed and tested by the representative of the geotechnical engineer prior to use in fill areas. Imported materials should contain sufficient fines so as to be relatively impermeable and result in a stable subgrade when compacted. Any required import materials should consist of geologic materials with an expansion index ofless than 20. The watersoluble sulfate content of the import materials should be less than 0.1 % percentage by weight.
Imported materials should be free from chemical or organic substances which could affect the proposed development. A competent professional should be retained in order to test imported materials and address environmental issues and organic substances which might affect the proposed development.
Utility Trench Backfill
Utility trenches should be backfilled with controlled fill. The utility should be bedded with clean sands at least one foot over the crown. The remainder of the backfill may be onsite soil compacted to 90 percent of the laboratory maximum density. Utility trench backfill should be tested by representatives of this firm in general accordance with the most recent revision of ASTM D 1557.
Wet Soils
At the time of exploration the soils which will be exposed during grading were locally above optimum moisture content. It is anticipated that the excavated material to be placed as compacted fill, and the materials exposed at the bottom of excavated plane will require significant drying and aeration prior to recompaction.
Pumping (yielding or vertical deflection) of the high-moisture content soils at the bottom of the excavation may occur during operation of heavy equipment. Where pumping is encountered, angular minimum ¾-inch gravel and/or crushed concrete should be placed and worked into the subgrade. The exact thickness of the gravel would be a trial and error procedure, and would be determined in the field. It would likely be on the order of 1 to 2 feet thick.

The gravel will help to densify the subgrade as well as function as a stabilization material upon which heavy equipment may operate. It is not recommended that rubber tire construction equipment attempt to operate directly on the pumping subgrade soils prior to placing the gravel.
Direct operation of rubber tire equipment on the soft subgrade soils will likely result in excessive disturbance to the soils, which in turn will result in a delay to the construction schedule since those disturbed soils would then have to be removed and properly recompacted. Extreme care should be utilized to place gravel as the subgrade becomes exposed.
Shrinkage
Shrinkage results when a volume of soil removed at one density is compacted to a higher density.
A shrinkage factor between 5 and 15 percent should be anticipated when excavating and recompacting the existing fill and underlying native geologic materials on the site to an average comparative compaction of 92 percent.
Weather Related Grading Considerations
When rain is forecast all fill that has been spread and awaits compaction shall be properly compacted prior to stopping work for the day or prior to stopping due to inclement weather. These fills, once compacted, shall have the surface sloped to drain to an area where water can be removed.
Temporary drainage devices should be installed to collect and transfer excess water to the street in non-erosive drainage devices. Drainage should not be allowed to pond anywhere on the site, and especially not against any foundation or retaining wall. Drainage should not be allowed to flow uncontrolled over any descending slope.
Work may start again, after a period of rainfall, once the site has been reviewed by a representative of this office. Any soils saturated by the rain shall be removed and aerated so that the moisture content will fall within three percent of the optimum moisture content.

Surface materials previously compacted before the rain shall be scarified, brought to the proper moisture content and recompacted prior to placing additional fill, if considered necessary by a representative of this firm.
Abandoned Seepage Pits
No abandoned seepage pits were encountered during exploration and none are known to exist on the site. However, should such a structure be encountered during grading, options to permanently abandon seepage pits include complete removal and backfill of the excavation with compacted fill, or drilling out the loose materials and backfilling to within a few feet of grade with slurry, followed by a compacted fill cap.
If the subsurface structures are to be removed by grading, the entire structure should be demolished. The resulting void may be refilled with compacted soil. Concrete and brick generated during the seepage pit removal may be reused in the fill as long as all fragments are less than 6 inches in longest dimension and the debris comprises less than 15 percent of the fill by volume.
All grading should comply with the recommendations of this report.
Where the seepage pit structure is to be left in place, the seepage pits should cleaned of all soil and debris. This may be accomplished by drilling. The pits should be filled with minimum 1-1/2 sack concrete slurry to within 5 feet of the bottom of the proposed foundations. In order to provide a more uniform foundation condition, the remainder of the void should be filled with controlled fill.
Geotechnical Observations and Testing During Grading
Geotechnical observations and testing during grading are considered to be a continuation of the geotechnical investigation. It is critical that the geotechnical aspects of the project be reviewed by representatives of Geotechnologies, Inc. during the construction process. Compliance with the design concepts, specifications or recommendations during construction requires review by this Geotechnoloaies. Inc.

firm during the course of construction. Any fill which is placed should be observed, tested, and verified if used for engineered purposes. Please advise this office at least twenty-four hours prior to any required site visit.
Proper compaction is necessary to reduce settlement of overlying improvements. Some settlement of compacted fill should be anticipated. Any utilities supported therein should be designed to accept differential settlement. Differential settlement should also be considered at the points of entry to the structure.
LEED Considerations
The Leadership in Energy and Environmental Design (LEED) Green Building Rating System encourages adoption of sustainable green building and development practices. Credit for LEED Certification can be assigned for reuse of construction waste and diversion of materials from landfills in new construction.
In an effort to provide the design team with a viable option in this regard, demolition debris could be crushed onsite in order to use it in the ongoing grading operations. The environmental ramifications of this option, if any, should be considered by the team.
The demolition debris should be limited to concrete, asphalt and other non-deleterious materials.
All deleterious materials should be removed including, but not limited to, paper, garbage, ceramic materials and wood.
For structural fill applications, the materials should be crushed to 2 inches in maximum dimension or smaller. The crushed materials should be thoroughly blended and mixed with onsite soils prior to placement as compacted fill. The amount of crushed material should not exceed 20 percent. The blended and mixed materials should be tested by this office prior to placement to ensure it is suitable for compaction purposes. The blended and mixed materials should be tested by Geotechnologies, Inc. during placement to ensure that it has been compacted in a suitable manner.

PAVEMENTS
December 20, 2022
File No. 22304
Prior to placing paving, the existing grade should be scarified to a depth of 12 inches, moistened as required to obtain optimum moisture content, and recompacted to 90 percent of the maximum density as determined by the most recent revision of ASTM D 1557. The following pavement sections are recommended:
Service Asphalt Pavement Thickness Base Course
Inches Inches
Passenger Cars 3 4
Moderate Truck 4 6
Aggregate base should be compacted to a minimum of 95 percent of the most recent revision of ASTM D 1557 laboratory maximum dry density. Base materials should consist of Crushed Aggregate Base which conform with Section 200-2.2 of the most recent edition of "Standard Specifications for Public Works Construction", (Green Book).
The performance of pavement is highly dependent upon providing positive surface drainage away from the edges. Ponding of water on or adjacent to pavement can result in saturation of the subgrade materials and subsequent pavement distress. If planter islands are planned, the perimeter curb should extend a minimum of 12 inches below the bottom of the aggregate base. In addition where landscaping is planned adjacent to pavement, it is recommended that a cutoff wall should be provided along the edge of the pavement. The cutoff wall should extend at least 12 inches below the depth of the base course.

SITE DRAINAGE
December 20, 2022
File No. 22304
Proper surface drainage is critical to the future performance of the project. Saturation of a soil can cause it to lose internal shear strength and increase its compressibility, resulting in a change in the designed engineering properties. Proper site drainage should be maintained at all times.
All site drainage should be collected and transferred to the street in non-erosive drainage devices.
The proposed structure should be provided with roof drainage. Discharge from downspouts, roof drains and scuppers should not be permitted on unprotected soils within five feet of the building perimeter. Drainage should not be allowed to pond anywhere on the site, and especially not against any foundation or retaining wall. Drainage should not be allowed to flow uncontrolled over any descending slope. Planters which are located within a distance equal to the depth of a retaining wall should be sealed to prevent moisture adversely affecting the wall. Planters which are located within five feet of a foundation should be sealed to prevent moisture affecting the earth materials supporting the foundation.

TECHNICAL MEMORANDUM
City of Beverly Hills - Department of Public Works
345 Foothill Road
Beverly Hills, California 90210
Environmental Soil Investigation
344 Foothill Road
Beverly Hills, California 90210
@ efi global
EFI Global, Inc., (EFI) has prepared this Technical Memorandum to summarize the environmental soil investigation of the sinkhole located at the Mercedes-Benz parking lot of 344 Foothill Road in Beverly Hills, California (Figure 1; the Site). The purpose of the soil investigation was to assess shallow soils for the presence of arsenic to protect workers, the nearby community, offsite pedestrians, and vehicle traffic around the Site during the planned soil excavation and repair of the parking lot, and to determine the waste characteristics of soil for future off-site transport and disposition. To achieve project objectives, EFI advanced three soil borings around the perimeter of the sinkhole to a maximum depth of 5.5 feet below ground surface (bgs) to facilitate the collection of soil samples for off-site laboratory analysis.
Arsenic is the primary soil contaminant of concern. Assessments performed at nearby sites have found arsenic concentrations in soil above normal background for California soils. With the exception of arsenic, other metals have been detected but within normal background concentrations. The local background concentration for arsenic (25 milligrams per kilogram [mg/kg]) was established for Lots 12 and 13 off Civic Center Drive, approximately 500 feet north of the Site. For Lots 12 and 13, the Department of Toxic Substances Control (DTSC) established the upper-bound arsenic concentration of 25 mg/kg, which it considered to be representative of background conditions at the Lots and recommended an arsenic cleanup goal of 25 mg/kg for those areas where future receptors may contact surface soils. DTSC also noted that higher concentrations of arsenic may be left in the soil depending on site-specific considerations, such as road or other similar caps or covering that would limit exposure 1.
For Lots 12 and 13, removal action goals were selected based on the DTSC cleanup guidelines2 developed to assist developers and financial institutions determine accurate costs associated with potential development of the Lots as follows:
1 Jacobs Engineering Group Inc. (Jacobs), Removal Action Work Plan, Union Pacific Railroad Beverly Hills Site, 9315 Civic Center Drive, Beverly Hills, California-Final, February 2021 .
2 California Department ofToxic Substance Control (DTSC), Arsenic Cleanup Levels Regarding Lot 12 and 13 Site, Beverly Hills, California, May 21 , 2012.

January 23, 2023
• Landscape Areas (such as ground level planters and open space):
o Oto 2 feet bgs less than 25 mg/kg;
o 2 to 5 feet bgs less than 75 mg/kg; and
o Greater than 5 feet bgs left in place.
• Hardscape Areas (such as under buildings, parking lots, and sidewalks):
o 0 to 3 feet bgs less than 75 mg/kg; and
o Greater than 3 feet bgs left in place.
Therefore, while the background concentration of arsenic is determined to be 25 mg/kg, the cleanup goals are dependent on the exposure risk which is affected by the type of ground surface and depth of soil.
PRE-FIELD ACTIVITIES
Utility Clearance
Prior to conducting field activities, EFI Global personnel marked the work area with white paint. Underground Service Alert (USA) was notified of the pending fieldwork a minimum of two full working days before mobilization.
The proposed boring locations were subsequently checked for utility conflicts, access limitations, and other hindrances or issues that may have been encountered during fieldwork.
Health and Safety Plan
A site- and scope-specific Health and Safety Plan was prepared for the proposed fieldwork and implemented during field activities. A safety meeting ("Tailgate Meeting") was also conducted prior to commencement of the workday.
SOIL ASSESSMENT
The soil sampling activities were conducted on October 14, 2022. A total of three soil borings (B1, B2, and B3) were advanced and are shown on Figure 2. Borings were generally positioned around three sides of the sinkhole to provide representative coverage of the assessment area and were drilled within approximately one foot from the edge of the sinkhole.
Sample Collection and Handling Procedures
An experienced and qualified environmental professional working under the direct supervision of a California Registered Civil Engineer (PE) performed sample collection and prepared field documentation. All soil samples were logged in general accordance with the Unified Soil Classification System (USCS) and observed for color, moisture content, texture, discoloration, odor, and physical evidence of contaminant impact or fill material. Soil samples were also field screened for volatile organic compounds (VOCs) using a photoionization detector (PIO) calibrated against hexane. Soil descriptions and PIO readings are contained in the boring logs (Appendix A).
During sampling, each location was sampled using a hand auger from ground surface to a maximum depth of approximately 5.5 feet bgs, prior to encountering refusal. Samples were collected at depth intervals of 1.5-2 feet bgs and 4.5-5 feet bgs. Discrete samples for arsenic analysis were collected in a plastic re-sealable storage bag and homogenized. A portion of soil from each sample depth and location was transferred to a separate plastic re-sealable storage bag and homogenized to generate a composite sample for waste profiling purposes. The homogenized soil for discrete and composite samples were transferred into 8-ounce, pre-cleaned, laboratoryprovided glass jars with a polyurethane lid, logged in a chain-of-custody, and placed in an ice chest pending ~ efi global Page 2of5

laboratory analysis. To identify and manage samples obtained in the field, a sample label was affixed to each sample container.
Equipment Decontamination
Prior to soil sampling activities, hand tools were cleaned and allowed to air dry. Sampling equipment that came in contact with samples was decontaminated in a designated decontamination area. Equipment was generally decontaminated using the following procedure before its initial use and after use at each sampling location:
1. Scrub and wash with a solution of potable water and Alconox (or other non-phosphate detergent);
2. Double rinse with potable tap water; and
3. Air-dry equipment on a clean surface.
Cleaned equipment was stored in a clean area, and potentially contaminated equipment were kept separate during all activities.
Chemical Analysis
A total of six samples were analyzed for arsenic by EPA Method 601 OB. The waste profile composite sample was analyzed for Title 22 metals by EPA Method 6010B/7471A, voes by EPA Method 82608, and total petroleum hydrocarbons (TPH) quantified as gasoline, diesel, and oil by EPA Method 80158. All samples were submitted to Positive Lab Service, Inc. (Positive) for laboratory analysis.
Laboratory reports are included in Appendix B.
Encountered Soil Types
Sediments beneath the Site consisted primarily of poorly graded gravel with silt and sand (USCS symbol "GP-GM") in the upper foot of the soil column, followed by gravelly silt with sand (ML) to approximately 4 feet bgs, and well graded sand with gravel (SW) near the bottom foot of each boring. Sands were generally described as light brown to brown, dry to moist, and fine to coarse grained. Silts were generally described as dark brown, moist, medium stiffness, and low plasticity. Refusal was encountered at 5.5 feet bgs in borings 81 and 82, and 5 feet bgs in boring 83. Groundwater was not encountered in any of the soil borings.
No obvious indications of discoloration, staining, odors, etc. were observed during the soil sampling activities. The maximum PID measurement was 3.2 parts per million (ppm), which is not uncommon of typical background conditions. Brick, steel, wiring, and concrete fragments were found in some of the borings; however, none of them appeared to be indicative of other contaminants of potential concern.
Soil Results and Discussion
A summary of arsenic analytical results for discrete-depth soil samples is provided in Table 1. Title 22 metals and TPHNOCs results for the waste profile composite sample are provided in Tables 2 and 3, respectively.
Concentrations of arsenic ranged from 11 .0 mg/kg in sample 81-S-5 (5-foot depth) to 25. 7 mg/kg in sample 83-S-5 (5-foot depth), with an average concentration of 17.1 mg/kg. All arsenic concentrations were below the assumed local arsenic background level of 25 mg/kg, with the exception of the concentration reported in sample 83-8-5 (5-foot depth). Arsenic concentrations exceeded the DTSC California background concentration of 12 mg/kg in all but one sample (81-8-5; 5-foot depth).
Since the arsenic concentrations in all soil samples at a depth of 2 feet were less than 25 mg/kg, they were below the background concentration in the area and the removal action goal even for a Landscape Area scenario.
However, since the area is paved (hardscaped) and used as parking lot, removal action goals would be higher and below a depth of 3 feet, the soil left in place. Thus, the extent of soil removal will be dictated by the excavation required for the repair of the sinkhole and not by the removal of arsenic in soil. ~ efi global Page 3 of 5

Metals detected in the waste profile composite sample were below the total threshold concentration limits for those elements. TPH quantified as gas and oil and all VOCs were non-detect. TPH quantified as diesel was detected at a very low concentration of 3.04 mg/kg, just above the laboratory report limit of 2.50 mg/kg. This low detection of TPH does not represent a human health risk for soils that will remain in place, nor does it exceed any threshold limits for waste classification.
Based on the composite results, future soil export from the immediate vicinity of the sinkhole can be considered non-hazardous. However, the soil should not be reused and should be considered a regulated waste for disposal at a regulated landfill.
CONCLUSIONS AND RECOMMENDATIONS
An environmental soil investigation was performed near the sinkhole located at the Mercedes-Benz parking lot of 344 Foothill Road in Beverly Hills, California. To achieve project objectives, EFI advanced three soil borings around the perimeter of the sinkhole to a maximum depth of 5.5 feet bgs to facilitate the collection of soil samples for off-site laboratory analysis.
Arsenic concentrations in the discrete-depth soil samples ranged from 11 .0 mg/kg to 25.7 mg/kg; the average concentration for all samples was 17 .1 mg/kg. The arsenic concentrations were similar to the concentrations detected in soil samples collected at the Dog Park Facility, adjoining the Site to the west3. Arsenic concentrations were above DTSC's screening level of 12 mg/kg in all but one sample. In addition, only one arsenic detection (at the 5-foot depth) was reported at a concentration greater than the assumed local background concentration of 25 mg/kg.
Based on the results of this assessment, EFI recommends the following:
• Implement dust control measures during excavation/repair of the sinkhole. • Perform air monitoring and site work observations during future excavation work associated with the repair of the parking lot.
• Future soil export from the immediate vicinity of the sinkhole can be classified as non-hazardous waste; however, the soil should be considered a regulated waste and disposed of at a regulated landfill. • Prepare a site work monitoring and observation report to summarize completion of the work. 3 Lindmark Engineering, Inc.
