Roxbury Drive Bikeway Reconfiguration

1. October 5, 2023, Traffic and Parking Commission Staff Report

INTRODUCTION
The temporary southbound protected bike lane pilot project on the 400 block of South Roxbury Drive is planned to be reconfigured in June or July 2024. Angled parking will be restored adjacent to the curb, and the southbound travel lane will be restriped with a right-side edge line and shared lane markings. There will be no changes to the east side of the street.

BACKGROUND
On April 20, 2021, the City Council adopted the Complete Streets Plan and Complete Streets Action Plan. Both documents are available on the City’s Complete Streets website:
www.beverlyhills.org/completestreets. Among many items, the Complete Streets Plan proposes a holistic bikeway network that prioritizes low-stress facilities that connect to key destinations in Beverly Hills, including parks. Roxbury Drive south of Santa Monica Boulevard was identified as a high priority project in the first year of the Action Plan, as it connects with existing bike lanes in Los Angeles and provides access to Roxbury Park. This project was the first high priority bikeway project following adoption of the Complete Streets Plan, as the street was wide enough to install a protected bike lane without reducing the number of vehicle lanes or on-street parking stalls.

Attachment 1 includes a detailed history of the project, which was installed in late 2021 for a one-year evaluation period beginning January 2022, as well as the results of the evaluation. In summary, there have been no documented safety issues with the project, and there has not been an increase in vehicle speeding or reported collisions since installation. There is an average of 30-35 cyclists per day (total in both directions) on Roxbury Drive. The maximum number of cyclists observed in one day was 50.

DISCUSSION
To solicit feedback from stakeholders on the pilot project, the City distributed a survey asking participants about their experiences using the street via various travel modes. A total of 259 people took the survey. At the October 5, 2023, Traffic and Parking Commission meeting, staff presented the full survey results, which are provided in Attachment 1.

The survey results were mixed in terms of opinions about the protected bike lane and street configuration. Support for the project included reasons such as the street configuration is easy to understand, they feel more comfortable biking on this block, it is not difficult to travel on this block, there are fewer multi-modal conflicts, and they would bike more often if other streets looked/felt like this. Opposition to the project included reasons such as a protected bike lane is not needed due to low cyclist volumes, it is challenging to find the correct parking meter, parked vehicles and people loading are too close to moving traffic, the road feels less safe, and the protected bike lane is too narrow.

At the October 5, 2023, meeting, all Traffic and Parking Commissioners agreed that some type of bikeway should remain on southbound Roxbury Drive. Two Commissioners suggested it should remain in the street with more permanent materials, and another two suggested it should be incorporated into the park right-of-way instead of the street (though riding bicycles in the park is currently prohibited by the Beverly Hills Municipal Code). One Commissioner did not express an opinion on location.

Due to continued concerns expressed by multi-modal travelers on Roxbury Drive about the pilot project configuration and the high cost of reconstructing the protected bike lane at the sidewalk grade, the southbound street layout is planned to be reconfigured by early summer 2024. As shown in Figure 1 below, angled parking will be restored adjacent to the curb and the southbound travel lane will be restriped with a right-side edge line and shared lane markings.

The new edge line addresses the primary safety concern raised by residents by creating a 9- foot buffer behind parked cars. The parking area will now be 23-feet wide, as measured perpendicular to the direction of travel (it was 14-feet prior to and during the pilot project). There will be no changes to the east side of the street.

FISCAL IMPACT
Reconfiguration of the southbound protected bike lane is anticipated to cost less than $5,000.

Funding is available in the approved FY23-24 operating budget for the Public Works Street Maintenance Bureau.

INTRODUCTION
This report presents the evaluation of the Roxbury Drive Protected Bike Lane Pilot Project and community survey results.

BACKGROUND
On April 20, 2021, the City Council adopted the Complete Streets Plan and Complete Streets Action Plan. Both documents are available on the City’s Complete Streets website:
www.beverlyhills.org/completestreets. Among many other items, the Complete Streets Plan proposes a holistic bikeway network that prioritizes low-stress facilities that connect to key destinations in Beverly Hills, including schools, parks, and the future Metro D (Purple) Line stations.

Roxbury Drive south of Santa Monica Boulevard was identified as a high priority project in the first year of the Action Plan, as it connects with existing bike lanes in Los Angeles and provides access to Roxbury Park. It now also provides access to the Minimum Grid Bikeway Network, which continues on Roxbury Drive north of Olympic Boulevard and intersects with a number of other bike routes. This was the first high priority bikeway project the City pursued since adoption of the Complete Streets Plan as the street was wide enough to install a protected bike lane without any impacts to number of vehicle lanes or on-street parking stalls.

Since protected bike lanes were a new type of infrastructure to Beverly Hills, a Protected Bike Lane Demonstration Project event was held on Sunday, July 25, 2021, as the first step for this proposed bikeway project and to introduce the concept of a protected bike lane to the Beverly Hills community. Using temporary markings, signs and planters, this demonstration showed what a protected bike lane could look like and offered the chance for cyclists to test the proposed bike lane configuration and provide feedback on the design.

Approximately 50 adults and children attended the event and 30 took a brief survey to provide feedback on the design. Twenty-five respondents (83%) thought a permanent, protected bike lane would be a good fit for Roxbury Drive south of Olympic Boulevard. Below is a summary of their experiences riding through the demonstration project, as well as why they thought it worked well on Roxbury Drive.
• Felt safe, not stressful.
• A good facility for children.
• Improves access to the park, increased accessibility overall. • Comfortable due to shade from street trees.
• Connects to bike lanes in LA, helps riders travel farther. • Contributes to improved environment.
• It’s a “win-win” since it doesn’t remove parking.

On September 19, 2021, City Council approved implementation of the Roxbury Drive Protected Bike Lane Pilot Project, consisting of a southbound protected bike lane and northbound conventional bike lane, for a one-year evaluation period (Attachment 1). Staff completed installation in late December 2021, and the pilot project evaluation period began in January 2022.

DISCUSSION
The street layout for the Roxbury Drive Protected Bike Lane Pilot Project is outlined in the table and image below.

Southbound Northbound
Parking Lane 14’ parking 7’ parking
Bike Lane 5’ Class IV bike lane, 2’ buffer 6’ Class II bike lane Travel Lane 12’ travel lane 9’ travel lane
The northbound travel lane width of nine feet is consistent with Federal Highway Administration safety guidance and the National Association of City Transportation Officials (NACTO) recommendations for travel lanes on local roads. The southbound lane is twelve feet wide, in accordance with the City and industry parking layout standards, to provide adequate space for drivers backing out of parking spaces to see approaching traffic.

Staff has closely monitored the Roxbury Drive Protected Bike Lane Pilot Project since installation.

Overall, staff has observed that five-foot wide protected bike lanes with two-foot buffers are adequate, but a seamless transition between the gutter and pavement would have improved the rider experience by expanding the rideable space.

Plastic delineators as buffers between parked vehicles and bike lanes have effectively minimized vehicle encroachment into the bike lane, though have been a maintenance challenge as drivers frequently push their vehicles into the delineators or maneuver between them. A sturdier barrier would likely be more effective at reducing vehicle encroachment.

In early 2022, at the start of the evaluation period, staff received reports that drivers could not find their parking meters since the parking stalls were pushed back, so meter numbers were painted within the stalls. No additional reports have been received since the numbers were added (though some survey respondents stated this is still an issue, as discussed below).

The protected bike lane continues to be a maintenance challenge due to falling tree leaves and debris that accumulate despite daily sweeping. However, the Public Works Department is planning to purchase an electric mini street sweeper that would allow for more efficient sweeping and could also be used for enhanced sidewalk and alley cleaning.

As shown in the table below, vehicle volumes increased by approximately 1,200 vehicles per day after the pilot was installed, likely due to recovery from COVID. Despite the increase in traffic, 85th percentile speeds1in the northbound direction remained consistent with pre-pilot conditions, while speeds in the southbound direction slightly reduced. The posted speed on Roxbury Drive is 25 MPH.

Before (July 2021) After (August 2023)
Average Daily Traffic 3,200 vehicles 4,400 vehicles
85th Percentile Speed (northbound) 33 MPH 33 MPH
85th Percentile Speed (southbound) 32 MPH 30 MPH
Bicycle volumes were not collected before installation as there were no bicycle facilities, but now there are on average 30-35 cyclists per day (total in both directions) on Roxbury Drive. The maximum number of cyclists observed in one day were 50.

Collision data is available in the City’s database from January 1 to December 31, 2022. During that time, there was only one reported collision on Roxbury Drive south of Olympic Boulevard.

This vehicle-vehicle collision was caused by a driver exiting the alley south of Olympic Boulevard onto Roxbury Drive at an unsafe speed and therefore not related to the pilot project.

Community Survey
To solicit feedback from stakeholders, the City distributed a survey (Attachment 2) asking participants about their experiences with the pilot project. A total of 259 people took the survey.

The results are included in Attachment 3.

The survey asked participants to rank how they traveled on Roxbury Drive before and after the pilot project was installed. As shown in the table below, walking and driving trips have both reduced while biking trips have increased. Some respondents noted that they switched to biking because they liked the pilot project and felt more comfortable in the protected bike lane, while 1 The 85th percentile speed is the speed at or below which 85 percent of the drivers travel on a road segment. Motorists traveling above the 85th percentile speed are considered to be exceeding the safe and reasonable speed for road and traffic conditions. others noted that they drove/walked less because they felt the pilot configuration as a whole was more dangerous.

Walk Bike Drive
Before pilot project 27.92% 23.56% 55.08%
After pilot project 24.37% 33.7% 47.03%
Another survey question asked residents to identify if they agreed or disagreed with a series of statements about the pilot project. As shown in the chart below, the percentage of people who agree and disagree is split evenly on many questions. However, most people said the street configuration is easy to understand, they feel more comfortable biking on this block, it is not difficult to travel on this block, there are fewer multi-modal conflicts, and they would bike more often if other streets looked/felt like this.

Survey respondents stated they like the project because:
• The narrower travel lanes encourage slower vehicle speeds. • The protected bike lane is not adjacent to moving traffic. • Bicyclists in their own lane do not interfere with drivers. • It provides a benefit for people who can’t/don’t drive. • Improves pedestrian safety through an increased buffer from traffic. • Drivers backing out of parking spaces will not hit cyclists they can’t see. • It makes cyclists feel more comfortable and should be expanded elsewhere. • Cyclists do not have to ride in the “door zone.”
• The protected bike lane is more visible.
• It makes cycling a realistic option for improved sustainability.

Survey respondents stated they dislike the project because:
• A protected bike lane is not needed due to low cyclist volumes. • It is challenging to find the correct parking meter.
• Parked vehicles are too close to moving traffic.

• People loading vehicle trunks are too close to moving traffic. • FedEx, UPS, etc. block travel lanes when loading.
• The road feels less safe and traffic collisions have reportedly increased. • Vehicles drive over the delineators when parking / don’t follow rules of the road. • Cyclists don’t follow rules of the road.
• The protected bike lane is too narrow and collects leaves. • People have to walk across the bike lane to get to the sidewalk. 52% of survey respondents said they would like to see the protected bike lane remain in place and 40% said they wanted it removed. 7% said they might like the protected bike lane to remain in place if the delineators were replaced with concrete, more people used it, it was cleaned more often, and there was more cyclist education on rules of the road.

The survey also asked stakeholders if they preferred one of five different design options, outlined below. 60% of respondents preferred either Option 2: Protected Bike Lane with Permanent Curb Barrier (29%) or Option 3: Protected Bike Lane Raised to Sidewalk Level (28%) and 34% of respondents preferred Option 5: No Protected Bike Lane.

STAFF REPORT
Meeting Date: September 14, 2021
To: Honorable Mayor & City Council
From: Daren Grilley, City Engineer
Jessie Holzer, Transportation Planner
Subject: Roxbury Drive Protected Bike Lane Pilot Project Attachments: 1 . Proposed Design

INTRODUCTION
The Roxbury Drive Protected Bike Lane Pilot Project would provide a southbound Class IV, parking-protected bike lane on Roxbury Drive, south of Olympic Boulevard, adjacent to Roxbury Park in conjunction with a northbound Class II bike lane on the east side of the street.

DISCUSSION
On April 20, 2021, City Council adopted the Complete Streets Plan and Complete Streets Action Plan. Among many other items, the Complete Streets Plan proposes a holistic bikeway network that prioritizes low-stress facilities that connect to key destinations in Beverly Hills, including schools, parks and the future Metro D (Purple) Line stations. Roxbury Drive is included on the Plan's Holistic Bikeway Network Map as proposed Class 11 bike lanes and the segment south of North Santa Monica Boulevard is identified as a high priority project in the first year of the Action Plan.

Roxbury Drive south of Olympic Boulevard is the first high priority bikeway project the City is pursuing since adoption of the Complete Streets Plan. As part of the initial data collection, staff determined that the available street width of Roxbury Drive south of Olympic Boulevard can accommodate a Class IV protected bike lane in the southbound direction adjacent to Roxbury Park and a Class II standard bike lane in the northbound direction. This configuration provides the opportunity to install a high-quality bicycle facility connecting to existing bike lanes in Los Angeles with no loss of parking spaces or vehicle travel lanes.

The proposed bike lane configuration and typical cross-sections are shown in Attachment 1. The existing and proposed allocation of the overall street width of 55 feet is described in the table below.

Proposed 7' parking 5' Class IV bike lane (incl. gutter) 6' Class 11 bike lane 2' buffer
9' travel lane 14' parking
12' travel lane
Total 22.0' 33.0'
The widths in this configuration will vary slightly at the north and south ends of the pilot project to transition to the existing turning lanes at Olympic Boulevard and to match the alignment at the City border with Los Angeles.

The northbound travel lane width of nine feet is consistent with Federal Highway Administration safety guidance and NACTO recommendations for travel lanes on local roads. The southbound lane would be twelve feet wide, in accordance with the City's parking standards, to provide adequate space for drivers backing out of parking spaces to see approaching traffic.

At the northbound entrance and southbound exit to the protected bike lane, planters and delineators would be installed to create the physical separation from the travel lanes.

Delineators would also be installed along the entire length of the protected bike lane in the buffer zone. In addition, staff is exploring the feasibility of relocating the parking meters to the buffer zone, which would create an additional level of separation and potentially increase convenience for drivers.

Several measures would be implemented to educate the community about the new configuration. Where bike lanes cross driveways and alleys, there would be green "skip" markings to indicate the conflict zone between drivers and bicyclists. Signage would also be installed reminding drivers to look for bicyclists before they cross the protected bike lane.

Staff presented the proposed pilot project to the Traffic and Parking Commission at their August 5, 2021, meeting. The Commissioners all expressed support and enthusiasm for the project.

Community Engagement
A Protected Bike Lane Demonstration Project event was held on Sunday, July 25, 2021, as the first step for this proposed bikeway project and to introduce the concept of a protected bike lane to the Beverly Hills community. Using temporary markings, signs and planters, this demonstration showed what a protected bike lane could look like and offered the chance for cyclists to test the proposed bike lane configuration and provide feedback on the design.

Page 2 ends

Meeting Date: September 14, 2021
Approximately 50 residents attended the event and 30 took a brief survey to provide feedback on the design. Twenty-five respondents (83%) thought a permanent, protected bike lane would be a good fit for Roxbury Drive south of Olympic Boulevard. Below is a summary of their experiences riding through the demonstration project, as well as why they thought it worked well on Roxbury Drive.
• Felt safe, not stressful; a good facility for children. • Improves access to the park, increased accessibility overall. • Comfortable due to shade from street trees.
• Connects to bike lanes in LA, helps riders travel farther. • Contributes to improved environment.
• It is a "win-win" since it does not remove parking.

Two respondents said a protected bike lane is not a good fit for Roxbury Drive and three said it might be. Respondent concerns included that it would make the street narrower and parking more difficult and was not necessary because the street is wide and the segment south of Olympic Boulevard is short. Staff evaluated these concerns and confirmed the roadway width is sufficient for angled parking. In addition, providing lowstress bikeways is consistent with the Complete Streets Plan regardless of street width or segment length.

To notify the community about the demonstration event, the City engaged in the following strategies:
• Mailed and hand delivered notices to residents on Roxbury Drive, south of Olympic Boulevard.
• Article in the Public Works Department's Citywide Backbone newsletter. • Press release and notification of media sources (which resulted in articles in the Courier, Beverly Press and Canyon News).
• Social media posts and newspaper ads.
• Email blast to stakeholders, including BHUSD.
• Informational slide on BHTV.
• Flyers at the Farmers' Market, Roxbury and La Cienega Parks, Library and in City Hall.
• Signage on Roxbury Drive in the parkway and near the Community Center. • Presentations to the Traffic and Parking and Recreation and Parks Commissions. • Link on the City's website home page and the City calendar.

FISCAL IMPACT
Installation of the Roxbury Drive protected bike lane pilot project is estimated to cost approximately $5,000, which includes painting bike lane striping and legends, restriping parking stalls and installing delineators, signage and planters. Funding is available in CIP No. 00100: Complete Streets.

RECOMMENDATION
Staff recommends that City Council provide direction on a proposed one-year pilot project including southbound protected bike lanes and northbound bike lanes on Roxbury Drive south of Olympic Boulevard to implement the City's adopted Complete Streets Plan. After conclusion of the one-year pilot project, staff will provide project

(Protected bike lane is adjacent to sidewalk and
delineated by paving material and landscaping;
parking meters are located at the parking stalls)

conditions without a southbound protected bike
lane or conventional bike lane)

2 I like that we finally have a protected bike lane in this city, even if it can be improved. The "sharrows", especially on the non-residential streets (like Doheny) are totally useless because they are so dangerous to bikers.
9/21/2023 9:05 AM
3 It feels safer to have a bicycle lane. I prefer bicyclists to have their own lane instead of in my driving lane.
9/21/2023 8:59 AM
4 Like the bike lane 9/21/2023 8:52 AM
5 Dangerous - too narrow for both bikers and parkers. Not necessary for number of bikers. 9/20/2023 12:12 PM 6 Roxbury Dr, a well traveled street has made a narrow street, even narrower. Cars come very close to parked drivers who are putting strollers, equipment, etc. into their car trunks. UPS and Amazon trucks have nowhere to pull over, so they merely leave vehicles in street, blocking northbound and southbound traffic.
9/20/2023 12:06 PM
7 The street has become dangerous to come in and out of our driveway. Every day cars come close to hitting people backing out of parking places. We hardly ever see bikers using the area! Pls stop this nuisance!
9/20/2023 11:57 AM
8 No bikes use it. As you can see from my answers, I am often on this block and I have never seen a biker or a scooter in the bike lane. Bikes use the sidewalk, never the bike lane. There are more near misses and traffic accidents on the Roxbury/Olympic corner since the bike lane and also accidents on Roxbury. Parking on Roxbury is more dangerous, as large cars protrude into the southbound lanes.
9/20/2023 11:45 AM
9 It's really hard to drive here because the meters push the cars further into the street and they jut out really far - Also, small children are dangerously close to the street as they wait for parents open the back door.
9/20/2023 11:36 AM
10 Since installed, I have seen 1 (one) child biker using the bike lane. However, I have seen numerous make adult bikers biking down the center of Roxbury Drive and the cars - Roxbury Dr has never been a main street for bikers.
9/20/2023 11:32 AM
11 Safer for bikers and I less interact with them while driving 9/20/2023 11:17 AM 12 Don't like any part of it. It's confusing to bike because it is slanted/sloped. People don't have room to back out of parking spaces. I can hear misses or accidents every day. Cones get run over. Kids often kick soccer balls from park to street. With the bike lane in place, the cars are forced to block the street so kids can't get a clear view to retrieve balls! 9/20/2023 10:16 AM
13 I like how you are making it safer for bike riders and for cars to have easier access. 9/20/2023 10:05 AM 14 -Narrowed car lanes which slowed down cars -Bike lane not next to moving cars -Connects to existing bike path in LA -Plastic bollards are not strong enough, cars knock them down all the time -Paint is not protection. We need physical barriers between cyclists and cars to feel/be safe!
9/20/2023 9:59 AM
15 It's odd that it is only on this one block. I never see anyone using it and I am in this park everyday - maybe it's just my timing. It was a good idea to try it, I'm all for bike safety. But it seems underused maybe since it's only one block?
9/20/2023 9:54 AM
16 I live on Hilgreen Place. I drive to and from Roxbury a few times a day. Since the pilot program started, I have never seen a bike in that lane.
9/20/2023 9:46 AM
17 Parked auto stick away from curb. Dangerous when leaving and back out of space - vision impaired. Difficulty exiting park because parked cars are protruding into street. 9/20/2023 9:37 AM
City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey 18 It has basically become a one-way street. Whenever an Amazon truck, USPS mail truck, Fed EX truck, etc. stops to make a delivery, traffic stops until they're back in the truck. People who are parked and back up are hit as they try to exit their parking spot. Bikers try to avoid this chaos, as well. Very poorly planned and extremely dangerous. 9/20/2023 9:33 AM
19 In truth, I do not have anything positive to say. I've lived here since 1985 and this parking configuration has CREATED more dangerous situation for drivers, pedestrians, and the rare biker (who usually avoids the bike lane) - more accidents and fender benders! 9/19/2023 3:48 PM
20 1) I rarely see bicyclists and I travel the street 2-8 hours per day 2) I think it is dangerous because cars (especially SUVs and vans) are too long and stick out into the path of drivers 3) When people load strollers and equipment into car trunks they stand in a dangerous spot.

Drivers move left to avoid. Dangerous.
9/19/2023 3:40 PM
21 Dislike that bike path is narrow, often partially obstructed by leaves and poorly parked cars.

Dislike that many pedestrians forget to look for bikes when leaving their parked cars. 9/19/2023 3:31 PM
22 protected lane! 9/16/2023 11:36 AM
23 Let's start with.....EXTREMELY DANGEROUS for seniors/caregivers, who park most weekdays on Roxbury to then have cross over the bike lane to get to the sidewalk. (What were you thinking?) The rear end of the parked cars, a lot of SUV's, stick out into the driving lane.

Parent's w/ kids in tow, popping their trunks taking out/putting in athletic equipment. I don't think anyone has been hit by a car. Why?? Most drivers I see, including me, drive down Roxbury in the middle of the street so to avoid hitting anyone parked at the meters. You've ruined what was once a wide, beautiful street to drive on. It's so congested now and dangerous.
9/15/2023 10:45 PM
24 It has made driving south on Roxbury more difficult due to people reversing out of the parking spot. I walk this street almost everyday and have rarely seen a biker use this lane. People don’t know how to park and run over the barriers.
9/15/2023 10:13 AM
25 I have seen no positive changes. 9/15/2023 9:23 AM
26 Although it feels good to be “bike friendly “, without preliminaries it can prove to be more dangerous. Bicycle riders often view driving laws (stop signs, rights of way, etc) as optional.

This raises the risk for everyone- including those traveling to the designated area. Let’s first make bicycle riders follow the same laws as the rest of us before giving preferential treatment. 9/15/2023 6:58 AM
27 The pilot project causes disruption for cars traveling north and south on Roxbury south of Olympic. Southbound, cars have to make a jag to avoid parked cars. It is unsafe. Parked cars stick out onto the street and there is less room to maneuver cars safely. Traffic jams for southbound cars waiting for cars to load and depart their parking spaces. No bikers observed on the new bike lane. This project is a disaster for this area. 9/14/2023 9:47 PM
28 Nice to have a lane anywhere in the city. I bike more often on other streets without bike lanes - this is so much nicer.
9/13/2023 8:14 PM
29 Like: protection for cyclists Dislike: only runs one block parked cars drive over barrier posts & block bike lane people walk/stand in bike lane leaves/debris on bike lane 9/13/2023 1:10 PM
30 Far more dangerous for vehicle traffic due to cars backing out at an angle.Drivers can't see cars coming on Roxbury. Dangerous for pedestrians crossing bike lane to get to the park.

Especially families with small children. They expect to get out of their car and get to the park.

They don't see or hear the bikes.
9/13/2023 12:56 PM
31 I like that I’m protected from moving vehicles. I feel much safer and hope you would continue this type of bike lane throughout the city.
9/13/2023 12:01 AM
32 Scooter, bike, skateboard, etc. This is a prime example of the infrastructure that needs to be incorporated throughout the city! Look at other metropolitan areas that are heavily populated, such as Tel Aviv. Each road has an inclusive “Bike” path for all modes of individual transportation, EV motorized bikes, scooter, and non- motorized. It is a perfect system that must be considered, and met. With the underground subway extension that is coming, there must be a master plan that will mitigate the foot traffic associated with metro, and the density that will follow.
9/12/2023 11:17 PM
33 Bikers did not respect the lanes and darted in front of cars. 9/12/2023 7:46 PM City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey 34 It was a waste of the City's money. I have never seen one person riding a bike on a rather short bike trail.
9/12/2023 7:09 PM
35 It makes it harder to drive the street. I've never seen anyone use the bike lane. Ever 9/12/2023 3:25 PM 36 Biking still dangerous 9/12/2023 3:06 PM
37 When I am on Roxbury Drive, whether driving or walking, I have never seen anyone using the bike lane.
9/12/2023 2:20 PM
38 I would like to see the plastic bollards replaced with concrete or metal because that would make it safe for my kid to bike to the park with me. Right now a car can plough through the flimsy plastic
9/12/2023 2:06 PM
39 Santa Monica ave does not have protected bike lanes and there’s so much room to make it protected. That’s because there needs to be safe ways to get the protected bike lanes - such as other protected bike lanes to get there.
9/12/2023 2:03 PM
40 It is confusing, badly laid out and definitely does not serve the needs of the community. It is meaningless gesture. Get rid of them.
9/12/2023 11:26 AM
41 The street has become much more dangerous for drivers. People trying to get in parking spots and pull out onto Roxbury is very challenging. There is a higher chance of auto accident!! 9/11/2023 8:49 PM
42 The bike lane is hard to use, its not drivable and makes it more likely accidents will occur between pedestrians, bicyclists, and motor vehicles.
9/10/2023 6:10 PM
43 Dangerous to vehicles in traffic while parked vehicles try to backup onto street. 9/10/2023 11:09 AM 44 I like that you’re trying new things that can benefit people who aren’t primarily driving cars. 9/10/2023 8:25 AM 45 I think it’s dangerous 9/9/2023 9:41 PM
46 Appreciate the effort to make a designated bike lane 9/9/2023 2:27 PM 47 I generally like the idea of protected bike lanes. I dislike how narrow and dirty (with leaves and debris) this specific bike lane is. I dislike the angled car parking -- it makes drivers honk a lot and almost get into collisions when someone is reversing out of a spot. Options B & C below both look good.
9/9/2023 11:31 AM
48 The division from the bike track and vehicles its more on the projection of Denmark lanes. 9/8/2023 8:23 PM 49 Although I am an avid bike rider I don’t feel safe on the south bound bike. It’s always filled with pine cones and trash and a bit too narrow. The city never sweeps out the pine cones! 9/8/2023 5:25 PM
50 Dangerous for pedestrians walking from their parked cars to the park. Takes up street access unnecessarily. I have seen only one bike ever use the bike lane and we have used the park at least once a week since the lane was installed
9/8/2023 3:36 PM
51 It is wasted space: too narrow and dangerous for bikers and children; the barriers frequently are misshapen and/block the narrow little bike lane, where people pull in to park. Cars often ignore the barriers or purposely hit them. Takes away space from an already congested thoroughfare. No benefit. Bikers do not use (not once have I seen anyone use the bike lanes, but instead, intentionally lead others/children on the sidewalk…never the bike lane.) Why pay to constantly maintain some thing that nobody uses?
9/8/2023 3:03 PM
52 Biker problems .. get in the way and I'm never sure they are observant of car traffic. 9/8/2023 1:36 PM 53 What truly dislike about pick lands it that they do not follow traffic rules and the police do not seem to give them tickets. They are on the round. They do not signal they do not makes the stops. Only on major intersections. I had my door open trying to get out and the Zoom passed me. I think ya you use the road that you should follow traffic rules. They should give them tickets which the BHP do not. A least I haven’t seen one as they zoom on Elevado, Canon, Beverly Drive, etc. I have seen them give out to a rolling stop. But a least they did kind of stopped. Plus when the do have a light they then go into the crosswalk and continues to cross.

So I alarmist got hit a few times walking in the crosswalk. So as you can tell I am not sure about bikes on the street.
9/8/2023 1:35 PM
54 I do like bike lanes as they provide a safe area for bicyclists, however, a lot of bicyclists feel entitled and do not stop or slow down at Stop signs or cars backing out of parking spots.

Children must be informed and instructed of safety on streets. These are the main issues. 9/8/2023 1:12 PM
City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey 55 More traffic and need more car lanes not less 9/8/2023 10:43 AM 56 Bikes do not stay in the bike lane in fact they are now MORE in the lane of traffic as they tend to straddle car and bike lane and it’s MORE dangerous than before!! 9/8/2023 10:36 AM
57 Would bike more if could use bike lanes to truly get around the city 9/8/2023 8:34 AM 58 I have never seen anyone riding a bike in the bike lanes. It was a waste of money to install this short bike lane.
9/8/2023 8:24 AM
59 don \ 9/8/2023 8:03 AM
60 Parked cars stop all traffic to enter or leave their parking spot. I never see bikers there. Drivers stop traffic to enter the lot because they stop to find the entrance. 9/8/2023 7:42 AM
61 It makes traffic and parking more dangerous and FEW bikers ever use it. With small children and older people using the park I believe this project is a HUGE waste. 9/8/2023 7:20 AM
62 The bike lane has created: A narrower street for cars More obstacles not less because of bikes and narrow street Go back to how it was, this is not an improvement! 9/8/2023 7:10 AM
63 It’s not been a disruption 9/8/2023 7:03 AM
64 It’s more dangerous for drivers to maneuver now. Oncoming southbound traffic often crosses into northbound lane as cars parked project into southbound lane now. 9/8/2023 6:50 AM
65 Cyclists do not obey traffic signs and laws 9/8/2023 6:13 AM 66 I like that it brings safety to pedestrians 9/7/2023 10:27 PM 67 the southbound drive lane of South Roxbury is too narrow and cars parked cannot clearly see traffic . It's very dangerous.
9/7/2023 2:08 PM
68 As 40 yr.residents of this neighborhood and almost daily walkers past Roxbury Park, we haven’t seen any bikes using the dedicated lane. It is unsightly with bent bollards and an unswept, uneven path. Driving down Roxbury has become dangerous because cars pulling out of the diagonally parked areas are not watching those driving by.They are unloading children and equipment, placing the kids closer to moving traffic. There’s always an unease driving down the narrowed street. Very disturbing. What if a child should dart out? I resent BH spending so much money for such a useless bike path. I do not support maintaining nor enlarging it.
9/6/2023 3:47 PM
69 The changes have made parking and driving much more dangerous on this part of Roxbury.

The parked cars stick out into the street. People pulling out of parking spaces cannot see the traffic that is coming down the block. The overall safety of the street has been completely compromised.
9/5/2023 5:26 PM
70 I like the idea of it because protected bike lanes are safer than any others. Because there is no connectivity to other bike lanes, I think the value of it as a pilot is very limited. 9/2/2023 4:08 PM
71 The project has narrowed the traffic lanes so moving traffic is dangerously close to the back of parked cars, endangering the occupants of these cars, especially when they are moving around their cars or trying to retrieve items from their trunks. 9/2/2023 4:08 PM
72 I liked that the bike lane is protected and separated from vehicle traffic. However, when driving Southbound Roxbury from Olympic the parking makes it tight. I constantly have to worry about hitting parked cars on Roxbury after I cross Olympic. I would like to recommend removing the 4-5 parking spots closest to Olympic to provide more room for vehicles traveling southbound.

At issue is the left turn land, which while needed, makes driving Southbound more difficult due to parked cars. Providing more of a buffer there would make it much safer. Pushing the sidewalk east towards the park would also solve this as the parking can be moved too. 9/1/2023 9:02 PM
73 1)As a bike rider, I disagree that this bike lane makes it safer for bike riders, as I've seen balls go into the bike lane as a result of kids playing nearby, and that is a huge danger to bike riders! They may not see the balls rolling into the bike lane when they are looking ahead. 2)As a driver on this street which is just around the corner from our home, this bike lane has presented a big problem and made it hard to navigate the traffic with a tighter lane for those pulling into and out of parking spaces - while I'm just trying to use Roxbury Drive going south to get to Peck Drive from Olympic Blvd. So often, cars are backing out of lanes, making U-turn's and not being 9/1/2023 5:05 PM
City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey respectful to other drivers when pulling out... 3) I have only seen an increase in congestion on Roxbury Drive since this bike lane was installed. 4) As a daily walker along Roxbury, I've witnessed young kids coming out of cars, hanging out in the bike lane, toys and small scooters in the bike lane, all of which are potential hazards to bike riders especially, not to mention small kids, and adults who often are oblivious to their surroundings while on their cell phones, helping kids out of cars, transporting their toys, scooters, etc. 74 I like to ride into the triangle and this makes the first part safer. Also, it connects to the south which is good for exercise.
9/1/2023 3:11 PM
75 It makes biking safer. It eliminates conflicts between bikers, pedestrians and cars. Makes it safer for cars backing out of parking spaces.
9/1/2023 3:06 PM
76 Traffic has increased, cars double-parked creates congestion, cyclists don’t use the bike lane when riding side-by-side often, Amazon and similar delivery vans double park opposite the park, the bike lane has created more problems than it solves, for just a few cyclists a day! Roxbury Drive there is now too narrow for a major North-South connector! 9/1/2023 11:19 AM
77 1) This bike lane is hardly ever used. In the two years that this has been set up I have only seen one or two cyclists use this bike lane. 2) this system has narrowed Roxbury Drive, which is a main through road. It is much more dangerous to drive on the road, especially driving south. 3) Larger vehicles like trucks or vans or large SUV's cannot see onto the road when backing out of their parking space. This makes it dangerous to drive along this road with these vehicles trying to back out. 4) It becomes even more dangerous when drivers try to get things out of their trunks, e.g strollers and have to do this bny encroaching onto the roadway. 5) It is dangerous for parents trying to unload their trunks and maintain control of their small children.

The road have now become far too narrow to do things safely. 6) Roxbury Drive was far safer and better to drive along before this project was done. 7) this project is a real waste of taxpayers' money especially since the bike lane is hardly ever used 8) I do not believe those who maintain that this bike lane is effective and is used often. They are completely wrong. 9) Please return Roxbury Drive to how it was before this insane project was embarked upon 8/31/2023 4:49 PM
78 parking is fine and doesn't take away from driving 8/31/2023 10:04 AM 79 Dangerous for people trying to park, open their car trunks, narrows the street, looks unattractive. It is very disruptive and I feel it should be removed and returned to the way it was before.
8/30/2023 8:20 PM
80 very counter intuitive set up, hard to park, the lane movement provides less visibility down the road. less safe for bikers than no bike lane at all.
8/30/2023 4:42 PM
81 I don’t usually ride south on Roxbury. Riding north on Roxbury I have to be more aware of the parked cars. I would like to see a lane like this on crescent drive between Sant Monica and wilshire. I do wonder if the street sweepers can go on this lane and would worry about that with other options. I really like the sensor cross walk signal on crescent and Santa Monica 8/30/2023 2:39 PM
82 Dislike: Even though there still remains the same number of driving lanes, the project significantly narrowed the width of the street. Given that there is a park, there are numerous children and families who attempt to cross the street when not in a crosswalk and the narrower street makes it more dangerous. Dislike: Because the street is narrower than before, people in cars who are waiting for cars to exit a parking space block more of the road and travel time is impacted. Dislike: Despite there being a dedicated bike lane between the parking spaces and the sidewalks I have found that a significant amount of bicycle riders ignore this lane and still use the street. Dislike: Getting to ones car from the sidewalk, especially with children, is more dangerous now that you have to cross a bike lane
8/30/2023 11:25 AM
83 The bollards are awful and should be removed. It makes me feel trapped on my bike. 8/30/2023 10:45 AM 84 I like the protection. I feel the plastic bollards should be replaced with concrete barriers, or the lane raised to sidewalk level
8/29/2023 11:35 PM
85 I don’t really know. But I like biking so I’m all for bike lanes if it doesn’t cause too much traffic. 8/29/2023 9:11 PM 86 I like that there are bollards. However, they are plastic and some have already been damaged.

I would prefer more sturdy bollards that result in actual vehicle damage if a car attempts to illegally enter the bike path.
8/29/2023 8:45 PM
87 It makes it a much more safe environment for bikers and drivers. On other streets I see cars honking and mad at bikers because there is no lane or it’s too close to the driving lane. I hope 8/29/2023 6:00 PM
City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey to see it through the city.
88 It doesn't connect enough to other protected bike lanes and we still prioritize cars as a city over people
8/29/2023 3:17 PM
89 The block on Roxbury Drive south of Olympic is very challenging to drive and generally unsafe for the community. It is filled with parking spaces that are challenging to exit due to limited visibility for the driver. Also, all day, there are many jaywalkers on the street. The pilot project is well meaning, but the bike path serves primarily to over-complicate this challenging section of Roxbury Drive. Also, the bike lane is very limited in length, so it serves no real purpose.

Finally, since bikes are not permitted to be drive WITHIN Roxbury Park, there is no purpose to facilitate bike use on portion of Roxbury Drive which is directly next to Roxbury Park. 8/29/2023 12:21 AM
90 The protected bike lane is safer than the striped lanes because bicyclists don’t have parked card opening doors where they are riding. However two bollards have been run flattened by parking cars! Also on a recent trip a car had actually pulled into the bike lane blocking it. 8/28/2023 11:32 PM
91 1. I'm CONSTANTLY seeing people putting money in the wrong meter. 2. People are constantly "pulled over" waiting for parking or to pick someone up. It used to be easy to go around them, but is much more difficult now with the bike lane narrowing the traffic lanes to safely go around them. This impacts the flow of traffic. I have noticed a huge increase in cars honking at one another. 3. I rarely see bikers on this street in comparison to how much I see the new layout impacting the flow of traffic. 4. Cars are CONSTANTLY parked crashed up against the flex posts. People don't have good spacial awareness parking so far from the curb. 8/28/2023 3:25 PM
92 roxbury is too narrow with the bike lanes to accomodate all the cars that park on the west side of the street. Traffic backs up, cars speed around other cars. It is dangerous with bike lanes. 8/28/2023 2:49 PM
93 Safer for biking, and it’s separated from cars. 8/28/2023 8:02 AM 94 I dislike the pilot project because: (i) I think it's very dangerous for cyclists to utilize the bike path because of the risk posed by children and others not noticing approaching southbound cyclists and walking/running between the curb and parked cars, (ii) I believe the north and south bound Roxbury Drive vehicle lanes are now too narrow, and cars now more frequently stop and clog the flow of traffic on Roxbury Drive, while awaiting an empty parking space, and (iii) I've never actually seen a single cyclist using the new bike path, instead I see cyclists being forced into the newly narrowed and dangerous Roxbury vehicle lanes. Again, I visit or drive past Roxbury Park almost daily, and I can't recall seeing any cyclist ever using the new protected bike path.
8/27/2023 9:33 PM
95 I like making the streets more inclusive to bicyclists and maintaining safety. 8/27/2023 12:48 PM 96 I love how streamlined it is and how visible the path is. 8/27/2023 11:13 AM 97 This project has been a disaster. As someone who lives, bikes and drives in this area I can test that this is dangerous for the bikes and the drivers. There is simply not enough space for everyone and cars backing at an angle and having to load there trunks presents a unique issue. Also the adjacent areas with bike lanes signage indicating 3 feet between cars and bikes is confusing as drivers interpret this to mean 3 feet width and therefore drive around cyclists and go against traffic on the wrong side of the road. 8/27/2023 9:47 AM
98 Whoever designed this project made it very poorly. The bike lane is undrivable. It’s not balanced. It’s too narrow and there’s many leaves and twigs on the lane. Also the street is much more narrow and congested and both of the lands get interrupted when cars are back and got a parking spots. Overall, it’s a very poor design and it should be removed. 8/26/2023 4:40 PM
99 More congestion Restrictive lanes See no purpose for all the bike lanes 8/26/2023 3:42 PM 100 1) Roxbury Drive is a main thoroughfare and is considerably narrower since the installation of the bike lane 2) It is very dangerous driving especially driving south because cars back out of their parking space and are unable to see cars travelling south. I have witnessed numerous near accidents. Some drivers also back out of their parking space without looking and some back out fast. This is very dangerous as there in not much room to move out of the way. 3) It is very dangerous when parents try to take strollers and other items out of their trunks. They encroach on the driving space on a much narrower road. 4) When parents unload strollers from their trunks they often try to put their children into the strollers/s and this is very dangerous for these children. It is also dangerous for other children coming out of the cars. 5) In the two years that this system has been operative I have only once seen a cyclist use this bike lane 8/26/2023 2:03 PM
City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey but I have seen them cycling on the now narrowed Roxbury Drive and the sidewalk. 6) This bike lane idea is a bad idea and should be removed before there is a serious accident. 101 I am a huge fan of these Class 4 biking lanes. I just came home from a trip in Amsterdam, let me tell you that our current infrastructure for biking feels incredibly dangerous and outdated, especially bike lanes without a clear zone or protection such as the ones on Santa Monica BLVD (it feels like you are going to be hit by a car any moment and the number of distracted drivers greatly increases the risk, it greatly discourages people from biking). Protected bike lanes such as the one installed on Roxbury BLVD are a step in the right direction as I feel much safer biking and getting around Beverly Hills as I (and many of my neighbors) don't like driving locally. I highly encourage the spread of such bike lines all over Beverly Hills and Los Angeles as it makes biking a more attractive and safer transportation option than with our current biking infrastructure. The main reason many refuse to bike is because of how dangerous it is with our current (sorry to say, but incredibly stupid) non protected bike lanes.

Just look to Santa Monica's new bike lane infrastructure, it is separated, safe and since getting built, actually began seeing a lot of usage. I love this project and hope it spreads to many other parts of Beverly Hills, especially Downtown BH and southern BH! 8/26/2023 12:12 PM
102 Nothing - think it’s a great idea 8/26/2023 11:29 AM 103 Limiting automobile traffic and parking for the "benefit" of a few bicycles makes NO sense. 8/26/2023 8:32 AM 104 People back out of the angled parking spots without looking for oncoming traffic. People often do not park in far enough thus sticking out into the one lane of traffic that is there. The surface of the street is not smooth.

105 I travel south on Roxbury every day as I live inCentury City and you are prohibited from turning left onto Century Park East from Olympic, therefore I take Roxbury to Pico to Century Park east and turn right on CPE. The problem with the bike lane is that the the first few parked cars south of Olympic protrude too far into the street and it narrows down too suddenly and oncoming traffic if it is going fast comes close to hitting south bound cars. Maybe it is possible to eliminate the first 3 parking spots south of Olympic and that would help. 8/25/2023 9:38 PM
106 The primary reason for my dislike is the cars that park on the West Side of the street (the addition) are not pulling up far enough. Because of this, the car's rear end is jutting onto Roxbury Drive. In addition, watching for the oncoming Northbound traffic, and I believe that there is parking on the East side makes that stretch tricky and hazardous. I frequently use the park, and I don't notice a lot of cyclists using it (though your cameras say 40-50 daily). It's ended up making driving on Roxbury Drive more difficult. 8/25/2023 6:24 PM
107 This project has been horrible. The biking lane is full of leaves and debris making it impossible and dangerous to bike. Also people are constantly standing in the lane making it hard to bike uninterrupted. The previous arrangement was better without the biking lane. Also driving on Roxbury drive is much worse now that its narrower. Cars are constantly backing out into both lanes of the street now stopping traffic because the road is much narrower. Overall its bad for biking and driving and made the street much worse. I still bike on the sidewalk going south because the lane is in terrible shape. I highly doubt 40-50 bike daily in this lane. Since its inception I have yet to see 1 person using this lane and I bike past it almost daily. The surveillance footage should be checked because almost no one uses it as its dangerous. 8/25/2023 6:22 PM
108 My brother is an avid biker and I want him to stay alive and well. Unprotected biking lanes are very dangerous. The slight inconvenience for drivers is worth the priceless safety of bikers 8/25/2023 6:19 PM
109 That it’s protected 8/25/2023 5:41 PM
110 I think that Public Works exaggerates when it says there are 40-50 bikes using bike lane per day. When I visit Roxbury Park, I rarely see anyone using the bike lane. By reducing the street to only one lane in either direction, it is harder to pull out of the parking spaces and harder to see vehicles driving on the street. I think that the bike pilot has made that stretch of Roxbury Dr. more dangerous.
8/25/2023 4:29 PM
111 It encourages biking on the street and also, it makes it safer for the bicyclists to ride their bikes on that street.

112 Any project that makes cycling an option is good. 8/25/2023 3:05 PM 113 I dislike that the driving lane is very narrow. People getting their kids and park equipment into their parked cars is very dangerous. The bike lane often has trash or parking pilón broken into 8/25/2023 2:39 PM

115 This was a waste of tax payers funds! Street to narrow not save. 8/25/2023 12:38 PM 116 This is completely unsafe for driving. the bike lane takes up valuble space for parking. The cars come down the street so fast, and there is no room to back up. Delivery trucks are large and also take up space. Please remove the bike lane, and return it back to the way it was.

There is now less space to go around cars or delivery trucks. I have witnessed so many fender benders since this has been installed...
8/25/2023 10:09 AM
117 The parking on the west side takes up too much space and intrudes into the driving lane. If someone is using their trunk, it is VERY dangerous!
8/25/2023 9:24 AM
118 I strongly dislike this bike lane. It’s more difficult to park and most often when I park I have pushed down one of those bolsters because I can not see them when I’m parking. It’s frustrating to have this continually happening. I’m at the center attending classes Thru the week and I never see anyone biking there. I can never recall seeing one biker ever on this lane and I think hype bike lane should be removed. With the lane there it is narrowing the street and I am not comfortable about that.

119 Hate it 8/24/2023 1:01 PM
120 It is dangerous when driving 8/24/2023 10:26 AM
121 Very much dislike what they did to the parking. The bike lane is uneven, the meters are not lined up so people have put money into the wrong meter. Never see bikers using the lane.

Seems like the city spend a lot of time and money on something for few of the residents while subjecting the majority of us to many inconveniences. BAD IDEA!! 8/24/2023 9:58 AM

125 Protected bike lane makes things very clear 8/23/2023 2:57 PM 126 I like the protected bike lane... however.... please please PLEASE install speed bumps on Roxbury. People still drive too fast... especially at night when there aren't cars parked in the angled lanes.
8/23/2023 11:07 AM
127 This "pilot" bike lane is an absolute disaster. It has made traveling on this block of S. Roxbury much more dangerous. The vehicle lanes have been narrowed. Vehicles parked are dangerously close to southbound vehicles and occupants of parked vehicles who are retrieving articles from their trunks are virtually on top of southbound traffic, including some young kids who are with their parents retrieving balls, etc from their car trunks. Cars turning south from Olympic sometimes cross into the vehicle lanes while making their turn. 8/23/2023 9:21 AM
128 I like the buffer between bikes and cars. That separation makes me feel safer knowing cars cannot drive into the bike lane. Also, it is very efficient for cyclists like myself. 8/23/2023 8:59 AM
129 One-third of the bike lane is concrete the other two-thirds is asphalt and the separation is an irregular and uneven height making it inherently unsafe. Why have a pilot program that puts bikers in additional peril by creating a hazard zone for their use only? 8/22/2023 9:37 PM
130 It feels safe and encourages biking, it's also serves as a limit between the park and the road with the cards
8/22/2023 8:40 PM
131 The driving lane is very narrow especially when other cars are backing out of the park side spots. I very rarely see bikers and to loose the few feet of roadway is my safety concern. 8/22/2023 7:26 PM
132 It is difficult to drive and narrows the street. 8/22/2023 3:48 PM 133 Na 8/22/2023 3:35 PM
134 To many things to watch out for: pedestrians, bikes, J-walking and children. 8/22/2023 2:56 PM 135 After parking, it is "unnerving" to cross the bike lane for kids as they don't necessarily see the 8/22/2023 2:27 PM City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey bikes coming
136 The street is far to narrow to safely drive on. Also, it is very difficult to back out of the parking spaces on the west side
8/22/2023 1:57 PM
137 It feels much safer to bike down this street 8/22/2023 1:50 PM 138 When I’m bicycling, I don’t have complete confidence in the bank lane. Pedestrians are always passing through the lane, and I never know if a car will encroach on it. When I’m driving, I find that the bike line makes the lanes for driving very narrow. 8/22/2023 1:07 PM
139 Demonstration of a protected lane!! 8/22/2023 12:51 PM 140 I find it very dangerous when people have to step that far out into the busy street to load children into their seats and gear into their trunks.
8/22/2023 12:17 PM
141 Traffic is passing by too close to the parked cars. Kids leaving the playground dart out onto the street and you can't see them until it's TOO LATE! Those extra feet that you gave to the bike lane and took away from the parking spaces put kids in jeapardy of getting hit by a car.

That, and riding a bike in those lanes you also have kids darting out into the bike lane on the way to the park. Horrible, poorly designed plan that benefits nobody. That, AND NOBODY USES IT!
8/22/2023 12:09 PM
142 Protected bike lanes facilitate active modes of transportation, we need more of these and ones that connect to bigger thoroughfares like Olympic and Pico to get in and out of Century City— major place of work for thousands of commuters

143 Yes 8/22/2023 10:53 AM
144 Waste of space. I never see anyone biking on Roxbury. 8/22/2023 10:51 AM 145 The bike lanes have pushed parked cars closer to driving cars. Also kids are now close to traffic.

It’s opened a new opportunity to bike into Beverly Hills when I visit, especially for dining and shopping here. Also good door zone. Don't like that it's bollards, please do what Santa Monica is doing and put in concrete curbs to protect bike lanes.

154 Traffic calming and separated bike lane 8/22/2023 6:50 AM 155 It is easier to park as if feels like there are more spots. I dont like the plastic cones that stop you from moving forward too far - I believe there might be a better way to design this so people dont move too far forward so they arent in the bike lane without hitting the plastic item or damaging their car (Maybe some road bumps/ridges?

158 Step in the right direction. More bike paths means a world less dependent on cars and more dependent on personal modes of transportation. More transit options for LA is always best. 8/21/2023 11:56 PM
159 The street was narrowed because of placement of the bike lane and barriers. Therefore the two lanes on the street are narrower than before. There are frequent delivery trucks that double 8/21/2023 10:43 PM
City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey park in the lanes requiring drivers to go around them and enter the opposite lane on a street where people drive fairly fast. I think this makes it more dangerous to drive on the street. I also think narrowing the street because of the bike lane has made the angled parking on the west side of the street more dangerous. Not to park but to back out. With the narrower driving lanes once car is much farther into the flow of traffic when trying to back out of these angled parking spaces, I again think this can lead to accidents. When driving south on the street past the angled parking, they have been many instances of people backing out of the parking spaces and coming dangerously close to driving right into my path. I finally will say that I have spent many weekends walking on Roxbury south of Olympic to either visit family or go to the park. I don’t think I can count on one hand the number of times I’ve seen cyclist using the bike lane.

It doesn’t strike me to be in that much demand.
160 Safer, improves congestion 8/21/2023 10:39 PM
161 The bike lane makes the street much narrower, which makes it hard to bypass cars, delivery trucks, etc that inevitably are double parked/stalled/looking for parking. Also, I have seen only a handful of bicyclists use the bike lane, whereas the inconvenience to cars is constant 8/21/2023 10:10 PM
162 It takes valuable driving space and I have almost gotten hurt several times when backing out of a space on Roxbury or driving through. The bike lane is very dangerous for this reason. 8/21/2023 10:07 PM

170 It's too short. I'd like to see it extended to other arterials. 8/21/2023 7:50 PM 171 I like the separation from the cars. 8/21/2023 7:42 PM 172 Protected bike lanes save lives and reduce all accidents! 8/21/2023 7:20 PM 173 It gives bicyclist a dedicated lane 8/21/2023 7:15 PM 174 Getting in and put of the park is a little harder 8/21/2023 7:14 PM 175 Making the city easier to navigate 8/21/2023 7:11 PM 176 I bike through the area often, and the protection from cars and keeping me out of the 'door zone' of opening car doors keeps me significantly safer than an unprotected bike lane. As a driver going through this area, I enjoy not having to navigate the road with cyclists in it, or worry about hitting them or passing too closely.
8/21/2023 6:37 PM
177 I often bike to Roxbury Park and it feels safer having the barrier for when cars go by. 8/21/2023 6:36 PM 178 I like this project a lot. Keeps bike riders safe 8/21/2023 6:33 PM 179 Love it!! Gimme more 8/21/2023 6:30 PM

194 Makes it safer for my family to bring the kids along with us to Roxbury park on a bike. It would be great to add the kind of protection that Santa Monica added on ocean blvd for the bike lane here as well. Thanks
8/21/2023 5:02 PM
195 Traffic is impeded by drivers pulling out and waiting for parking on Roxbury Dr. Also neighboring streets (Bedford Dr) have become overwhelmed by parking for the park. 8/21/2023 4:29 PM
196 The bike lane is in the gutter & the bollards don't feel very safe -- and frankly they aren't because plastic doesn't do anything. If you add in bike lanes, please try to repave them and make them more like in other cities across the world. It's not super safe to ride in the gutters. 8/21/2023 4:29 PM
197 This pilot has made an already challenging vehicle driving situation even worse. The bike lanes are seldom used by bikers, and yet make driving and parking access worse, disruptive. A failed pilot, helping so few if any.
8/21/2023 4:02 PM
198 The cars are parked too far into the street and create a safety hazard for cars passing by, and pedestrians leaving their cars with small children. It is very stressful as the pedestrians are not aware of how close they are to speeding cars passing by. Likewise the drivers can't see the people until too late. I have witnessed several near accidents. And drivers backing up are into the oncoming drivers as they don't have enough space to back up before it is too late to see oncoming cars. There isn't sufficient space for the bike lanes on such a busy street. Also some of the drivers pull too far into the bike lanes inspite of the barriers. 8/21/2023 3:49 PM
199 It is confusing. I have seen many of the pylons run over by cars, which makes it seem less safe for bikes and pedestrians. The street feels crowded and unsafe when driving. 8/21/2023 3:49 PM
200 Lifetime resident and Roxbury Park visitor, with relatives formerly living on Roxbury. Absolutely dislike parking configuration and find it unsafe and nervewracking. I avoid driving on the street now altogether. :(

203 I like that I keeps bikes and cars separated, and that drivers don't end up blocking the bike path. I would prefer if this would be made more permanent and that there was even more protection from out-of-control drivers. When making the project permanent, pay most attention to make sure crossing at intersections reduces conflict / is safe for cyclists (crossing islands, etc).

207 a good first step towards making the city more habitable to humans and not just cars. however, it's only a first step. Beverly Hills needs a hundred of these blocks to create a true bike network that actually lets people get where they are going safely and efficiently without encasing themselves in multiple tons of steel. drivers can expect a connected driving facility to and from every destination in the city. it is not a piecemeal network. people on bikes should be able to expect the same.

I am much safer in a protected bike lane and I feel more comfortable biking in one. I will be biking regardless of whether there is a bike lane or not, and whether it is protected or not, but I (and many others who- increasinglyare not using cars in LA and get around via transit or bike) are much safer when we are protected from motorists.

City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey 230 I like the separation of the bike lane from car traffic, but would prefer a permanent, rigid barrier (curb, concrete bollards, etc) for better protection.

If you build it, they will come. 8/21/2023 12:02 PM 233 Bikers frequently ignore both "the rules of the road" and common sense. 8/21/2023 11:21 AM
246 This one stretch of of Roxbury Drive has a bike lane that seems totally disconnected from the rest of the community. No one uses it for biking. Not even kids because it's usually filled with leaves. Also, kids aren't allowed to ride bikes at Roxbury Park, so they don't bring their bikes to the park. Roxbury used to be a low-stress street where people could park their cars diagonally and use the park, but now the street is much narrower due to the unused bike lane, so the risk of accidents between driving cars and reversing (parked) cars feels very elevated. I strongly avoid driving on this stretch of Roxbury now, but I live very nearby so this just means I drive on Spalding or Bedford instead if I need to drive north to Olympic Blvd. if you want to keep a bike lane here it needs to be raised to the level of the sidewalk or completely disconnected from the street. And also maintained properly so it's a not a risky leaf-filled passageway. The core of the issue, though, is that this one block makes zero sense by itself. 8/21/2023 9:49 AM
247 Provides more safety for bikers 8/20/2023 9:23 AM
248 Not a good use of resources for such a short block, never in use, waste of everyone's dollars, waste of staff use, only one council member wanted this and that person is out. 8/18/2023 7:38 PM
249 The lane was poorly executed due to the width of the street and proximity to the park. While unfortunate, it should be removed and a different solution sought for a real problem, not a made up one by a former councilmember. May I suggest a protected bike lane on Olympic which would be most appropriate

251 I do not like how far into the street cars are parked. 8/18/2023 11:00 AM 252 The current configuration does not encourage more biking as the bike lane is always full of lawn and other debris. Road cycles would not be safe using this lane. The street sweepers cannot access the bike lane to clean it. Most often cars have run over the plastic barriers which then lay into the bike lane. This configuration is not useful. 8/17/2023 2:28 PM

1 a safe bike lane 9/21/2023 9:09 AM
2 drivers pull into the bike lane, smashing the cones, just to park. It should be protected by a concrete barrier.
9/21/2023 9:05 AM
3 concrete barrier between cars and bike lane 9/21/2023 8:59 AM 4 No because so few bikes ever use the bike lane. Not enough bikes for inconveniencing so many drivers and walkers.

5 I rarely see anyone riding bikes in this designated area. I walk Roxbury Park daily. 9/20/2023 12:06 PM 6 Maker absolutely no sense at all! Pls make the street safer to the general public and to those who live on Roxbury St.
9/20/2023 11:57 AM
7 I think the bike lane is a potential legal liability "swamp". When one uses a bike lane, once expects a certain level of security. Whenever there is an accident, the City will be potentially liable. Nothing would change my mind. This is a costly boondoggle waste of money. I would never feel secure using the bike lanes or any more secure than I do on the streets. The bike lane makes driving more dangerous. In addition, I drive on Motor frequently. You know how many bikers use that lane? No-one. In two years I saw 6 bikers. 9/20/2023 11:45 AM
8 Not safe and not used. A major issue is that the bike lane is between the curb and cars . It is not smooth riding. It isn't even comfortable walking. Primarily it feels very unsafe for the biker.

There is little space to maneuver in an emergency. And, as seen, cars don't always stop at the green barriers.
9/20/2023 11:32 AM
9 Nobody uses this. Put it on a street which does not distract park attendees or preschool.

Roxbury Drive needs to be for driving only. If large groups of commuters used this bike route, I'd think about it. All my friends avoid this and use side streets to bike! 9/20/2023 10:16 AM
10 Do not go backwards. We are already behind neighboring cities like Culver City and Santa Monica.
9/20/2023 9:59 AM
11 If more people seemed to use it, I could see keeping and expanding it. 9/20/2023 9:54 AM 12 It's very dangerous. Older people have difficulty backing out. I see someone having to direct them from the street.
9/20/2023 9:46 AM
13 Either widen the street or pick up a wider less trafficked street thats wider for a bike lane. It is interesting that the picture shown in the enclosed letter is of the bike lane only and no picture of the small narrow lane from the driver's perspective with the parked cars backing up into thru traffic!
9/20/2023 9:33 AM
14 Absolutely not. It's truly an awful design - it's rarely used if ever. There is not enough room on the street to have a designated bike lane. I have watched throughout this pilot program VERY FEW bikers/cyclists use this feature. I walk to work and watch/witness time and again, children near their parents parked car come close to getting hit, dogs run over, and people confused of which meter is theirs.
9/19/2023 3:48 PM
15 I think the bike lane is unsafe for bicyclists. My husband was an avid bicyclist and he didn't use it because of the unevenness. He took other routes - Spaulding or Bedford. Cars going south are often pulling into northbound lanes. See response to 6. I would like to see cyclists safe and protected, but this doesn't work.

City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey 17 Yes - revert back to the original way. Remove the cones and give the cars their due space for the safety of all. There are more people and families visiting Roxbury Park and Center on any given day than there are bikers. Bikers have more open space on the BH 'flats' streets than they do on your small loop of a path. Wouldn't you agree? Look at Exhibit A compared to the beautiful, wide street in Exhibit E. Helen Keller could see why the 'project' should be removed. 9/15/2023 10:45 PM

26 Scooter, bike, skateboard, etc.
27 This serves as a plan to expand this type of bike lanes into residential areas, where bikers disrepute stop signs, dart in front of cars.

64 It should be kept only if there is connectivity to other bike lines going north and south 9/2/2023 4:08 PM 65 I can't think of any change that won't affect the safety of either the bikers or the occupants of parked cars. The only solution may be to eliminate diagonal parking, which will drastically reduce the number of parking spaces and therefore access to the park and its amenities. 9/2/2023 4:08 PM
66 When driving Southbound Roxbury from Olympic the parking makes it tight.

83 The block on Roxbury Drive south of Olympic is very challenging to drive and generally unsafe for the community.

84 Beef up the protection bollards so that parking cars can’t destroy it or block the bike lane when parking. Add warning signs for drivers crossing the bike lane to/from their cars. 8/28/2023 11:32 PM
85 If the bike lane was on the street side with the cars parked closer to the curb (as a more conventional bike lane), then I think it would alleviate the problems with traffic flow, people hitting the flex posts, and using the wrong meter. But with the current program I think it negatively impacts the fluidity of the area.

92 It is best to remove this bike lane. The way it is set up now it is a horrible. Nobody uses the bike lane despite your statistics showing 40 to 50 people a day use it. People cannot ride their bike on it because it is obstructed many times by pedestrians and it is an event to bike and it is too narrow. My child was biking on it and crash multiple times because he still learning how to ride a bike. And when cars are backing out the street because very narrow lied to get accident prone. 189 Move the bike lane onto the park property perimeter, so that parking vehicles head in doesn’t impede the traffic lanes and cars can pull out with blocking opposing northbound traffic. 8/21/2023 4:29 PM

191 No, bile lanes do not serve the populous BH community. They are disruptive, cumbersome and ineffective.
8/21/2023 4:02 PM
192 Move the bike lane to a less busy street, like Bedford or McCarty. 8/21/2023 3:49 PM 193 I would prefer "sharrows" similar to Charleville, but I have always felt like the angeled parking facing the park is dangerous. I don't like it on Beverly Drive either. I avoid parking in these angeled spaces. It can be very hard to back out.
8/21/2023 3:49 PM
194 There isn't the BH Bike Share program anymore so I don't bike. I am an apartment dweller on 8/21/2023 3:48 PM City of Beverly Hills - Roxbury Drive Protected Bike Lane Pilot Project Survey 2nd floor and it isn't feasible for me to own a bike. When I did ride, I rode just as easily on the sidewalk or the street. The bike lane may have made it safer for bicyclists (and I never see any) but it has made it hazardous for drivers and cars. 195 No, it should go 8/21/2023 3:47 PM

204 MORE PROTECTED BIKE LANES IN BEVERLY HILLS - THEY NEED TO BE EXPANDED ALL OVER THE CITY.
8/21/2023 2:12 PM
205 Car drivers should not be more entitled to the road and parking than I am as a pedestrian and biker. My safety should matter more than their convenience. 8/21/2023 2:10 PM

207 Shift everything over. Move parking back to where it was, move the bike lane to where the sidewalk is, and move the sidewalk further in.

218 Raising it to sidewalk level (option C) would send the right message: we value a park visitor when she arrives by bicycle; and you can enjoy your bicycle at the park even if ped paths exclude bicycles.

240 If you install a bike lane all the way around Roxbury Park for kids to ride their bikes or ride skateboards around the park that would be nice. But having one stretch of unused bike lane on one edge of the park makes no sense.

241 N/A 8/20/2023 9:23 AM
242 No. It is simply unnecessary to have a bike lane at all. There are maybe two bikers per month, if that, who use it. I drive this street every day and never see bikers. It is an unsafe lane for both drivers and bikers.
8/18/2023 7:38 PM
243 No however I am fully in favor of a protected high class bike lane on the entirely of Olympic. I am not anti bike. I simply think this was a foolish installation for many reasons. 8/18/2023 7:32 PM

245 Different parking configuration for how cars are to parl 8/18/2023 11:00 AM 246 The bike lane should be able to be cleaned, free of debris to encourage bike use and vehicles should not be able to run over the barrier.
8/17/2023 2:28 PM
247 None! This is a disaster waiting to happen. There are too many older people that use the park and that is more important
8/17/2023 7:37 AM
248 Bike lanes like this are ugly, confusing and serve no purpose. There is no increase in bike traffic, so the street is less useful to cars and pedestrians. The City is being overrun with bike lanes, sharrows and related signage that causes visual blight. 8/16/2023 8:19 PM
