RECOMMENDATION
Staff recommends that the City Council adopt a Resolution, so the City may appoint an additional designee to oversee preschool licensing in the City based on department needs.
INTRODUCTION
As part of the State Licensing requirements the City needs to have designees appointed to oversee licensed preschools and submit documentation on behalf of the City.
Licensing requires any immediate changes to the designees be made through a resolution adopted by the City Council. Community Services recently had the Senior Recreation Supervisor, who was listed as a designee, retire leaving the need for a replacement to be appointed immediately. The City currently has another designee approved; however, that employee is on leave until the end of summer.
DISCUSSION
This Resolution would allow the City to appoint an additional staff member that meets all of the licensing requirements. This would allow for staff to immediately be available to oversee the program and make the required changes to our programs for the fall school year. The City is currently in the process of working with the State Licensing Department to relocate classrooms from park sites to Hawthorne where we will be centralizing preschool and open a new class at Horace Mann.

RESOLUTION NO. 24-R-_________
RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS APPOINTING A NEW DESIGNEE
TO OVERSEE PRESCHOOL LICENSING IN THE
CITY.
WHEREAS, on May 22, 2024, Senior Recreation Supervisor, Lisa Perry-Castaneda retired from the City. The City is now required to submit a resolution to the California Department of Social Services with information about the staff member assuming Ms. Perry-Castaneda’s responsibilities.
NOW, THEREFORE, the City Council of the City of Beverly Hills resolves as follows:
Section 1. The City of Beverly Hills hereby notifies the Community Care Licensing Division of the California Department of Social Services that the City of Beverly Hills Preschool Program removed Ms. Perry-Castaneda from her roles and responsibilities regarding Community Care Licensing, including her role as a License Administrator.
Section 2. The City of Beverly Hills hereby appoints City Recreation Services Manager, Adrine Ovasapyan, as the secondary License Administrator. As part of her duties, Ms. Ovasapyan will be responsible for the oversight of preschool within the City, including oversight of the existing four licensed preschools. Ms. Ovasapyan duties include ensuring licensed preschools within the City follow applicable licensing protocol and handle inspection notifications. Ms.
Ovasapyan is authorized to take actions to ensure proper student to teacher ratios and make modifications related to preschool staff and programs. Ms. Ovasapyan’s contact information is 310.285.6835 and [email protected].
Section 3. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolution of the Council of this City.
