INTRODUCTION
This report provides information to City Council for acceptance of the contract work in the final amount of $4,802,675.17 and authorization for the recordation of the Notice of Completion with Los Angeles County Recorder by the City Clerk.
DISCUSSION
Robertson Boulevard is one of the City’s major commercial corridors with a large number of thriving businesses and relatively high pedestrian traffic. The existing sidewalk had a high frequency of repair needs due to uplifting of concrete panels caused by the overgrowth of the Ficus tree roots located adjacent to the sidewalk. The first phase of the Robertson Sidewalk Improvements Project included the replacement of damaged sidewalk, curb and gutter, the replacement of curb ramps to meet accessibility requirements, inspecting and replacing Ficus trees deemed necessary by the City Arborist with alternating Mexican Fan Palms and Crepe Myrtles, installing lighting and outlets for holiday décor lighting, and installing irrigation for the new trees.
Meeting Date: June 27, 2024
The contract originally included improvements to the entire length of Robertson Blvd within the City Limits. The project was later divided into two phases. The completed Phase 1 of the Robertson Boulevard sidewalk improvements includes all work north of Gregory Way on the west side of the street and north of Charleville Boulevard on the east side of the street. Phase 2 of the project that will address the remaining sections of Robertson Boulevard sidewalk will begin at a future date and will be part of a separate contract, pending the development of an Environmental Impact Report.
On December 6, 2022, City Council awarded a contract in the amount of $7,050,294.00 to Environmental Construction, Inc. on the basis of sealed competitive bids received on October 14, 2022 from three bidders.
Environmental Construction, Inc. was issued a notice to proceed on February 21, 2023 and construction of Phase 1 was substantially completed on April 15, 2024.
Public Works staff inspected all work to ensure it was completed in accordance with the approved plans and specifications for this project.
FISCAL IMPACT
The original construction contract purchase order, including a 10% contingency, was $7,755,323.40. The final amount for the completed work is $4,802,675.17; $4,562,541.41 has been paid to date, with a retention balance of $240,133.76 due to be paid 35 days after the Notice of Completion is recorded. The purchase order balance of $2,952,648.23 will be returned to CIP No. 00195 – Street and Alley Improvements.
Phase 1 of the project completed approximately 60% of the project area with an expenditure of 62% of the contract purchase order total. The percent expended is slightly higher than the percent of work completed due to some fixed lump sum costs in the contract (e.g., construction mobilization).
