RECOMMENDATION
Staff recommends that the City Council approve Amendment No. 1 to the agreement between the City of Beverly Hills and Canine Deployment Strategies, LLC for providing basic police service dog proficiency maintenance training, which meets or exceeds P.O.S.T. standards, and new police canine and basic training for the new canine team.
INTRODUCTION
The Beverly Hills Police Department’s K-9 Unit has one of the most stringent and difficult testing processes for selecting new police dogs, which historically, very few pass. The dogs are tested on courage, environmental issues (i.e., slick, or carpeted floors), behavior around violent or chaotic situations, assertiveness as well as their sociability. Historically, this selection process has proven to be a successful method to select proficient police dogs. Once the canines are selected and pass initial training, the new handler/canine team continues to develop their skills for patrol purposes.
DISCUSSION
Canine Deployment Strategies, LLC (CDS) evaluates, tests and trains dog handler teams.
In addition to training, Canine Deployment Strategies is also a supplier of police canines.
CDS specializes in selecting and training social, yet high drive dogs. During training, the handler and dog team get exposed to realistic training for both explosive and patrol work, which includes safety procedures, canine first aid, working obedience, search techniques, officer protection, call off/ call out, controlled aggression and bite work, problem solving/ Meeting Date: July 16, 2024
decision making and scenario-based training. All training is conducted by Ernest Wolosewicz (owner/operator of CDS) or directly under his supervision. This type of direct oversight by the primary trainer is not common in many larger operations, as they often rely on assistants or staff. The training occurs on an ongoing bi-monthly basis to ensure the canine and handler team meet the required standards for deployment.
The current agreement with CDS is a three-year contract with the option to extend it an additional 2 years. The total cost of a three-year agreement with Canine Deployment Strategies including contingencies is approximately $201,500. This cost consists of $38,500 per year for maintenance training totaling $115,500. The agreement also included $46,000 for the purchase of three canines and a total of $40,000 contingency funding for emergency canine purchases.
The Beverly Hills Police Department is now entering its fourth year with this agreement, and it is exercising its option to extend year one of the two available extensions. With this amendment the Police Department is adding the yearly costs needed for maintenance training of $77,000 (or $38,500 per year) for FY 2024-25 and 2025-26 and an additional $40,000 contingency (or $20,000 per year) should the need arise for an emergency replacement of a canine, totaling a not to exceed amount of $318,500 for this agreement with extensions.
FISCAL IMPACT
Funding for the annual maintenance costs of $38,500 is available in the Police Department’s approved FY 2024-25 budget (account 00102703-731220). Additionally, canines are part of the Fund 400 -Equipment Replacement budget.
