RECOMMENDATION
Staff recommends that City Council accept the described work with Superior Pavement Markings, Inc. and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for acceptance of the contract work in the final amount of $1,046,475.37 and authorization for the recordation of the Notice of Completion with Los Angeles County Recorder by the City Clerk.
DISCUSSION
This project included the restriping of most of the pavement striping and markings throughout the City. The project also converted most remaining crosswalks at intersections in the City from standard painted crosswalks to continental thermoplastic crosswalks for improved pedestrian visibility. In addition, the project included the striping realignment of San Vicente Boulevard, Doheny Road, and Coldwater Cañon Drive.
Change order work included bike lane installation on Beverly Boulevard east of Santa Monica Boulevard. Many project components met goals of the City’s Complete Streets Plan, including the continental crosswalks citywide and the bike lanes on San Vicente Boulevard, Doheny Road, and Beverly Boulevard. In addition, the bicycle lanes on San Vicente Boulevard are included in Metro’s First and Last Mile plan for the Wilshire/La Cienega station.

On December 13, 2022, a contract in the amount of $1,035,176.26 was awarded to Superior Pavement Markings, Inc. on the basis of competitive bids received on November 29, 2022, from three bidders.
Superior Pavement Markings, Inc. was issued a notice to proceed on January 23, 2023, and the work was completed in June 2024. City staff inspected all the work and are satisfied that the work was completed in accordance with the contract documents approved for this project.
FISCAL IMPACT
The original construction contract purchase order, including a 10% contingency, was $1,138,693.89. The final amount for the completed work is $1,046,475.37; $994,151.60 has been paid to date, with retention balance of $52,323.77 due to be paid 35 days after the recordation of the Notice of Completion. The purchase order balance of $92,218.52 will be returned to CIP No. 00863 – Street Sign and Striping.
