REPORTS FROM PRIORITY AGENCIES
Operations Reports from City Departments, Consultants and Outside Agencies Metropolitan Water District (MWD) Director Barry Pressman reviewed the Ten-Year Financial Projections for water sales. He noted an 8.5% increase in cost over the next two years and then another increase over the following two years, 11.5%, which will not even renew our target reserves. Over $200 million in reserves were used due to sales and revenues being way down.

He noted the more local water that can be developed at lower price, the better off we will be. He also discussed water conservation and conservation program expenditures and the status of MWD General Manager and his recent placement on Administrative Leave while an investigation into allegations is being conducted.

CONTINUED BUSINESS

2. Legislative Update
Senior Management Analyst Melissa Gomez reported on recent legislation relevant to Public Works that the city took a position on. Included were AB1827 (fees regarding water service); AB2236 & SB1053 (expanding single use carry out bags); AB2797 (telecommunications related); SB915 (autonomous safety vehicle); SB972 (requests technical assistance to manage organic waste/methane emissions); SB1461 (broaden emergency services act to include landslides). Key points of the State of the State address and a Federal Legislative Update.

The Commission inquired about the autonomous vehicle legislation and proposed fees, AB2451, regarding Public Works prevailing wages and their impact, and legislation regarding reusable products.

3. Lead and Copper Rule Revisions (LCCR) Update
Water Resources/Operation Manager Vince Damasse reported on the progress of the testing for lead and copper in service lines. He noted the public-side testing of water service laterals is complete and non-lead and negative and now the assessment and inventory of private-side water laterals is the next step in the process. A contractor has been chosen to perform the verification and will take place over the next 4-5 weeks. The goal is to apply for a non-lead designation to DDW (Department of Drinking Water) prior to October 2024.

It was clarified that there is an approved methodology from DDW to identify specific sites, so if a resident requested an inspection, they would be provided information on how they could possibly test themselves . If lead is found, then additional samples may need to be taken in the area to further investigate. The inspections are visual only, and no digging will occur.
