DISCUSSION
After the events of October 7, 2023, in Israel, the City Council took immediate action to recognize those who were murdered and kidnapped, including victims at the Nova Music Festival. A Shabbat table was placed at the front of City Hall with a place set for each of the hostages who are unable to celebrate with their family and friends. Flags were placed in Beverly Gardens Park to commemorate those who lost their lives on October 7 — one flag representing the nationality of each individual. The City Council has additionally expressed a desire to commemorate October 7 for 2024 and in the future, including partnerships with other organizations.
The Beverly Hills Conference and Visitors Bureau (CVB) brought together representatives from the Nova Exhibition (the “Exhibition”) and the City of Beverly Hills to discuss hosting Attachments: 1. Nova Exhibition Pop-Up
Staff recommends the City Council approve the allocation of one of the City’s free-use days at the Wallis Annenberg Center for the Performing Arts (“The Wallis”) for a pop-up version of the Nova Exhibition on Sunday, September 8, 2024, in tandem with its larger Los Angeles exhibit.
INTRODUCTION
Meeting Date: September 10, 2024
a pop-up version of the Exhibition here in Beverly Hills, in tandem with the full exhibition on display in Culver City.
The Exhibition is an in-depth remembrance of the brutal October 7th attack, that sets out to recreate the festival event dedicated to peace, love, and healing, from the largest massacre in music history. Their goals are to educate, bring awareness, and support the nonprofit Tribe of Nova Foundation . The foundation was formed to provide assistance for those impacted by the massacre, including financial aid, mental and occupational therapies for the survivors and victims’ families. The Exhibition ran in New York for many weeks, drawing thousands of visitors. The Exhibition features actual artifacts from the Nova Music Festival, survivor testimonials, and a platform for conversation about their tagline and goals: “Oct 7 06:29am \ The Moment the Music Stood Still: The Nova Music Festival Exhibition.”
The organizers of the Exhibition brought the exhibit to Los Angeles, beginning on August 17, 2024. While in New York, a pop-up was held separate from the Exhibition, in a different location, in order to draw more awareness and attention to the main exhibit. The organizers, through the CVB, connected with Mayor Friedman to propose the City hosting a similar one-day pop-up here in Beverly Hills, to show support and draw awareness to the exhibition.
When evaluating the proposal, City staff recommended the Wallis Motor Court as a location for this pop-up version of the Exhibition. The pop-up took place on Sunday, September 8, 2024, from 9:00am-6:00pm. The security, logistics and final details were all confirmed with Nova Exhibition staff, the Wallis staff, and City departments through the Special Event permit process. For additional awareness for the public to visit the pop-up, an annex booth at the Beverly Hills Farmer’s Market was also arranged as a courtesy.
Through the City’s lease agreement with The Wallis, the City may sponsor or host up to ten (10) daytime events and up to ten (10) evening events in the Theatre, the Studio, or any other interior portion of the property, or the exterior Promenade or Motor Court, or other grounds of the property, during each calendar year. To date, only one free-use day has been approved for this calendar year, for City Council Installation.
This event utilized the Motor Court along with the restrooms, loading dock, and other areas for logistical purposes. While the City’s agreement with The Wallis permits free use of the space, the Exhibition’s organizers (not the City) will be responsible for any additional costs for labor and production associated with the event, such as private security or cleaning, directly with the Wallis.
FISCAL IMPACT
Outside the free-use day from the City, any additional costs associated with this pop-up event, including permits and any additional costs from the Wallis, will be funded by the organizers of the Nova Exhibition through their Tribe of Nova Foundation.
