Your agenda item is misleading because it indicates that it is about commission residency when it is also about term limits as well, which subject could have been added so easily. The question always arises—was it intentional or just incompetence.
The agenda report is ambiguous, however an 18 year term limit is too long unless it refers to the total period of time a person may serve on all of the commissions, and there should be more like a 6 year term limit for any particular commission.
