RECOMMENDATION
Staff recommends that City Council accept the described contract work with Concept Consultant, Inc. and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for the acceptance of the contract work in the final amount of $733,760 and authorization of the City Clerk to record the Notice of Completion with the Los Angeles County Recorder.
DISCUSSION
On February 6, 2024, a contract in the amount of $808,888 was awarded to Concept Consultant, Inc., following a competitive bidding process for the Rodeo Drive Bollards Project. A 10% contingency of $80,888 was also approved for a total purchase order amount of $889,776. The project provided for the fabrication and placement of 310 bollards along both sides of Rodeo Drive between Wilshire Boulevard and South Santa Monica Boulevard. During the project, the final bollard locations were adjusted, reducing the total number of bollards to 270. One change order, in the amount of -$75,120, was issued for the reduction and for bollard relocation work to adjust locations as directed and to accommodate artwork installations on Rodeo Drive.
Public Works Engineering Division staff inspected the work and is satisfied that the work was completed according to the contract documents approved for this project.

The second phase for the bollard project, curb cut bollards at the intersections, driveways and mid-block crossings, will be initiated in 2024 and is anticipated to be under construction in 2025.
FISCAL IMPACT
Funding for this work was transferred from the Tourism and Marketing budget to the Infrastructure Fund CIP budget. The total approved purchase order for this project was $889,776, including a contingency amount of $80,888. The final contract total was $733,760. The balance of $156,016 will be returned to the Tourism and Marketing budget.
The current amount paid on the contract is $697,072 with a retention balance of $36,688 to be paid 35 days after the recordation of the Notice of Completion.
