RECOMMENDATION
Staff recommends that City Council accept the described work by Williams Pipeline Contractors, Inc. (Williams) in the final amount of $7,991,971.29 and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for the acceptance of the contract work in the final amount of $7,991,971.29 and authorization for the recordation of the Notice of Completion by the City Clerk with the Los Angeles County Recorder.
DISCUSSION
On November 1, 2022, a contract in the amount of $7,461,230 was awarded to Williams on the basis of competitive bids received after public advertising. Additionally, a contingency in the amount of $746,123 (10%) was approved, for a total purchase order amount of $8,207,353. This project scope included the replacement and installation of approximately 11,000 linear feet of 12-inch Ductile Iron Pipe (DIP), the installation of new valves, and the replacement and installation of fire hydrants as well as the installation of two (2) water meter boxes for each property, one for domestic service and the other for a Meeting Date: October 10, 2024
future irrigation meter. In addition to the original scope, the City initiated multiple change orders, including the replacement of a 50-year-old water main along Copley Drive during the reconstruction of the street, and the relocation of approximately 1,000 linear feet of an aged water main along Lago Vista Drive that was located behind the curb.
All construction components were inspected, and staff is satisfied that the work was completed according to the contract documents approved for this project.
The construction contract for the Coldwater Cañon Roadway Rehabilitation Project was awarded at the September 10, 2024 City Council meeting, and the construction is anticipated to start in the fall of 2024.
FISCAL IMPACT
The original construction contract purchase order was $8,207,353 (including a contingency in the amount of $746,123). The final contract amount is $7,991,971.29, leaving a purchase order balance of $215,381.71, which will be returned to the Water Enterprise Fund.
The current amount paid on the contract is $7,594,919.57 with a retention balance of $397,051.72 due to be paid 35 days after the recordation of the Notice of Completion.
