INTRODUCTION
In 2016, the CHC identified a need for a mechanism to honor and identify important contributors to the City’s cultural history that would not otherwise be captured under the local historic landmark criteria. In 2017 and 2018, the CHC, the City Council Liaison/CHC Committee, and staff worked to formulate the parameters of such a program. On April 2, 2019, the City Council approved the “Golden Shield” program to recognize important contributors to the City’s cultural history with a custom bronze plaque highlighting the location’s historical and/or cultural significance. The bronze plaque designed by the CHC and approved by the City Council at its April 2, 2019 meeting is pictured below (as an example only). Generally, plaques would be placed in the public sidewalk at a location selected by the Commission based on historical significance, though the Commission has the discretion to suggest an alternate location such as on the face of a building, as appropriate, and with the property owner’s permission.
The Golden Shield program supplements the local historic landmark designation program and recognizes sites, structures, and public establishments that “contribute to an understanding and appreciation of the city's unique cultural history”, but which do not rise to the level of formal local historic designation. The program honors people, places, businesses, or locations which may or may not be currently extant at their site of significance. Notably, the program does not preserve or protect places of cultural or historic merit and does not in any way impact the future development of sites awarded a Golden Shield. The City Council has approved 28 Golden Shields to date.

29. Beverly Hills Handbag Studio
30. Ye Bridle Path
31. David Orgell
32. Dolores Drive-In
33. Holsum Bakery
34. La Dolce Vita

Golden Shield No. 29, Beverly Hills Handbag Studio
Beverly Hills Handbag Studio, at 149 South Beverly Drive, was owned and operated by Holocaust survivor Leopold “Paul” Page. For over four decades, Page cornered every writer who entered his leather goods store in an effort to tell the story of German industrialist Oskar Schindler who saved he and his wife’s lives and those of 1,278 other Jews in World War II. It was at this location that Australian novelist Thomas Keneally walked into their store in October 1980 looking for a new briefcase. Because his Australian credit card took a long while to clear Page went on to tell Keneally “I have a great story for you.” So enthralled by the story of Schindler, Keneally delayed his return flight to Sydney, continued listening to Page recount the story of his savior, and poured over file drawers of photographs, papers, and artifacts on the subject matter. Over the next several months, Page introduced him to scores of Schindler’s “Schindlerjuden” or “children.” After countless interviews with other Holocaust survivors around the world in coordination with Leopold Page, Keneally’s novel, “Schindler’s List” was published in 1982 (it was initially published as “Schindler’s Ark” in Great Britain, but was re-titled when published in the US). The epic 1993 movie based on the novel, directed by Steven Spielberg, won seven Oscars including Best Picture.
Page was born Leopold Pfefferberg in Krakow, Poland in 1913, but changed his surname when he and his wife Ludmila (Mila) arrived at Ellis Island in 1947. Page was an officer in the Polish army, and was later captured and sent to a concentration camp at Plaszow, Poland. In 1944, he was transferred to Schindler’s munitions plant in Brinnlitz and worked there as a welder. Mila was also sent to the same factory and worked as a metal worker. True to Schindler’s promise, Page and wife Mila survived the war. Page was No. 173 on Schindler’s list and Mila was No. 195. The Pages eventually emigrated to the United States and arrived in New York in April 1947. In New York, they shared a tiny room on Long Island with other Holocaust survivors for a few years.
During that time, Leopold met with good friend and Polish refugee, Arthur Rand, who was already living in New York. Arthur learned how to repair handbags in a small temporary shop set up on the sidewalk, then eventually taught Leopold the trade. Arthur’s wife Vera suggested they open a handbag repair shop together in lower Manhattan called Rand & Page Handbag and Luggage Repairing. From then on, the Pages were in the handbag business. They did well enough in New York to move out to California in 1950. A year later they opened their luggage and handbag shop at 350 North Beverly Drive in 1951. Fifteen years later they moved to 191 South Beverly Drive and in the late 1970s relocated again to 149 South Beverly Drive. Leopold and Mila lived nearby in Beverly Hills for many years. In March 2001, Leopold Page died at the age of 87, and his wife Mila died in 2020 at the age of 100.

Suggested plaque placement location: Within the public sidewalk left (south) of the original entry at 149 South Beverly Drive within the fifth bay of the existing building.
Plaque Copy: On this site, in October 1980, store owner Leopold Pfefferberg-Page approached novelist Thomas Keneally, who needed a briefcase, and said, “I tell the greatest story of humanity...”. Because of Leopold’s zeal and persistence, his story of how Oskar Schindler saved him, wife Ludmila and 1,278 Jews during the Holocaust, led to the book and motion picture “Schindler’s List.”
Golden Shield No. 30, Ye Bridle Path
The beginnings of Ye Bridle Path, started in 1907 when the Los Angeles Pacific Company (later Pacific Electric) built the Rodeo Line to serve the Beverly Hills Hotel, which was planned for Sunset Boulevard and Rodeo Drive a few years later. The line, 1.378 miles long, was initially a single-track, narrow-gauge trolley line, but was converted to standard gauge in 1908. The onecar trolley (“dinky” trolley) ran from Santa Monica Boulevard and Rodeo Drive north along Rodeo to Sunset and then east on Sunset to Beverly Drive. Due to lack of passenger use (with the advent of the jitney bus and private automobile) it was formally abandoned on January 15, 1923, and the tracks were removed.
Following its closure, the right-of-way along Sunset and Rodeo was an open clay strip and an eyesore, just waiting to be put to good use. The answer came when Stanley Anderson, husband of the Beverly Hills Hotel’s Margaret Anderson, and banker Irving H. Hellman, organized and incorporated the Beverly Hills Bridle Path Association. The Association purchased the rail rightof-way in 1923, and the “dinky” trolley line was converted to a horse path. It was the first of several horse paths the association established throughout the community, with a dedication ceremony held April 6, 1924. During a dinner meeting at the hotel, enough money was raised to extend the path to Doheny Drive, surface it with decomposed granite, and plant a hedge of flowering shrubs on both sides of its entire length. Many prominent attendees contributed substantially, among them Milton Goetz, Ben Myers, Silsby Spalding, Burton Green, Max Whittier, and Will Rogers.
Developed at a cost of roughly $75,000, the bridle paths were then presented to the city.
The “Ye Bridle Path,” as it was deemed, fostered considerable interest in horseback riding in the community and became a must-see sight for visitors. To the west, it joined other trails that wandered to the ocean, and to the north it was extended along Benedict Canyon Drive where it connected with many trails and paths in the mountains. Starting in 1925, Beverly Hills became noted for its series of annual horse shows held at a large arena located off the bridle path at Sunset and Roxbury Drive (it was later moved to the Los Angeles Riding Club). A highlight of the event was the festive parade of horses and riders that occurred along the Sunset Boulevard bridle path. At the western terminus of the path at Sunset Boulevard and Canon/Rodeo drives stood the wood-frame bridle path gateway that read “Ye Bridle Path from Beverly Hills to Sea and Mountains.” By the late 1930s, many of the bridle paths became obsolete. Working with the Beverly Hills City Council, the famed Olympian bicyclist Hans Ohrt had the paths legally opened to cyclists in 1938. However, with the heavy increase in car traffic, the “Ye Bridle Path” was removed, curbed, and landscaped in 1950.
Meeting Date: November 7, 2024
Suggested plaque placement location: Along the south side of Sunset Boulevard just east of North Canon Drive (immediately east of the existing streetlight).
Plaque Copy: The iconic wood-framed gateway that read “Ye Bridle Path”, once stood nearby at the center median, and marked the north end of the horse trail with that name. The trail was created in 1923 on the strip of land previously occupied by the Rodeo Line trolley, and ran from Santa Monica Boulevard to the Beverly Hills Hotel.
Golden Shield No. 31, David Orgell
Established in 1958, David Orgell was a premier silversmith boutique located at 320 North Rodeo Drive. The luxury giftware store offered an extensive selection of high-end silver and tableware, antiques, fine jewelry, elegant timepieces, crystal, and other gifts of all styles and periods. Clients included Hollywood celebrities, motion picture directors and producers, and generations of local residents. The independent, family-owned business was started by David Orgell with his wife Teddy who ran the business along with his brother Eric. Eventually, they had stores at the Statler Hilton Hotel in downtown Los Angeles (later moved to Farmers Market at 3rd and Fairfax), Sherman Oaks, Pasadena, and South Coast Plaza. With the passing of David in 1987, Teddy, and later their son Peter Orgell, continued managing the operations until the business went bankrupt in 1989. The business was then sold to a private holding company and operated by the Soltani family. In 2010, the Beverly Hills store relocated to 262 North Rodeo Drive at 2 Rodeo.
After nearly ten years in business at the new location, the owners, having trademarked the David Orgell name and crested logo, closed the store permanently in 2018. Today, the David Orgell business is located at 2659 Mission Street in San Marino, California.
David Orgell, who was born in England, learned the silversmith business from his father, Spencer Orgell, who had learned it from his father. Like his father, Spencer was a master silversmith and had a store in London, England where their clientele included the royal family. The Orgell family left England in early 1939 to escape Hitler and orthodoxy. They entered the United States via Tijuana, Mexico on foot in December 1939 and relocated to Beverly Hills shortly thereafter. In 1941, Spencer (born Solomon Orgel) and his wife Marjorie purchased a home at 614 North Rodeo and not long after, he established his silversmith and importing business at 410 North Rodeo Drive (he later moved the store to 9674 Wilshire Boulevard in the 1950s). He created an ornate crest that signified his hallmark of quality that was placed on all of his silver products as well as on his letterhead and in his advertisements. Spencer’s clients included so many high-profile Hollywood industry people that he became known as the “silversmith to the stars.” With the assistance of his youngest son Richard, Spencer continued his business up until his passing in 1966 at the age of 74 years.

Keeping with the family silversmith tradition, David Orgell ventured out on his own in 1958 and established his flagship silverware store in what had been a prior silver shop called Sallye Silver, Ltd. at 320 North Rodeo Drive. Calling his business venture “David Orgell” he also set up a shop at the Statler Hilton Hotel in downtown Los Angeles. Other branches of the store followed in the years to come, many of which were located near his father’s other stores. And like his father, David created his own insignia crest to signify his hallmark of high quality for his silver products.
Besides being a prominent Beverly Hills businessman, David Orgell was active in local civic affairs, serving as president of the Beverly Hills Chamber of Commerce and Civic Association in 1984 and 1985. He was also a founder and former president of the Rodeo Drive Committee and chairman of the board of governors of the Beverly Hills Visitors Bureau. He died from a heart attack at the age of 65 while on a trip to Italy on September 11, 1987. The original David Orgell shop remained at this location not far from the Beverly Wilshire Hotel for roughly 50 years providing high-quality merchandise for all occasions.

Golden Shield No. 32, Dolores Drive-In
Dolores Drive-In Beverly Hills opened in 1946 at 8531 Wilshire Boulevard, just west of La Cienega Boulevard (at the northeast corner of Wilshire and Le Doux Road). The restaurant celebrated the car culture of Southern California with a full menu of specialty items served by car hops in the comfort of your automobile (indoor service was also offered). No other building type was shaped so effectively by technology – by the automobile. No other modern building unified function, advertising, and urban presence more effectively than the drive-in. The entire building was conceived as a sign to attract customers.
Dolores Drive-In catered to teenagers as well as celebrities who could go there without being noticed. Classic Dolores favorites like the corkscrew-like fries called Suzy-Q potatoes (aka SUZ-Q potatoes), Jumbo Jim burger with Z sauce, and homemade pies became a staple in the Fig. 6. David Orgell

community. In 1981, the Dolores Beverly Hills location was forced to close to make way for a sprawling (full block) three-story commercial building. A petition to preserve the restaurant as an official City of Beverly Hills historic site was started to no avail. Many people in the entertainment industry including Ricardo Montalban, Shelley Winters, Sally Struthers, and John Anderson tried to help save the drive-in. However, the restaurant was eventually closed on March 2, 1981, and demolished later that same year.
Suggested plaque placement location: Within the public sidewalk northeast corner of Wilshire and Le Doux Road along Wilshire Blvd.

Golden Shield No. 33, Holsum Bakery
Established in 1924, Holsum Bakery was located near the intersection of Alpine Drive and North Santa Monica Boulevard. The bread baking factory was a significant early industry in the area.
The decision to construct a bread baking plant at this location was likely informed by the site’s advantageous locationbetween downtown Los Angeles and Santa Monica and its direct proximity to railroad lines (for supplies) and street transportation networks (for local delivery purposes). The site offered a long stretch of frontage along the Pacific Electric Railway line enabling industrial receiving and shipping of supplies and products. Direct access to the rail line played a central role in maintaining the plant’s vitality over the years. The “key” ingredient -- flour -- was delivered via rail and unloaded on the south side of the plant onto a 160-foot-long loading platform. The bakery initially produced Holsum white and wheat bread along with the Holsum Twin-Loaf.
In 1929, Wonder Bread was introduced, and the plant produced both Wonder White and Wonder Wheat breads as well as Wonder pan rolls. Wonder Bread was one of the first brands of bread to be sold pre-sliced nationwide. Holsum Bakery Company-Continental Baking Corporation called it “Wonder-Cut Bread.” Sliced bread, however, was temporarily halted during World War II as metal for the cutting blades was rationed for the war effort. During the 1940s, vitamins and minerals were added to Wonder Bread as part of a government-sponsored program of enriching Fig. 7. Dolores Drive-In exterior

white bread, which was notoriously deficient in vitamin and mineral content, to combat certain diseases.
Wonder Bread was also the first national bread brand to feature open dating as well as nutrition information on its packaging. In early 1982, the ITT Continental Baking Co. site in Beverly Hills was sold to private developers. Plans to raze the bread baking facility and construct a gardentype office building with central plaza in its place were proposed by the new owners. ITT Continental Baking Company continued to lease the facility until the plant was closed and demolished in 1984. At that time, they moved their baking operations to Pomona and its distribution center to the West Adams area along West Jefferson Boulevard. The original site was developed with a low-rise Late Modern style office building that was designed by noted architect Gin Wong and completed in 1985.
Suggested plaque placement location: Within the public sidewalk at 9340 Santa Monica Boulevard (along Civic Center Drive).

Many remember the smell of freshly baked bread.
Golden Shield No. 34, La Dolce Vita
Established in 1966, La Dolce Vita attracted a legendary clientele right from the start, including the Rat Pack (Frank Sinatra, Sammy Davis, Jr., Dean Martin, Joey Bishop, Peter Lawford, Angie Dickenson, and Shirley MacLaine); presidential royalty, such as the Kennedys and Reagans; dozens of notable celebrities; and titans of business and industry. Frank Sinatra even had a record-release party there for his daughter Nancy, when it first opened, to celebrate her song, “These Boots Are Made for Walkin’.” La Dolce Vita was started by George Smith (1924-1986), from Connecticut, and James (Jimmy) Ullo (1924-2012), from the Bronx, second and thirdgeneration Italians. They met at Casa d’Oro, a restaurant in West Los Angeles (10463 Santa Monica Boulevard, now Carmine’s), where Smith was tending bar and Ullo was maître d’hôtel.
They decided to open their own Italian restaurant with Ullo acting as chef, which he learned while working at Naples, a restaurant at Sunset and Gower in Hollywood. The one-story brick building that houses La Dolce Vita was built in 1926 and originally contained three narrow shop units, later Fig. 8. Aerial view of Holsum Bakery, 1925

merged into one to create the restaurant called The White Spot. Over the years the building served as multiple restaurants under different ownerships. The building experienced an arson fire in 1965 set by Pasquale Donze, part owner of the then Italian eatery called Viggo’s Restaurant.
A paper torch pushed under the front door of the building started the fire. Most of the damage was to the interior of the building except for the front door and entry surround which were replaced.
In the spring of 1966 George and Jimmy became the new owners of the restaurant and then established the famous La Dolce Vita restaurant, which continues today.
Suggested plaque placement location: Centered within the public sidewalk offset to the west of the existing front entry at 9785 S Santa Monica Blvd.

Patrons were drawn to its classic Italian atmosphere, impeccable service, and sumptuous cuisine.
Its iconic history has always reflected the glamour of old Hollywood.
Golden Shield No. 35, Mr Chow
Located at 344 North Camden Drive, Mr Chow is an upscale Chinese restaurant founded in January 1974 by restaurateur Michael Chow. Building on the success of his original location in London and backed by music executive Jerry Moss, the Beverly Hills location opened on New Year’s Eve to about 700 guests. Chow revolutionized the local dining scene by serving elegantly styled Chinese food in a modern interior space that could accommodate just under 100 patrons.
Celebrities such as Clint Eastwood and Eartha Kitt came to the launch, and Billy Wilder, Anjelica Huston, Steven Spielberg, and Jack Nicholson became regulars. At one point, Sunday nights at the restaurant were popular with celebrities, the likes of Marlon Brando, Gregory Peck, Cary Grant, Alfred Hitchcock, Clint Eastwood, Jack Lemmon, Henry Fonda, and Mae West. The restaurant became so popular it expanded to the adjacent storefront at 348 North Camden Drive in 2005.

The establishment occupies a masonry building designed by master architect Allen Siple in 1937, originally housing two shops. Renovations preserved the Art Deco entry and matched the original red brick façade. Michael Chow believes dining should be lively and theatrical, reflecting his background as the son of a Peking opera grandmaster, viewing the restaurant as an operatic experience with exceptional service and a vibrant atmosphere.
Born Zhou Yinghua in Shanghai in 1938, Michael Chow emigrated to London at 13 and studied art at Central St. Martins, later venturing into acting. He eventually found his way into the restaurant business and opened the glamorous Mr Chow in London’s Knightsbridge district in 1968 on Valentine’s Day. The restaurant became a magnet for stars like the Beatles and the Rolling Stones. Following the success of Beverly Hills, he opened locations in Manhattan, Miami, Malibu, and Las Vegas.
Prior to opening his first restaurant, Michael Chow worked as a designer and in 1965 designed a stylish hairdressing salon on London’s Sloane Ave and continued to design boutiques and restaurants in London. In the 1980s, when Giorgio Armani went to Mr Chow in New York, he was so impressed by Chow’s architectural design that he sent tuxedos for all of his waiters to use.
Chow then designed Armani’s Rodeo Drive boutique in 1987 and the Giorgio Armani boutique in Las Vegas in 1999. Chow also designs all of the Mr Chow restaurants.
In his 70s, Chow returned to painting, holding his first solo show at 72 and exhibiting again in London in 2022. From his studio, he continues to oversee his restaurant empire, serving authentic Beijing cuisine and original dishes. Today, Michael Chow, or “M,” is celebrated as a master chef, artist, and vibrant storyteller, enjoying life fully.
Suggested plaque placement location: Within the public sidewalk offset of the existing front entry door near the curb of the street at 344 North Camden Drive.
Plaque Copy: Since its opening in 1974, this iconic eatery continues to serve both authentic Beijing cuisine and original recipes under the auspices of restaurateur and raconteur Michael Chow. CRITERIA FOR NOMINATION
The following is the adopted list of criteria that the CHC and the City Council approved for potential recipients of the award. Each of the current designees meet at least one of the first five criteria, as documented in each of the attached resolutions. As all proposed plaques are to be located in the public sidewalk, Criterion 6 is not applicable.
Criteria 1: It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors.
Criteria 2: It fosters public appreciation and civic pride in the character and quality of the City and reinforces a sense of place associated with Beverly Hills; Criteria 3: It possesses artistic or aesthetic value, including but not limited to the unique characteristics of a particular architectural style, type, period, method of construction, or craftsmanship.
Criteria 4: It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City; Criteria 5: It has a unique location, singular physical characteristic, educational value, or is a prominent or familiar visual feature within the cultural landscape of the community; Criteria 6: For placement of the commemorative plaque on private property, the recognition is expressly agreed to by the owner(s) of the property.* *For placement of the plaque within the public right-of-way, this criterion shall not apply.
GENERAL PLAN CONSISTENCY
Recognition of culturally significant properties and sites within the City is consistent with the objectives, principles, and standards of the General Plan which encourage programming and partnerships to promote the rich diversity of local cultural resources within the City.
ENVIRONMENTAL DETERMINATION
The proposed Golden Shield awards have been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that approval and installation of these awards will not have significant environmental impacts and is eligible to be exempt from CEQA pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations, as it can be seen with certainty that there is no possibility that the commemoration of culturally significant sites and buildings with plaques will have a significant effect on the environment, as no specific development project is authorized by the resolution, and any future development would require separate environmental analysis when the details of such proposals are known. Accordingly, staff recommends that the City Council find the awards exempt from further review under CEQA.
PUBLIC COMMENT AND OUTREACH
As of the writing of this report, no public comments have been received. Public noticing is not required as part of the Golden Shield Program.
Meeting Date: November 7, 2024
Courtesy outreach has previously been made to the occupants/property owner(s) to inform them of the pending award and the date and time of the City Council hearing. Further participation of these parties will be encouraged at the time of plaque installation/unveiling in the future.

Opened in 1951, Beverly Hill Handbag Studio operated for four decades on South Beverly Drive. In October 1980, at the handbag store, Leopold Pfefferberg Page approached novelist Thomas Keneally, who needed a briefcase and said, “I tell the greatest story of humanity...” Because of Leopold’s zeal and persistence, his story of how Oskar Schindler saved him, wife Ludmila, and 1,278 Jews during the Holocaust led to the book and epic motion picture, “Schindler’s List.” For its contributions to the development of the City, Beverly Hills Handbag Studio is eligible to be honored with a Golden Shield Award.
Docusign Envelope ID: 111E63EE-30A7-4826-8976-552A285C5821
Beverly Hills Handbag Studio is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City. For over four decades, Leopold Pfefferberg-Page operated his leather goods store.
One day he shared his story of German industrialist Oskar Schindler who saved he and his wife’s lives, and those of 1,278 other Jews in World War II to a writer. Leopold’s story was eventually turned into a novel, that later became the epic 1993 movie directed by Steven Spielberg, “Schindler’s List”, winning seven Oscars, including best picture.
Section 7. RECOGNITION OF BEVERLY HILLS HANDBAG STUDIO WITH A GOLDEN SHIELD AWARD. The City Council finds that Beverly Hills Handbag Studio qualifies for Golden Shield cultural recognition pursuant to City Council Resolution No. 19-R13230. The plaque south of the current storefront entry door set within the fifth bay of the building (last storefront to the south along the front facade), which is at the center point of the original entry to what was the Beverly Hills Handbag Studio, is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.
Section 8. ENVIRONMENTAL ANALYSIS. Recognition of Beverly Hills Handbag Studio as a site of cultural importance with a Golden Shield Award was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that presentation of a Golden Shield Award is commemorative only, does not authorize any new development or construction of new buildings, nor does it authorize any new land uses.
For these reasons it can be seen with certainty that honoring the site of this former retailer will not Docusign Envelope ID: 111E63EE-30A7-4826-8976-552A285C5821
result in any significant adverse impact on the environment and therefore is exempt from the CEQA environmental review requirements pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations.
Section 9. GENERAL PLAN CONSISTENCY. Honoring the site of Beverly Hills Handbag Studio with a Golden Shield award is consistent with the objectives, principles, and standards of the General Plan. General Plan Policy "HP 2 – acknowledge and actively promote the City’s health of historic resources through a variety of activities geared to residents, visitors, and the public at large”.
Section 10. The City Council hereby awards the site of Beverly Hills Handbag Studio with a Beverly Hills Golden Shield cultural recognition plaque, to be located within the public sidewalk south of the current storefront entry door set within the fifth bay of the building (last storefront to the south along the front facade).
Section 11. The record of proceedings for recognition of the site of Beverly Hills Handbag Studio with a Golden Shield cultural recognition plaque is maintained by the City as part of the official records of the Community Development Department at 455 North Rexford Drive, Beverly Hills, California, 90210.

Resolution recognizing
Ye Bridle Path
RESOLUTION NO. 24-R-______
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS AWARDING YE BRIDLE PATH A
“GOLDEN SHIELD” CULTURAL RECOGNITION PLAQUE
AS A SITE OF CULTURAL IMPORTANCE
Section 1. The Historic Preservation Ordinance (Beverly Hills Municipal Code, Title 10, Chapter 3, Article 32 - Historic Preservation) is intended to provide the ability to acknowledge, honor, and encourage the continued maintenance and preservation of the select properties in the City that contribute to an understanding of the City’s history; to foster civic pride and a sense of identity; and educate the public about Beverly Hills’ cultural, social, and architectural history.
Section 2. Pursuant to the Historic Preservation Ordinance, the Cultural Heritage Commission and City Council are enabled to acknowledge the architectural history of Beverly Hills through the preservation of historic landmarks throughout the City.
Section 3. On April 2, 2019, the City Council adopted Resolution No. 19-R-13230 establishing the Golden Shield Recognition Program to honor sites and buildings that have cultural significance in the City, and authorizing the Cultural Heritage Commission to review and recommend nominees to the City Council for the City Council to award Golden Shield recognition plaques.
Section 4. On January 10, 2024, the Cultural Heritage Commission conducted a Regular Meeting and adopted Resolution No. CHC 119, nominating Ye Bridle Path for a Golden Shield award and recommending the City Council commemorate this location.
Docusign Envelope ID: 56DB23E3-0FAC-4287-8068-BD8C179B0C8F
Section 5. BACKGROUND. The line,
1.378 miles long, was initially a single-track, narrow-gauge trolley line, but was converted to standard gauge in 1908. The one-car trolley (“dinky” trolley) ran from Santa Monica Boulevard and Rodeo Drive north along Rodeo to Sunset and then east on Sunset to Beverly Drive.
Starting in 1925, Beverly Hills became noted for its series of annual horse shows held at a large arena located off the bridle path at Sunset Docusign Envelope ID: 56DB23E3-0FAC-4287-8068-BD8C179B0C8F
and Roxbury Drive (it was later moved to the Los Angeles Riding Club). A highlight of the event was the festive parade of horses and riders that occurred along the Sunset Boulevard bridle path.
At the western terminus of the path at Sunset Boulevard and Canon/Rodeo drives stood the woodframe bridle path gateway that read “Ye Bridle Path from Beverly Hills to Sea and Mountains.” By the late 1930s, many of the bridle paths became obsolete. Working with the Beverly Hills City Council, the famed Olympian bicyclist Hans Ohrt had the paths legally opened to cyclists in 1938.
However, with the heavy increase in car traffic, the “Ye Bridle Path” was removed, curbed, and landscaped in 1950.
Section 6. FINDINGS OF PARTICULAR ATTRIBUTES SUPPORTING GOLDEN SHIELD RECOGNITION. The City Council finds, pursuant to City Council Resolution No. 19- R-13230, that Ye Bridle Path satisfies the necessary requirements for cultural recognition with a Golden Shield Plaque based on the following:
Ye Bridle Path is eligible under Criterion 1. It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors. Created in 1923, from the defunct Rodeo Line trolley by the Beverly Hills Bridle Association, the path ran along Rodeo Drive to the Beverly Hills Hotel. The path fostered considerable interest in horseback riding in the community and became a must-see sight for visitors. In 1938, the bridle path was converted into a bike path and was later replaced with a parkway. For its contributions to the development of the City, Ye Bridle Path is eligible to be honored with a Golden Shield Award.
Ye Bridle Path is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City. The Ye Bridle Path was created in 1923 and eventually became a must-see sight for visitors and residents Docusign Envelope ID: 56DB23E3-0FAC-4287-8068-BD8C179B0C8F
alike. Starting in 1925, Beverly Hills became noted for its series of annual horse shows held at a large arena located off the bridle path at Sunset and Roxbury Drive. A highlight of the event was the festive parade of horses and riders that occurred along the Sunset Boulevard bridle path.
At the western terminus of the path at Sunset Boulevard and Canon/Rodeo drives stood the wood-frame bridle path gateway that read “Ye Bridle Path from Beverly Hills to Sea and Mountains.”
Section 7. RECOGNITION OF THE YE BRIDLE PATH WITH A GOLDEN SHIELD AWARD. The City Council finds that the Ye Bridle Path qualifies for Golden Shield cultural recognition pursuant to City Council Resolution No. 19-R-13230. A plaque at the south side of Sunset Boulevard just east of North Canon Drive, directly across the street from what was the western terminus of the bridle path along Sunset and where the wood-framed gateway stood before the path turned south down Rodeo Drive to Santa Monica Boulevard, is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.
Section 8. ENVIRONMENTAL ANALYSIS. Recognition of Ye Bridle Path as a site of cultural importance with a Golden Shield Award was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that presentation of a Golden Shield Award is commemorative only, does not authorize any new development or construction of new buildings, nor does it authorize any new land uses. For these reasons it can be seen with certainty that honoring the site of this former retailer will not result in any significant Docusign Envelope ID: 56DB23E3-0FAC-4287-8068-BD8C179B0C8F
adverse impact on the environment and therefore is exempt from the CEQA environmental review requirements pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations.
Section 9. GENERAL PLAN CONSISTENCY. Honoring the site of Ye Bridle Path with a Golden Shield award is consistent with the objectives, principles, and standards of the General Plan. General Plan Policy "HP 2 – acknowledge and actively promote the City’s health of historic resources through a variety of activities geared to residents, visitors, and the public at large”.
Section 10. The City Council hereby awards the site of Ye Bridle Path with a Beverly Hills Golden Shield cultural recognition plaque, to be located within the public sidewalk along the south side of Sunset Boulevard just east of North Canon Drive (immediately east of the existing streetlight).
Section 11. The record of proceedings for recognition of the site of Ye Bridle Path with a Golden Shield cultural recognition plaque is maintained by the City as part of the official records of the Community Development Department at 455 North Rexford Drive, Beverly Hills, California, 90210.

Section 4. On January 10, 2024 the Cultural Heritage Commission conducted a Regular Meeting and adopted Resolution No. CHC 118, nominating David Orgell for a Golden Shield award and recommending the City Council commemorate this location.
Docusign Envelope ID: 1ABC347B-60D7-4E8F-8867-5EBBF28451DD
Section 5. BACKGROUND.
He created an ornate crest that signified his hallmark of quality that was placed on all of his silver products as Docusign Envelope ID: 1ABC347B-60D7-4E8F-8867-5EBBF28451DD
well as on his letterhead and in his advertisements.
Section 6. FINDINGS OF PARTICULAR ATTRIBUTES SUPPORTING GOLDEN SHIELD RECOGNITION. The City Council finds, pursuant to City Council Resolution No. 19- R-13230, that David Orgell satisfies the necessary requirements for cultural recognition with a Golden Shield Plaque based on the following:
David Orgell is eligible under Criterion 1. It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for Docusign Envelope ID: 1ABC347B-60D7-4E8F-8867-5EBBF28451DD
residents, tourists and visitors. Established in 1958, David Orgell opened his flagship silversmith boutique on Rodeo Drive. The premier store offered an extensive selection of high-end silver, antiques, fine jewelry, elegant timepieces, and giftware of all styles and periods. The emporium was one of the earlier luxury retail stores on Rodeo Drive that helped transform it into a worldfamous shopping street. For its contributions to the development of the City, David Orgell is eligible to be honored with a Golden Shield Award.
David Orgell is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City. David Orgell opened his flagship silversmith boutique in 1958. Catering to a combination of Hollywood movers and shakers, international royalty, and discerning shoppers, David Orgell was a veritable marketplace of fine jewelry, high-end timepieces, antique sterling, and elegant giftware. The emporium was one of the earlier luxury retailers on Rodeo Drive that helped transform it into a world-famous shopping street.
Section 7. RECOGNITION OF THE DAVID ORGELL WITH A GOLDEN SHIELD AWARD. The City Council finds that the David Orgell qualifies for Golden Shield cultural recognition pursuant to City Council Resolution No. 19-R-13230. The site of the original David Orgell store is south of the current storefront entry door set within the fifth bay of the building (last storefront to the south along the front facade) is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.
Section 8. ENVIRONMENTAL ANALYSIS. Recognition of David Orgell as a site of cultural importance with a Golden Shield Award was assessed in accordance with the authority Docusign Envelope ID: 1ABC347B-60D7-4E8F-8867-5EBBF28451DD
and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that presentation of a Golden Shield Award is commemorative only, does not authorize any new development or construction of new buildings, nor does it authorize any new land uses. For these reasons it can be seen with certainty that honoring the site of this former retailer will not result in any significant adverse impact on the environment and therefore is exempt from the CEQA environmental review requirements pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations.
Section 9. GENERAL PLAN CONSISTENCY. Honoring the site of David Orgell with a Golden Shield award is consistent with the objectives, principles, and standards of the General Plan. General Plan Policy "HP 2 – acknowledge and actively promote the City’s health of historic resources through a variety of activities geared to residents, visitors, and the public at large”.
Section 10. The City Council hereby awards the site of David Orgell with a Beverly Hills Golden Shield cultural recognition plaque, to be located within the public sidewalk south of the current storefront entry door set within the fifth bay of the building (last storefront to the south along the front facade).
Section 11. The record of proceedings for recognition of the site of David Orgell with a Golden Shield cultural recognition plaque is maintained by the City as part of the official records of the Community Development Department at 455 North Rexford Drive, Beverly Hills, California, 90210.

Resolution recognizing
Dolores Drive-In
RESOLUTION NO. 24-R-______
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS AWARDING DOLORES DRIVE-IN A
“GOLDEN SHIELD” CULTURAL RECOGNITION PLAQUE
Section 4. On July 10, 2024, the Cultural Heritage Commission conducted a Regular Meeting and adopted Resolution No. CHC 120, nominating Dolores Drive-In for a Golden Shield award and recommending the City Council commemorate this location.
Docusign Envelope ID: A265F109-7845-44F7-ABF6-77E38DE6E775
Section 5. BACKGROUND.
Classic Dolores favorites like the corkscrew-like fries called Suzy-Q potatoes (aka SU-Z-Q potatoes), Jumbo Jim burger with Z sauce, and homemade pies became a staple in the community.
Section 6. FINDINGS OF PARTICULAR ATTRIBUTES SUPPORTING GOLDEN SHIELD RECOGNITION. The City Council finds, pursuant to City Council Resolution No. 19- R-13230, that Dolores Drive-In satisfies the necessary requirements for cultural recognition with a Golden Shield Plaque based on the following:
Dolores Drive-In is eligible under Criterion 1. It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors. Opened in 1946, Dolores Drive-In was a popular restaurant Docusign Envelope ID: A265F109-7845-44F7-ABF6-77E38DE6E775
that celebrated the car culture of Southern California by offering quality food with car hop service. The restaurant was popular with patrons of all ages and celebrities alike. For its contributions to the Beverly Hills local economy and way of life, Dolores Drive-In is eligible to be honored with a Golden Shield Award.
Dolores Drive-In is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City.
Dolores Drive-In was a beloved Beverly Hills eatery that operated from 1946 to 1981. The restaurant catered to teenagers as well as celebrities who could go there without being noticed.
Classic Dolores favorites like the corkscrew-like fries called Suzy-Q potatoes (aka SU-Z-Q potatoes), Jumbo Jim burger with Z sauce, and homemade pies became a staple in the community. As an oft-visited, once-cherished local eatery, Dolores Drive-In is eligible for a Golden Shield award.
Section 7. RECOGNITION OF THE DOLORES DRIVE-IN WITH A GOLDEN SHIELD AWARD. The City Council finds that the Dolores Drive-In qualifies for Golden Shield cultural recognition pursuant to City Council Resolution No. 19-R-13230. A plaque at the original site of Dolores Drive-In at 8561 Wilshire Boulevard, is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.
Section 8. ENVIRONMENTAL ANALYSIS. Recognition of Dolores Drive-In as a site of cultural importance with a Golden Shield Award was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that Docusign Envelope ID: A265F109-7845-44F7-ABF6-77E38DE6E775
presentation of a Golden Shield Award is commemorative only, does not authorize any new development or construction of new buildings, nor does it authorize any new land uses.
Honoring the site of Dolores Drive-In with a Golden Shield award is consistent with the objectives, principles, and standards of the General Plan. General Plan Policy "HP 2 – acknowledge and actively promote the City’s health of historic resources through a variety of activities geared to residents, visitors, and the public at large”.
Section 10. The City Council hereby awards the site of Dolores Drive-In with a Beverly Hills Golden Shield cultural recognition plaque, to be located within the public sidewalk northeast corner of Wilshire and Le Doux Road along Wilshire Blvd.
Section 11. The record of proceedings for recognition of the site of Dolores Drive-In with a Golden Shield cultural recognition plaque is maintained by the City as part of the official records of the Community Development Department at 455 North Rexford Drive, Beverly Hills, California, 90210.

Holsum Bakery
RESOLUTION NO. 24-R-______
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS AWARDING HOLSUM BAKERY A
“GOLDEN SHIELD” CULTURAL RECOGNITION PLAQUE

Section 4. On July 10, 2024, the Cultural Heritage Commission conducted a Regular Meeting and adopted Resolution No. CHC 121, nominating Holsum Bakery for a Golden Shield award and recommending the City Council commemorate this location.
Docusign Envelope ID: 057B6384-B843-4E44-84D4-C284B655A6FF
Section 5. BACKGROUND.
During the 1940s, vitamins and minerals were added to Wonder Bread as part of a government-sponsored program of enriching white bread, which was notoriously deficient in vitamin and mineral content, to combat certain diseases.
Wonder Bread was also the first national bread brand to feature open dating as well as nutrition information on its packaging. In early 1982, the ITT Continental Baking Co. site in Beverly Hills was sold to private developers. Plans to raze the bread baking facility and construct a garden-type office building with central plaza in its place were proposed by the new owners. ITT Continental Baking Company continued to lease the facility until the plant was closed and Docusign Envelope ID: 057B6384-B843-4E44-84D4-C284B655A6FF
demolished in 1984. At that time, they moved their baking operations to Pomona and its distribution center to the West Adams area along West Jefferson Boulevard. The original site was developed with a low-rise Late Modern style office building that was designed by noted architect Gin Wong and completed in 1985.
Section 6. FINDINGS OF PARTICULAR ATTRIBUTES SUPPORTING GOLDEN SHIELD RECOGNITION. The City Council finds, pursuant to City Council Resolution No. 19- R-13230, that Holsum Bakery satisfies the necessary requirements for cultural recognition with a Golden Shield Plaque based on the following:
Holsum Bakery is eligible under Criterion 1. It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors. Opened in 1924, Holsum Bakery was located near the intersection of Alpine Drive and North Santa Monica Boulevard. The bread baking factory was one of the early, more significant industries built in the area at this time. The bakery had direct access to the rail line, which played a central role in maintaining the plant’s vitality over the years. For its contributions to the Beverly Hills local economy, Holsum Bakery is eligible to be honored with a Golden Shield Award.
Holsum Bakery is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City. Holsum Bakery was a significant industry in the area during the time that operated from 1924 to 1984.
The bakery eventually produced Wonder Bread in 1929, one of the first brands of bread to be sold pre-sliced nationwide. As an important contributor to the cultural history of the City, Wonder Bread is eligible for a Golden Shield award.

A plaque at the original site of Holsum Bakery at the intersection of Alpine Drive and North Santa Monica Boulevard, is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.

Resolution recognizing
La Dolce Vita
RESOLUTION NO. 24-R-______
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS AWARDING LA DOLCE VITA A
“GOLDEN SHIELD” CULTURAL RECOGNITION PLAQUE
Section 4. On July 10, 2024, the Cultural Heritage Commission conducted a Regular Meeting and adopted Resolution No. CHC 122, nominating La Dolce Vita for a Golden Shield award and recommending the City Council commemorate this location.
Docusign Envelope ID: 7D09D18E-C171-46D5-8B7E-0A4F7978DADE
Section 5. BACKGROUND. Frank Sinatra even had a record-release party there for his daughter Nancy, when it first opened, to celebrate her song, “These Boots Are Made for Walkin’.” La Dolce Vita was started by George Smith (1924-1986), from Connecticut, and James (Jimmy) Ullo (1924-2012), from the Bronx, second and third-generation Italians. The one-story brick building that houses La Dolce Vita was built in 1926 and originally contained three narrow shop units, later merged into one to create the restaurant called The White Spot.
Section 6. FINDINGS OF PARTICULAR ATTRIBUTES SUPPORTING GOLDEN SHIELD RECOGNITION. The City Council finds, pursuant to City Council Resolution No. 19- R-13230, that La Dolce Vita satisfies the necessary requirements for cultural recognition with a Golden Shield Plaque based on the following:
Docusign Envelope ID: 7D09D18E-C171-46D5-8B7E-0A4F7978DADE
La Dolce Vita is eligible under Criterion 1. It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors. Opened in 1966, La Dolce Vita is located at 9785 South Santa Monica Boulevard and to this day continues to be one of the most popular restaurants in the City.
Over the years, it has attracted a legendary clientele from celebrities, presidential royalty, and titans of business and the industry. For its contributions to the Beverly Hills local economy and way of life, La Dolce Vita is eligible to be honored with a Golden Shield Award.
La Dolce Vita is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City. La Dolce Vita is a beloved Beverly Hills eatery that has been operating since 1966. The restaurant has attracted a legendary clientele right from the start and continues to this day. As a wellfrequented, cherished local eatery, La Dolce Vita is eligible for a Golden Shield award.
Section 7. RECOGNITION OF THE LA DOLCE VITA WITH A GOLDEN SHIELD AWARD. The City Council finds that the La Dolce Vita qualifies for Golden Shield cultural recognition pursuant to City Council Resolution No. 19-R-13230. A plaque at the existing site of La Dolce Vita at 9785 South Santa Monica Boulevard, is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.
Section 8. ENVIRONMENTAL ANALYSIS. Recognition of La Dolce Vita as a site of cultural importance with a Golden Shield Award was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It has been determined that presentation Docusign Envelope ID: 7D09D18E-C171-46D5-8B7E-0A4F7978DADE
of a Golden Shield Award is commemorative only, does not authorize any new development or construction of new buildings, nor does it authorize any new land uses. For these reasons it can be seen with certainty that honoring the site of this former retailer will not result in any significant adverse impact on the environment and therefore is exempt from the CEQA environmental review requirements pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations.

Resolution recognizing
Mr Chow
RESOLUTION NO. 24-R-______
A RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS AWARDING MR CHOW A “GOLDEN
SHIELD” CULTURAL RECOGNITION PLAQUE AS A SITE
OF CULTURAL IMPORTANCE
Section 4. On October 9, 2024, the Cultural Heritage Commission conducted a Regular Meeting and adopted Resolution No. CHC 123, nominating Mr Chow for a Golden Shield award and recommending the City Council commemorate this location.

Section 5. BACKGROUND.

Section 6. FINDINGS OF PARTICULAR ATTRIBUTES SUPPORTING GOLDEN SHIELD RECOGNITION. The City Council finds, pursuant to City Council Resolution No. 19- R-13230, that Mr Chow satisfies the necessary requirements for cultural recognition with a Golden Shield Plaque based on the following:
Mr Chow is eligible under Criterion 1. It exemplifies a particular way of life that helps to strengthen the economy of the City by formally recognizing important features and sites for residents, tourists and visitors. Opened in 1978, the iconic eatery continues to serve a combination of old authentic Beijing cuisine and original recipes under the auspices of owner Michael Chow.
The restaurant continues to be popular with patrons of all ages and celebrities alike. For its contributions to the Beverly Hills local economy and way of life, Mr Chow is eligible to be honored with a Golden Shield Award.
Mr Chow is eligible under Criterion 4. It is associated with community members, businesses/institutions, or events that are important to the cultural history of the City. Mr Chow Docusign Envelope ID: 569677F5-79A2-4C3A-A250-C92607FAD20F
is a beloved Beverly Hills eatery that opened in 1974. The restaurant revolutionized the local dining scene by serving elegantly styled Chinese food in a modern interior space that catered to celebrities and community patrons. As an iconic, cherished local eatery, Mr Chow is eligible for a Golden Shield Award.
Section 7. RECOGNITION OF THE MR CHOW WITH A GOLDEN SHIELD AWARD. The City Council finds that the Mr Chow qualifies for Golden Shield cultural recognition pursuant to City Council Resolution No. 19-R-13230. A plaque at the original site of Mr Chow at 344 North Camden Drive, is therefore awarded a Golden Shield Award based on the staff report presented to the City Council and the City Council deliberations.
Section 8. ENVIRONMENTAL ANALYSIS. Recognition of Mr Chow as a site of cultural importance with a Golden Shield Award was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City.
Honoring the site of Mr Chow with a Golden Shield award is consistent with the objectives, principles, and standards of the General Docusign Envelope ID: 569677F5-79A2-4C3A-A250-C92607FAD20F
Plan. General Plan Policy "HP 2 – acknowledge and actively promote the City’s health of historic resources through a variety of activities geared to residents, visitors, and the public at large”.
Section 10. The City Council hereby awards the site of Mr Chow with a Beverly Hills Golden Shield cultural recognition plaque, to be located within the public sidewalk offset of the existing front entry door near the curb of the street at 344 North Camden Drive.
Section 11. The record of proceedings for recognition of the site of Mr Chow with a Golden Shield cultural recognition plaque is maintained by the City as part of the official records of the Community Development Department at 455 North Rexford Drive, Beverly Hills, California, 90210.
