INTRODUCTION
The City has been approved for funding under the 2023 California Fire Safe Council Grant for the Fire Department.

DISCUSSION
The California Fire Safe Council (CFSC) Grant is provided from the U.S. Department of Agriculture/U.S. Forest Service. The objective of this grant program is to hone into fire risk reduction activities and help create fire-adapted communities, as a result.

Under this grant, the Fire Department has been awarded $50,000, with a required City match of $50,000, for a grand total project amount of $100,000, to hire a contractor in developing and creating its first-ever Community Wildland Protection Plan (CWPP).

The City recognized a critical need to have this plan in place which is also congruent with federal processes and strategies. Establishment of CWPP provides a lifesaving understanding of how wildfires affect communities, including the science involved with taking focused steps to reduce these risks.

Simply put, the devastating realities of recent wildfire losses in California can no longer be ignored. The hazardous effects of climate change, combined with warmer temperatures and extreme dry seasons, further contribute to the increased duration and magnitude of wildfires. With the enactment of the Healthy Forest Restoration Act, it necessitates the creation of such plan to further reduce wildfire risks to the community, including at-risk lands. It also aims to save lives, act as a living document, and assess the City’s readiness in mitigating wildfire risks based on a community-driven approach. It also serves as a blueprint, in terms of effectively dealing with wildfire threats and protecting properties that the City can utilize when prioritizing and maximizing its finite financial and human capital. Overall, the crux of the project is to put into place a comprehensive Community Wildland Protection Plan that is specific to the City of Beverly Hills. It encompasses enhancing the community’s awareness about the catastrophic consequences of wildfires, while creating a cohesive and comprehensive emergency readiness and executable plan of action. Not only its strategic, it is also community-driven, to effectively reduce structural ignitability and recommend available treatments to protect fire prone areas, critical infrastructures, especially in the wildland urban interface, Very High Fire Hazard Severity Zone, and in identifying safety zones in the event of a major wildfire.

FISCAL IMPACT
It is recommended that the City Council approve the appropriation of grant funds as follows:

GRANT REVENUE EXPENDITURE
$50,000 191013101-422210-CWP24 $50,000 19103101-731220-CWP24 The City will provide a match amount of $50,000 from available budgeted funds. The California Fire Safe Council will reimburse the City for a not-to-exceed total amount of $50,000 for all grant-related expenditures.
