REPORTS FROM PRIORITY AGENCIES
Operations Reports from City Departments, Consultants and Outside Agencies Metropolitan Water District (MWD) Director, Dr. Barry Pressman was not available for the meeting.

Environmental Compliance and Sustainability Programs Manager Josette Descalzo introduced Los Angeles County Sustainability Office Representative Raj Dhillon. He shared information about his office, what they do and their mission to provide policy support and guidance in the Los Angeles region to make communities heathier, more livable, and more sustainable. He discussed their sustainability plan topics, goals, strategies, and actions. Some key initiatives are Climate Vulnerability Assessment, Heat Action Plan, Cities Engagement, and the Community Forest Management Plan. He also noted the bi-monthly informational workshops with participating cities to discuss their sustainability efforts/best practices. Their office has been a great resource for the City of Beverly Hills in implementing the single-use plastic ordinance. The Commission asked how the results are measured and inquired about future resources needed for additional housing units.

CONTINUED BUSINESS

2. Climate Action and Adaptation Plan - Consumptive Based Emissions (TAB Taken out of order)
Environmental Compliance and Sustainability Programs Manager Josette Descalzo presented this item. The goal of the program is to capture the overall emission information from the Beverly Hills area and ultimately reduce it. The CBE is data (an estimate of household emissions) to further understand the behavior of our community and focus on areas that with an educational outreach will help those to invest in their property and change their behavior in order to reduce emissions produced. Emissions come from energy, water and waste. CBE measures the embedded emissions of the consumption of good and services. The methodology was reviewed that was used to compile the CBE, included the CoolClimate Calculator. He also compared surrounding counties and their emissions, and strategies to monitor behavior change and community engagement.

Staff asked if the Commission wanted to consider the CBE in future years to check its progress, any additional engagement and monitoring strategies do they want prioritized and are there any other recommendations for fostering behavioral change in Beverly Hills.

The Commission suggested workshops and or community advisory groups, discussed how to measure behavior change, and gave examples of other ways to identify options and lead by example to show our residents and businesses what is expected.

The commission took a break at 9:21 AM.

The commission returned from break at 9:30 AM.

3. Sandpit Site Update (Tab taken out of order)
Water Resources Operations Manager Vince Damasee was joined by Hydrogeologist Tony Hicke from Richard Slade and Associates, gave an update on the sand pit site, previous work and recent actions and options moving forward. The Commission Ad Hoc reported that they were not in favor of pursuing this location any further due to the costs for monitoring and construction challenges. There was brief discussion about the current location, its contamination and cleanup. The Commission recommended keeping the site and continuing to explore other Public Works Commission Regular Meeting Synopsis

locations in the area, do not continue monitoring, and, at a later date, decide on the future regarding the ultimate outcome of the sandpit site.

4. Make Conservation a California Way of Life

This is a new regulation to establish long term water conservation for the State of California that will be applicable to urban water purveyors and not individual customers. He reviewed objectives, indoor and outdoor standards, and the amount of water needed to sufficiently water to maintain a healthy and efficient landscape. Future reports to the Commission will include compliance reporting, and metrics for tracking compliance. The Commission expressed the importance of the educational component, and how the city must lead by example to show the public how to conserve.
