DISCUSSION
The special event permit application was considered by the Rodeo Drive/Special Events/Holiday Program Committee Liaisons (Mayor Friedman and Councilmember Wells) on November 21, 2024. The liaisons considered the proposed event logistics and potential impacts as summarized in the following table, and recommended approval of the special event permit.

Tents/Structures All tents and structures including, but not limited to:
tents, decking, stage, truss and lighting structures will go through the standard Building and Safety plan
review and inspection.

Generators All generators including, but not limited to: all electrical requests will go through the standard
Building and Safety plan review and inspection.

Fire Permits All fire permits including, but not limited to: public assembly and fire code will go through the standard
fire plan review and inspection.

Amplified Sound No exterior amplified sound proposed for this event.

All event activities will take place inside the tent
structure.

The event location is in a commercial zone and next
to major streets, noise impacts to residents would be
minimal.

Other Equipment,
Fixtures, or Furniture
The plan would include large tent structure, red carpet photo area on the Wallis Motorcourt, City Hall Lighting Plan, Concierge Pick Up Area, Limo Drop Off and
Pick Up, and In N Out Truck.

Food Preparation and
Service
All food and beverage will be prepared in a
Temporary Kitchen by Chef Evan Funke.

Traffic All traffic will be rerouted. Traffic control equipment, messages boards, barriers, krails, etc. (included in
applicants traffic plan) will be placed around street
closures far enough so that the drivers avoid the area.

Parking Vanity Fair will buy out 450 N Crescent Parking Garage for event day to be used for Ride Share cars
Event Activities Vanity Fair’s Academy Award and Post Oscar Party Event consists of a small viewing dinner followed by a
reception. Guest arrivals are staggered over the
course of the evening. Each guest that attends has a
time coded admission card/parking pass.

Meeting Date: December 10, 2024

and staff.

Guest will arrive via private vehicles.

Monthly parkers will be notified of parking garage
closure.

City Staffing This is a large-scale event. City staff from various departments will be working this event. Staff includes, but not limited to: Police, Fire, Public Works,
Community Development, Information Technology,
Emergency Management, and Policy and
Management.

Exact staff hours from each department will be based
on lead staff recommendation and summarized on the
special event permit.

Event Staffing and
Security
Strict security protocols will be in place. In addition to Beverly Hills personnel, private security will be
working in conjunction with BHPD.

Vanity Fair will provide private security inside the
event, at check in and pick up location, parking
garage and around City Hall.

Beverly Hills Police and Beverly Hills Fire will be the lead agency for the duration of the entire event which
includes set up days, event day and strike days.

Emergency
Operations
Center/Mobile
Command Center
This large-scale special event necessitates an
activation of the City’s Emergency Operations Center
(EOC).

The EOC will be staffed with key personnel from
multiple departments.

The EOC serves as a central location for Citywide
emergency response and recovery activities during a
large-scale incident/special event.

The EOC and City Public Information Officer will notify community stakeholders (Beverly Hills Unified School
District, local hospitals, and the business community)
of potential impacts before/during/after the event.

Insurance The City’s Risk Manager recommends requiring
General Liability Insurance of at least $2 million per
occurrence, naming the City of Beverly Hills as an
additional insured as a requirement to be provided by

Vanity Fair.

Notification and
Marketing
The City will prepare the notification letter, provide a map and list of addresses of residents and
businesses where the letter must be sent to within
1,000 feet of the event closure at least two weeks
prior to the event date, consistent with the City policy for large scale events that include street closures.

Vanity Fair will be responsible for disseminating the
notification letter.

The Rodeo Drive/Special Events/Holiday Program
Committee Liaisons recommended sending out the
letter of notification out to all residents and businesses within a half mile radius of event closure area.

Public Works Transportation Division will notify Metro
and Tour Buses to coordinate alternate routes.

The City will send out Citywide Announcements, Nixle
Alerts, Everbridge Robo Calls, post on all social
media platforms and will place ads in local papers
notifying the Beverly Hills community of the street and sidewalk closures, as well as maintain an event
webpage providing the public with the most up to date
information and staff a hotline number during the
entire closure time as well as extended hours on
event day.

Partner Support and
Public Comment
Vanity Fair has provided a list of businesses,
restaurants and hotels utilized by Vanity Fair staff and guest (Attachment 2).

Letters of support have been received in favor of the
event to include The Beverly Hills Conference and
Visitors Bureau and The Wallis Annenberg Center for
the Performing Arts (Attachment 3).

FISCAL IMPACT
Vanity Fair is responsible for all related expenses including, but not limited to:

City permits, street closures and/or street use fees, City personnel, traffic control plan and equipment, event fees and any other costs associated with Vanity Fair’s Dinner and Post Oscar Party Event.

Vanity Fair has requested a partial fee waiver for the street closure permit fee for all three years of their requested three-year agreement, consistent with their previous three-year agreement. The street closure permit fee for Fiscal Year 2024-25 for street closures of 49 hours or longer is $32,604 for the first 49 hours Meeting Date: December 10, 2024

Page 6 of 6 ends

and $1,282 for each hour thereafter. Vanity Fair is requesting to close the street for 432 hours, resulting in a total permit fee of $523,610.

In lieu of this fee, Vanity Fair is requesting to instead pay a street permit fee of $24,453, the flat fee required for a closure of 25 to 30 hours. The resulting amount of the requested fee waiver is $499,157 for the first year. The waived fee amount would vary in the second and third years of the agreement based on the street closure permit fee amounts for Fiscal Years 2025-26 and 2026-27 respectively. Vanity Fair is not requesting to waive any other fees.

The Rodeo Drive/Special Events/Holiday Program Committee Liaisons met on November 21, 2024, and after discussing this matter, recommend the partial fee waiver for the street closure permit fee for all three years of their requested threeyear agreement.

The City Council has the discretion to waive fees as follows:
x Waive street closure fees totalling $499,157 as requested; x Waive street closure fees in a lesser amount; or
x Waive no fees
As standard with all permit issuance practice, all fees should be paid in full prior to the event date.

RECOMMENDATION
Staff recommends City Council approve a request from Vanity Fair to host the Annual Academy Award Dinner and Post Oscar Party Event to include the proposed street and sidewalk closures, notification letter, fee waiver and threeyear agreement (2025–2028) as recommended by the Rodeo Drive/Special Events/Holiday Program Committee Liaisons during their meeting on Thursday, November 21, 2024.

To: The Honorable Mayor, Beverly Hills Council & the City of Beverly Hills From: Sara Marks, Director of Special Projects, Vanity Fair 11.6.24 Firstly, we would like to say thank you to The Honorable Mayor, Beverly Hills Council & the City of Beverly Hills for all their help with the 9 years we have hosted our Academy Award Dinner and Post Party. Each year has been very successful, and it wouldn’t have happened without the participation of all the different divisions of City Hall that we have had the pleasure of working with.

The format and timing will not change unless the network changes the time of the show which this year began half an hour earlier. Vanity Fair’s Academy Award event would take place on Sunday, March 2nd, 2025 from approximately 4:00pm – 2:00am.

As a recap Vanity Fair’s Academy Award Event consists of a small viewing dinner followed by a reception for 800-1000 guests whose arrivals are staggered over the course of the evening. Each guest that attends has a time coded admission card/parking pass.

We would use the same location: N Crescent Drive between Santa Monica Blvd and S. Santa Monica Blvd / Burton Way and again would incorporate the City Hall gardens adjacent to this space and create a custom lighting plan for the main City Hall building as viewed from this location. We will again use part of The Wallis Annenberg Center for the Performing Arts.

In addition, Evan Funke who was our chef last year, will again work with us and has his restaurant Funke in Beverly Hills.

We will, as we have done in previous years, work very closely with all those at the City of Beverly Hills who are involved with this project. Fees payable to the City of Beverly Hills would reflect costs associated with the Traffic Management, Policing and other staffing costs associated with the event. We would respectfully request that the street closure fee remains the same as in previous years at the discounted rate representing a 25-30hr closure.

Our estimated dates for the street closure of Crescent for 2025 would be as follows:
2025 – 10:00pm Monday 17th February – 10:00pm Friday 7th March 2026 – To be determined once we have the date

1 World Trade Center, New York, New York 10007
As in previous years we will contact all those on the distribution list (local merchants, residents, churches and any additional organizations that are necessary) and ensure that they are made aware of the street closure activities which may occur during the time frame for that particular year. As we get closer to the night of the event, we will also distribute a reminder notification letter to all necessary.

We have found an ideal location for our event and we look forward to continuing our relationship with the City of Beverly Hills for many more years to come.

And lastly, we will as much as possible use as many of the businesses we can within Beverly Hills. We have already made an agreement to use the Four Seasons Beverly Wilshire Hotel.

Sincerely,
Sara Marks

DIRECTOR OF SPECIAL PROJECTS

From: Sara Marks
As a recap. I came to meet with the city in 2014 to request that we host our Oscar Party in Beverly Hills starting in 2015 – It is now 9 years that we have been in Beverly Hills and would like to request a new 3-year agreement from 2025 – 2028.

In the 9 years that we have been in Beverly Hills we have hosted our Oscar Party the location has remained the same. Using North Crescent Drive between City Hall & the Wallis Annenberg Center for the Performing Arts. We also use and work with the Wallis during this time.

In trying to keep everything within the City of Beverly Hills I would estimate that we spend over a million dollars each year from the locations we have used both for the editorial and advertising side of the magazine. Broken down as revenue that went to staying at The Four Seasons, Beverly Wilshire and the Maybourne in prior years, using the Wallis Annenberg Center for the performing arts as our location, and hosting events for the advertising side of the magazine during Campaign Hollywood. Over and above all the local businesses that we either ate at, shopped at or held private dinners at. For 2025, we will again stay at The Four Seasons Beverly Wilshire (Estimating 320+ room nights) and will have guests that are attending the event who will be staying at; The Beverly Hills Hotel, The Maybourne, The Peninsula and The Waldorf Astoria. Evan Funke of Funke Beverly Hills will again be our chef for the evening, and we will again use Wally’s for all wine, liquor etc. for the Oscar Party.

Let me know if there is any additional information that you need.

Best,
Sara

To: The Honorable Mayor and Beverly Hills City Council
From: Robert van Leer, Executive Director & CEO
Wallis Annenberg Center for the Performing Arts
On behalf of the Board of Directors and Staff of the Wallis Annenberg Center for the Performing Arts, we would like to extend our enthusiastic support to the Mayor and City Council for Condé Nast and Vanity Fair’s annual 2024 Academy Awards Party at The Wallis and on N. Crescent Drive.

In addition, we fully support Vanity Fair’s 2025 event and any future requests of endorsement in conjunction with the City of Beverly Hills.

As a non-profit organization and a vital part of the City of Beverly Hills’ cultural fabric, The Wallis benefits greatly from the revenue and exposure of the highly publicized event through international and national press and media. Festivities of this stature will only underscore Beverly Hills' status among the most notable and desirable destinations in the world.

We look forward to welcoming Vanity Fair’s team and guests back to the Wallis Annenberg Center for the Performing Arts.

Sincerely,
Robert van Leer

The EOC and City Public Information Officer will notify community stakeholders (Beverly Hills Unified School

Notification and
Marketing
The City will prepare the notification letter, provide a map and list of addresses of residents and businesses where letter must be sent to within 1,000 feet of the event
closure at least two weeks prior to the event date,

Public Comment

Letters of support have been received (Attachment 3).

FISCAL IMPACT
Vanity Fair is responsible for all related expenses including, but not limited to: City permits, street closures and/or street use fees, City personnel, traffic control plan and equipment, event fees and any other costs associated with Vanity Fair’s Dinner and Post Oscar Party Event.

Vanity Fair has requested a partial fee waiver for the street closure permit fee for all three years of their requested three-year agreement, consistent with their previous three-year agreement. The street closure permit fee for Fiscal Year 2024-25 for street closures of 49 hours or longer is $32,604 for the first 49 hours and $1,282 for each hour thereafter.

6 of 6
The City Council has the discretion to waive fees as follows:
x Waive street closure fees totaling $499,157 as requested; x Waive street closure fees in a lesser amount; or
x Waive no fees
As standard with all permit issuance practice, all fees should be paid in full prior to the event date.
