STAFF REPORT
Meeting Date: December 10, 2024
To: Honorable Mayor & City Council
From: Nancy Hunt-Coffey, City Manager
Subject: Report by the Priority Setting Ad Hoc Regarding Proposed Draft Priorities, Goals and Work Plan Items for Fiscal Year 2025-26 Attachments: 1. Redline fy 2025-26 priorities

2. Clean fy 2025-26 priorities

INTRODUCTION
At the August 6, 2024 meeting, the City Council concurred with the initial recommendations of the Priority Setting Ad Hoc (Vice Mayor Nazarian and Councilmember Corman) which included:
– Creating a hierarchical list of strategic priorities, goals and workplans that cover a 1-2 year period.
– Priorities should be achievable, measurable and action oriented. – The timing of the priority setting session should occur before the budget process begins.
– A biannual check in should occur in the spring before the budget is adopted, since some priorities will require budget approval by City Council.

At the August 6th meeting, the City Council authorized the ad hoc to develop strategic priorities areas, associated draft goals and work plan items for fiscal year 2025-26, and asked that the final draft priorities return to the City Council for adoption.

DISCUSSION
Based on the direction provided at the August 6th City Council meeting, the priority setting ad hoc committee met twice (10/28/24 and 11/13/24) to review a draft list of Fiscal Year 2025-26 priorities developed by staff. The ad hoc provided feedback, additions and deletions which are captured in the attached redline (Attachment 1).

The City Council is asked to review the list as presented by the ad hocs to provide any edits, feedback or direction.

FISCAL IMPACT
Funding and/or staffing has already been budgeted to implement most of the work plan items listed on the attachment. Some items are marked Pending City Council Direction

Page 2 of 2 ends

which means that City Council has not necessarily discussed the proposed work plan and therefore has not considered whether to allocate funding/staffing toward it. Other items are marked FINAL City Council Direction Pending which generally means that the work plan item has been shared with the City Council, but final direction and/or the necessary budget has not been approved by the City Council. The scope of these work plan items will continue to be developed and will subsequently be brought back to the City Council for direction/funding, as needed.

RECOMMENDATION
Staff recommends that the City Council discuss and provide direction on the recommendations developed by the Priority Setting Ad Hoc committee related to Fiscal Year 2025-26 citywide priorities.
