STAFF REPORT
Meeting Date: December 10, 2024
To: Honorable Mayor & City Council
From: Max Subin, Police Captain
Subject: 2023 Charitable Solicitations Commission Annual Report Attachments: 1. 2023 Charitable Solicitations Commission Annual Report

INTRODUCTION
The 2023 Charitable Solicitations Commission Report is generated to familiarize the City and the community with the Charitable Solicitations Commission's significant accomplishments throughout the 2023 calendar year and provide financial information related to those charitable solicitations activities. This report is provided for information only.

DISCUSSION
The primary responsibility of the Charitable Solicitations Commission is to ensure compliance of charitable organizations that solicit donations or funds from the residents of Beverly Hills. Compliance with established permitting guidelines helps to protect our community from fraudulent, fictitious, or otherwise unscrupulous solicitations. It also keeps the community aware of the many charitable events held in Beverly Hills. In close cooperation with the Police Department, the Commission regulates solicitation permit issuance, reviews charities' financial statements, and maintains a dedicated website for the public to obtain information regarding permitted solicitations.

The attached annual report provides highlights of the Commission's accomplishments and statistical information related to charitable solicitations. Most noteworthy of these are:

1. Issued 154 permits in 2023, 114 event permits, and 40 monetary drives.1

2. Reviewed 144 financial statements of solicitations that concluded in the 2023 calendar year.

3. Collaboration with the Human Relations Commission to review and evaluate 31 applications for the Community Assistance Grant Fund for FY 24/25 to determine the allocation of funds based on service needs within the City. As a result, a joint decision was made, and a recommendation was submitted to the City Council to approve 23 of the applications.
1 Some permits issued in 2022 concluded in 2023; those are not included in this report.
