RECOMMENDATION
Staff recommends that City Council waive the bidding requirements pursuant to the professional services exception, Beverly Hills Municipal Code 3-3-112(G), approve Amendment No. 1 to the Agreement between the City of Beverly Hills and Lorcan O’Herlihy Architects for additional architectural and engineering services for the Public Safety Center at Wilshire/La Cienega Metro Purple Line Station, and approve a change purchase order in the amount of $99,000 for a total not-to-exceed amount of $172,975.

The total amount of the original agreement and the amendment is $172,975.

INTRODUCTION
For the past several years, the City of Beverly Hills has been preparing for the upcoming openings of the Metro stations at Wilshire/La Cienega and Wilshire/Rodeo. Public safety continues to be a critical focus during planning efforts. To provide high-visibility public safety presence, the Police Department and City leadership have recommended the addition of a Public Safety Center on the Plaza Level of the Wilshire/La Cienega Station.

In November of 2024, the City entered into an agreement with the Los Angeles County Metropolitan Transportation Authority, which permits the addition of a Public Safety Center.

The Public Safety Center is intended to increase public safety and accessibility to public safety personnel for Metro riders and surrounding community members. Once open, the center will be staffed by both sworn and non-sworn public safety personnel and support coordination with Metro personnel.

DISCUSSION
Lorcan O’Herlihy Architects (LOHA) was engaged by the City to provide architectural and engineering services for the new Public Safety Center at the Metro Purple Line Wilshire/La Cienega Station. The original contract included conceptual and preliminary design as well as preparing design development documents for the proposed building.

The original agreement with LOHA for design services, in the amount of $73,975, was executed on October 22, 2024, under the authority of the City Manager.

The proposed structure is approximately 500 square feet and includes workspace for two officers at a public window area, a workspace for support staff, a small office, a kitchenet and a restroom facility. Architecturally the building complements the Metro station portal. Design-development documents were completed at the end of December 2024, and a cost estimate will be prepared to ensure the project is within the estimated budget and determine if any value engineering efforts are required.

The amendment to LOHA’s contract will include architectural and engineering services for preparation of construction and bid documents. The additional professional services are for the amount of $96,500, plus a contingency amount of $2,500.

The Wilshire/La Cienega Metro Station is due to be completed in late 2025, and there is a desire to have the Public Safety Center construction completed at the same time.

Beverly Hills Municipal Code 3-3-112(G) allows an exception to the bidding requirement when the contract is for professional services such as attorneys, physicians, architects, engineers, consultants, accountants, specialized printers or other individuals or organizations possessing a high degree of professional, unique, specialized or technical skill or expertise. In this case, LOHA will continue to provide specialized professional services which is an allowed exception to the bidding requirement.

FISCAL IMPACT
There is currently $2,622,921 available in Fund 405, CIP #00933 (Police Facility Upgrades), which may be applied toward this agreement. No appropriations are requested at this time.
