RECOMMENDATION
The Traffic and Parking Commission (TPC) recommends that City Council establish Preferential Parking Permit Zone “G” on the 200 and 300 blocks of North Maple Drive, between Burton Way and Clifton Way, with a regulation as follows:
“No Parking Anytime, Permit ‘G’ Exempt”.

INTRODUCTION
On December 5, 2024, the TPC reviewed two resident-initiated petitions to establish a “No Parking Anytime” preferential parking permit (PPP) regulation on the 200 and 300 blocks of North Maple Drive to address commuter employee parking from nearby restaurants and businesses. The Commission voted unanimously (3-0) in support of the BEVERL

DISCUSSION
Background information is provided in the December 5, 2024, TPC staff report (Attachment 3). The 200 and 300 blocks of North Maple Drive currently have a non-PPP zone regulation of “2-Hour Parking, 8 a.m. to 6 p.m., Except Sunday.” Both street blocks also have street sweeping restrictions from 7 a.m. to 10 a.m. on Wednesdays (east side of street) and Thursdays (west side of street) and are subject to the City’s overnight parking prohibition between 2:30 a.m. and 5 a.m.

Staff initially proposed a “2-Hour Parking, 8 a.m. to 6 p.m., Daily, and No Parking 6 p.m. to 2:30 a.m., Daily” regulation to match with the existing Zone “G” regulation on the neighboring 200 and 300 North Elm Drive blocks and to allow flexible daytime parking for service workers and visitors.

Based on the petition request and public comment received from residents at the December 5th meeting, the TPC supported the petitioners’ original request for a “No Parking Anytime” regulation. The TPC found the daytime commuter parking concerns (e.g., difficulty to find parking adjacent to homes, excessive trash, noise) reasonable to warrant restricted parking. The TPC also cited that other neighboring Zone ‘G’ street blocks already have a “No Parking Anytime” regulation.

The lead petitioners from the 200 and 300 blocks of North Maple Drive spoke at the TPC meeting supporting a “No Parking Anytime” PPP regulation. Two residents from the 200 block of North Maple Drive also submitted a letter supporting a “No Parking Anytime” PPP regulation.

Public Notice
Public notices advising of City Council review at the January 28, 2025, Formal Meeting were mailed the week of January 6, 2025 to the same mailing list used for the TPC (100, 200, and 300 blocks of Elm, Maple and Palm Drives). No additional correspondence has been received to date.

FISCAL IMPACT
If approved, the cost to install 14 new signs is approximately $2,800 for materials and labor. Funding is available in the approved budget for CIP 00863 – Street Sign and Striping.

RESOLUTION NO. 25-R- _______

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY

HILLS ESTABLISHING PREFERENTIAL PARKING PERMIT ZONE
“G” ON THE 200 AND 300 BLOCKS OF NORTH MAPLE DRIVE,

BETWEEN BURTON WAY AND CLIFTON WAY
WHEREAS, there is a non-permit parking regulation of “2-hour parking, 8 a.m. to 6 p.m., Except Sunday” on the 200 and 300 blocks of North Maple Drive; WHEREAS, in accordance with Beverly Hills Municipal Code Section 7-3-206, two separate qualifying petitions to establish a preferential parking permit zone on the 200 and 300 blocks of North Maple Drive were filed;
WHEREAS, the resident-initiated petitions requested a “No Parking Anytime” except by permit regulation to address long-term commuter parking impacts; and WHEREAS, after investigating the need to establish a preferential parking zone on both street blocks, the Traffic and Parking Commission recommends that the City Council establish a “No Parking Anytime, Permit ‘G’ Exempt” regulation on the 200 and 300 blocks of North Maple Drive, consistent with adjacent preferential permit parking regulations in this area.

NOW THEREFORE, the Council of the City of Beverly Hills does hereby resolve as follows:

Section 1. Based upon the evidence and testimony presented to the City Council, including the information set forth in the Agenda Report, the findings required by BHMC Section 7-3-206(d) to justify establishing Preferential Parking Permit Zone “G” on the 200 and 300 blocks of North Maple Drive can be made.

B0785-0001\3058244v1.doc
Section 2. The Council finds that the following designated preferential permit zone is required due to commuter vehicles regularly interfering with available public street parking adjacent to residential property within the zone; or that such vehicles are the cause of unreasonable noise, traffic hazards, and pollution in the residential environment; or that displaced commuter vehicles will not unduly impact surrounding residential areas; or that there is no reasonable alternative which is feasible or practical to reduce the identified street parking problem to acceptable levels.

Section 3. The City Council hereby approves establishing Preferential Parking Permit Zone “G” on the 200 and 300 blocks of North Maple Drive, and the adjacent sections of Dayton Way, with a regulation of:
“No Parking Anytime, Permit ‘G’ Exempt”
Section 4. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and certification to be entered in the Book of Resolutions of the Council of the City.

PUBLIC WORKS DEPARTMENT

TRAFFIC AND PARKING COMMISSION
TO: Traffic and Parking Commission
FROM: Martha Eros, Transportation Planner

DATE: December 5, 2024
SUBJECT: 200 and 300 Blocks of North Maple Drive Preferential Parking Permit Zone ATTACHMENTS: 1. Area Map

2. Parking Occupancy Counts

3. Traffic and Parking Commission Notice of Public Meeting

4. Resident Petitions

RECOMMENDATION
Pending public comment, staff recommends establishing a preferential parking permit regulation on the 200 and 300 blocks of North Maple Drive, between Burton Way and Clifton Way, as follows:
“2-Hour Parking, 8 a.m. to 6 p.m., Daily, and
No Parking, 6 p.m. to 2:30 a.m., Daily, Permit ‘G’ Exempt.”

BACKGROUND
In October 2024, qualifying petitions signed by 70% (14 of 20) of the households on the 200 block of North Maple Drive and 63% (10 of 16) of the households on the 300 block of North Maple Drive were submitted requesting a “No Parking Anytime” preferential parking permit (PPP) regulation to address commuter employee parking from nearby restaurants and businesses on the block.

The 200 and 300 blocks of North Maple Drive, along with segments of North Palm and Oakhurst Drives and adjacent Clifton Way, are among the few remaining residential street blocks south of Santa Monica Boulevard that do not have an established PPP zone. The existing parking regulation on both blocks is “2-hour parking, 8 a.m. to 6 p.m., Except Sunday” plus 7 a.m. to 10 a.m. street sweeping restrictions on Wednesday and Thursday.

Attachment 1 provides a map showing the existing parking regulations on the streets neighboring the 200 and 300 blocks of North Maple Drive. Several of the street blocks are part of PPP Zone “G” with various regulations. Below is a history of the establishment of PPP Zone “G” on the neighboring street blocks:
• PPP Zone “G” was first established in 1979 on the 100 blocks of North Maple and Palm Drives with a regulation of “No Parking, 8 a.m. to 6 p.m., Monday through Saturday, Except by Permit” to address parking intrusion from Wilshire Boulevard businesses. • Zone “G” was expanded starting in 2003 in response to a series of qualifying resident petitions from the 100 blocks of North Elm and Rexford Drives to address parking intrusion from businesses on Wilshire Boulevard and the business triangle. The adjacent sections of Clifton Way, between Rexford and Palm Drives, were included with a “No Parking Anytime, Except by Permit” regulation to mitigate late night noise for homes with bedroom windows facing Clifton Way.
• In 2007, the 200 and 300 blocks of North Rexford Drive were added to Zone “G” with “No Parking Anytime, Except by Permit” to reduce parking intrusion from restaurant patrons and employees working dinner shifts in the business triangle. Shortly thereafter, the 300 block of Alpine Drive was added with a “No Parking, 8 a.m. to 6 p.m., Monday to Saturday, Except by Permit” regulation to alleviate daytime parking intrusion generated by the courthouse on Burton Way and the Wilshire Boulevard commercial corridor. The 200 and 300 blocks of Foothill Road were added to Permit Zone “G” with the same “No Parking Anytime” regulation to address parking spillover effects from adjacent blocks. • In June 2014 and April 2015, the 200 and 300 blocks of North Elm Drive, respectively, were added to Permit Zone “G” with “2-Hour Parking, 8 am. to 6 p.m., Daily, and No Parking, 6 p.m. to 2:30 a.m., Daily, Permit ‘G’ Exempt”. Residents on both blocks requested an evening regulation to address displaced resident parking due to long-term employee parking from Wilshire Boulevard and the business triangle commercial corridors.

DISCUSSION
The 200 block of North Maple Drive has 20 single-family homes with approximately 34 on-street parking spaces and the 300 block of North Maple Drive has 16 single-family homes with approximately 26 on-street parking spaces. Both street blocks currently have a non-PPP zone regulation of “2-Hour Parking, 8 a.m. to 6 p.m., Except Sunday” and the City’s no overnight parking regulation from 2:30 a.m. to 5 a.m.

A parking occupancy survey was conducted on the 200 and 300 blocks of N. Maple Drive on Tuesday, October 8, 2024. Below is a summary of the study results.

On the 200 block of North Maple Drive, on average 17% (6 of 34) on-street spaces were occupied during the 7-hour survey period, with peak-hour occupancy of 26% (9 of 34) recorded at 7 p.m.

Based on license plate data, of the 23 vehicles parked throughout the survey period, 15 of 23 (65%) vehicles were identified as commuter vehicles and 5 commuter vehicles parked for two or more hours.

On the 300 block of North Maple Drive, on average 23% (6 of 26) on-street spaces were occupied during the 7-hour survey period, with peak-hour occupancy of 27% (7 of 26) recorded at 12 a.m.

Based on license plate data, of the 22 vehicles parked throughout the survey period, 11 of 22 (50%) vehicles were identified as commuter vehicles and 4 commuter vehicles parked for two or more hours.

Staff conducted daytime parking spot counts on Tuesday, October 8, 2024, from 8 a.m. to 4 p.m.

An average of 24% (8 of 34) vehicles were parked on the 200 block of North Maple Drive and an average of 27% (7 of 26) vehicles were parked on the 300 block of North Maple Drive.

Police Department staff also conducted observations on both street blocks on a Friday and Saturday evening. They noted many vehicles parked in the early evening, but the number of vehicles tapered off later in the evening.

Although the average parking occupancies were relatively low during the October 8, 2024 parking occupancy counts, there was commuter vehicle activity on both street blocks and there was a relatively high occupancy observed by Police Department staff during their evening weekend observations.

Staff recommends establishing a PPP Zone on the 200 and 300 blocks of North Maple Drive with a regulation of “2-Hour Parking, 8 am. to 6 p.m., Daily, and No Parking, 6 p.m. to 2:30 a.m., Daily, Permit ‘G’ Exempt” due to the following reasons:
• Relatively high percentage of residents supporting each petition, • Approximately 60% of vehicles are commuter vehicles per license plate data, • Mitigate spillover parking from neighboring streets with existing No Parking regulations, • Standardize parking regulation to match with neighboring 200 and 300 North Elm Drive Zone ‘G’ street blocks.

Noticing
Notices advising of the Traffic and Parking Commission’s review of the petition at the December 5, 2024 meeting were mailed to the residents on the 100, 200, and 300 blocks of Elm, Maple and Palm Drives. As of the preparation of this report, staff has not received any correspondence.

FISCAL IMPACT
If approved, the cost to install new signs is approximately $2,800 for materials and labor.
